This role is responsible for the development of Credible Front-End Estimates and reviewing EPCM Estimates. In addition, it is essential to improve the Competitiveness of Projects through Benchmarking and evaluating Opportunities for Gap to Potential.

• Responsible for Estimates for assigned areas and Estimates at completion for Approval and Benchmarking by Project Services Lead which include but not limited to:

Responsibilities:

• Support the delivery of standard, consistent and robust cost management frameworks, and procedures.
• Assist with the roll-out of the company standard tools and processes and apply them to turnaround events.

What’s the Role?

The Mechanical Static Engineer is a part of the MMI (Mechanical, Material and Integrity) team in the Engineering division of the Bukom Manufacturing Site, with focus on supporting Bukom.

• Provide day-to-day specialist mechanical engineering support, e.g., piping standards, Storage Facilities, Fired Equipment and Pressure vessel issues, for the Production Unit to deliver the Refinery Business Objectives.

• Work with stakeholders to ensure AMS-ME work processes are executed as designed and are delivering results, e.g. ensure compliance with AMS-ME, Global-M and other Shell Group business objectives.
• Coordinate and engage Operations/ Operation Maintenance Coordinator (OMCs) to ensure all job request are clear and concise and maintenance work orders are prioritized and challenged.
• Carry out site checks & planning of work orders end to end process, by breaking down all relevant maintenance activities into logical tasks with resources, parts/material, craft/manpower and sequences for optimal work execution. Tasking of planned work orders to the relevant engineers/contractors for execution.
• Responsible for material procurement and availability prior to execution of all CM works.
• Create and maintain library of plans for HSSE, corrective maintenance activities. Ensure that library plans contain reasonably accurate information on cost, materials, services labor and other resource requirements. Actively monitor the actual work execution in terms of cost, resource, schedule (craft hours), sequence and update the equipment library plans accordingly. Accountable for ensuring that corrective maintenance compliance and timely closure of work orders.
• Initiate HSE plans/JHA for the planned work orders to ensure safe execution of work.
• Ensure CM plans are scheduled accordingly and executed before their due dates. Accountable to ensure no overdue of all CM works. This will include the necessary materials and services (resource) procurement and availability.
• Create and maintain library of plans for HSE, preventive and predictive maintenance activities. Ensure that library plans contain reasonably accurate information on cost, materials, services labor and other resource requirements.
• Actively monitor the actual work execution in terms of cost, resource, schedule (craft hours), sequence and update the equipment library plans accordingly. Accountable for ensuring that preventive maintenance compliance and timely closure of work orders.
• Assist in budget planning based on past years cost trending. Plan, track and cost accuracy and provide inputs to improve contract strategy.
• Contribute and participate actively in site reliability improvements. Provide feedback on effectiveness of corrective maintenance.
• Participate and support ISO/HSSE-MS audits, as well as other related external audits, as part of Company’s HSSE Control framework and management system.
• Identify waste elimination and LEAN maintenance opportunities for maintenance, and work with relevant key stakeholders to implement gap closure plans.
• Use Computerized Maintenance Management System (CMMS) in compliance with the global maintenance and business processes.
• Standby duty Coverage.
• Carry out any other related duties as required.

Key experiences and Qualifications:

• Bachelor’s Degree/Diploma in Mechanical Engineering.
• At Least 5 years relevant field experience as plant engineer with strong Mechanical Engineering background.
• Ability to build effective working relationships across various department, with various contractors on site. Strong stakeholder management.
• Strong verbal communication skills.
• Strong computer skills.
• Meticulous and detailed.

What's the role?

Carries out refueling/defueling operations, which involves:

• Checking the general condition of refueling vehicle before leaving the depot.
• Manoeuvring the heavy refueling vehicle into position at the aircraft parking bay, and carefully avoid at all times collision with the aircraft or other airport ground handling vehicles.
• Connecting up electrical bonding between his refueling vehicle and aircraft, hydrant intake hose, emergency landyard and fuelling hose/s in the correct sequence.
• Communicating with airline ground engineers, establishing the correct flight number and the fuel quantity required and liaising with the engineers, regarding the quantity distribution to be supplied into the various aircraft fuel tanks.
• During refueling, holding the 'deadman' control handle and the landyard and be on the alert for the immediate shutdown of operation in an emergency.

Requirement

• Must be Legally Authorized to work in Singapore without employment/work visa sponsorship requirement.
• Must have Class 4 Driving License
• For candidate with 3 license, must hold the state license for minimum 3 years.

The Job:

• Prepares accurately and promptly all relevant custom permits, certifications etc. via various portals as required by Government Authorities and/or customers.
• Keeps abreast of company’s Trade Compliance Policy and attends Compliance Trainings as required.
• Reports any shipping documentation error to supervisor immediately.
• Participates and be responsible in root cause analysis, brainstorm on solutions and implement or verify solutions for any complaints relating to documentation oversight as organized by supervisor.
• Provides feedback on the efficiency of customer service processes.
• Creates SAP Order Acknowledgements and / or convert them to Sales Orders in an efficient manner.
• Understands, reviews, and negotiates Letters of Credit (L/C).
• Generates shipping documents as stipulated in the L/C and ensures timely submission to negotiation banks for L/C transacted sales order.
• Generates Delivery Order and perform pick & pack process where necessary.
• Provides delivery information or shipment advice, where necessary and as assigned.
• Generate invoices to customers on goods delivered/issued.
• Creates other accounting documents such as credit / debit notes as required.

The Requirements:

• Possess minimum GCE ‘O’ Level / Nitec / Diploma (Supply Chain preferred) or equivalent qualification.
• 3 years’ relevant working experience.
• Good knowledge and well verse in computer applications.

• Knowledge of SAP is preferred.

The person will assist the plant manager on all day to day administrative activities including but not limited to:

• purchasing of goods and services
• perform end-to-end processes for Procurement of goods and services (PGS)
• Create GSAP PR/PO and perform GR/SE against goods and services rendered, for commission, fees, freight and demurrage charges related to raw materials
• Monitor and ensure all the deliveries and payments are completed
• Prepare monthly accrual reports
• Supporting on facilities management activities
• Manage in-house canteen activities
• Organising and co-ordinating logistical arrangements for plant events and external visits
• Support and facilitate availability / access to IT hardware and services for plant staff
• Interfaces with department managers and supervisors in day-to-day activities
• Monitor validity of LOBP licenses and permits
• Update and maintain staff training records
• Ensuring availability of PPE, uniforms, lockers, etc. for staff
• Manage and replenish supplies of plant pantry consumables and refreshments
• Maintain licensing documentation for the plant
• Ad-hoc administrative tasks assigned by the plant manager.

To succeed in this position, you will require:

• Diploma in Business Administration or any related field
• At least 3 to 5 years of administrative experience preferably in a plant environment. Those with some accounting exposure will be preferred.
• Good computer literacy and able to communicate well with good interpersonal skills
• Able to work independently and be resourceful
