The candidate selected for this position will:

1. Prepare a variety of legal documents and correspondence related to litigation and bankruptcy.
2. Assist in investigation and preparation of cases for trial or settlement.
3. Conduct extensive and thorough legal research, analysis, and evaluation of a range of topics relating to ERISA litigation, bankruptcy, and/or liens.
4. Review, analyze, interpret, and evaluate legal documents in conformance with ERISA, the Bankruptcy Code, Federal Rules of Civil Procedure (FRCP), Federal and State Court Rules and Procedures, Freedom of Information Act (FOIA)/Privacy Act (PA), regulations, policies and precedents.

The candidate selected for this position will:

1. Serve as the agency’s Government Purchase Card program manager.
2. Perform Contracting Officer Representative reviews and oversight to ensure compliance with regulation, policy and procedures.
3. Be responsible for the analysis and evaluation of contracting matters, and the initiation, development, drafting and recommendation of contracting policies, procedures, guidance, and control of PBGC contracting activities.
4. Provide advice and guidance on contracting matters to departmental customers and business advisor to program officials and Contracting Officer’s Representatives in procurement policy and procedures.

The candidate selected for this position will:

• Manage the Office of the Chief Financial Officer(OCFO) and Office of the Chief Management Officer (OCMO) budgets.
• Provide program and administrative support in the areas of personnel, payroll, budget, travel, procurement, information tracking, and report preparation for the Chief Financial Officer (CFO) and staff.
• Compile information from numerous sources in order to prepare a variety of regular or ad hoc reports, tables, charts, spreadsheets presentations and summaries for use by the immediate staff of the Chief Financial Officer (CFO).

• Develop skills applicable to auditing and accounting techniques, procedures, regulations, etc.
• Develop reports, charts, graphs and narrative information for management reports.

1. Review, analyze, and evaluate complex Freedom of Information Act (FOIA) and Privacy Act (PA) requests.
2. Respond to a wide range of calls from the public, (participants, attorneys, press, labor unions), other government agencies and employees seeking advice and assistance, information, or action on the availability of specific information or procedures to file a FOIA or Privacy Act request. 
3. Prepare written correspondence.

1.  Develop policies and procedures to protect agency records and serve as an expert source of information for the Freedom of Information Act (FOIA) and Privacy Act (PA).
2. Provide authoritative guidance and expertise to staff and external attorneys regarding the application and interpretation of the FOIA and PA in response to a high volume of inquiries/requests by internal/external parties, principal contractors, union officials, the media and plan participants and their attorneys in writing, in person or by telephone.
3. Make final determinations on disclosability of documents under the FOIA and/or the Privacy Act in response to thousands of annual requests submitted by internal/external parties, principal contractors, union officials, and plan participants and their attorneys.

Serve as an IT project manager responsible for planning, organizing, directing and controlling the development, modernization or enhancement of complex business or general support systems.

Formulate and direct the overall plan for the design, development, and implementation of new business or general-support systems, or enhancements to operational system.

Be responsible for broad and effective coordination of assigned projects of substantial complexity among various parties to ensure the projects proceed smoothly and are integrated into other new efforts.

The candidate selected for this position will:

• Manage the assigned process, to include planning, organizing, directing, and controlling the IT process, and assuring the process is followed.  Respond to process-related issues that are raised by OIT management and staff, OIT customers, and contractor staff. 
• Provide expert technical advice and assistance to key corporate officials regarding the assigned service(s) and negotiate with representatives of other departments within the PBGC and with the contractor to resolve questions regarding information systems and user requirements.
• Assess, monitor, and manage risks; analyze issues and problems; make expert recommendations solutions, and manage changes to assure the services and IT processes delivered by both contractor and OIT staff are in accordance with established service/operating levels.

The candidate selected for this position will:

Collaborate with OBA departments to assist in establishing operational goals, develop program performance measures, and assure alignment with OBA strategic plans and budget.  

Provide data integration, development and maintenance support for OBA databases, systems, and tools.

Provide management and program analysis support to the Chief and Deputy Chief of Benefits Administration thereby maintaining confidentiality on all matters of a sensitive nature including human resources documents, executive correspondence, and other sensitive information. 

Participate in planning and implementation of administrative, program, and management. Activities to include determining the importance of each issue, following the appropriate protocol, procedures and identifying appropriate actions and/or remediation.

1. Utilize the knowledge of financial theories and business practices, including corporate finance, credit analysis, bankruptcy, and labor laws and practice, defined benefit pension plans, and quantitative methods to apply to ongoing cases.
2. Utilize macro and micro economic and accounting principles, and business strategies in order to understand the framework in which a particular company operates and how collective bargaining relationships affect contributions to pension plans.
3. Examine pertinent financial statements, accounting records, operating reports, required government filings, actuarial reports, collective bargaining agreements, and similar materials.

The candidate selected for this position will:

• Secure necessary actuarial, legal, and other required support and lead a team of professionals in negotiations with plan sponsors, controlled group members, and their representatives to protect pension plans and the Pension Insurance Program.
• Provide expert advice and support to Corporate Finance and Restructuring Department (CFRD) managers, CFRD’s triage team, Office of General Counsel (OGC) attorneys, and other Pension Benefit Guaranty Corporation (PBGC) professionals about large, complex, or sensitive cases, industry trends and the risks those trends pose to the Pension Insurance Program, and trends in the financial, restructuring, and pension communities that affect PBGC.
• Prepare reports, analyses, white papers, and other written materials for use by PBGC’s executive managers.
• Review the work of subordinate financial analysts individually and on case teams and triage team and provide oversight, direction, and guidance to various financial teams on case strategy and related significant matters. Monitor case proceedings, make improvements, use sound judgement in solving problems and take necessary corrective actions.

The candidate selected for this position will:

Manage and perform the full range of supervisory duties for direct reports and through subordinate supervisors and staff.

Oversee staff in conducting quality control reviews. Monitor compliance concerning results of quality reviews and ensure compliance through other Department Directors, Executive Management Committee (EMC) members and other management staff. Facilitate continuous improvement and quality assurance practices. Oversee process mapping along with ensuring quality management tools are utilized by staff members.

Oversee subordinate supervisors in the measurement of performance metrics and provide analytical support for the five dimensions of quality, (productivity, accuracy, cost, timeliness, service).

Brief the CMO, the Director, PBGC and other high-level senior level executives regarding the quality control program, the quality assurance program, and the business analytics program including performance measurements for implementation actions.

Counsel employees on career progress and other employment related matters. Hear and resolve grievances and or complaints which can be resolved informally and handle disciplinary matters that do not require intervention of higher officials.
