Job Responsibilities
The job responsibilities for this position include:

1. Assist the Centre Head in providing Active Ageing and Befrienders Services.
2. Plan, coordinate and execute programmes & activities for seniors.
3. Recruit and rally active participation from seniors as assigned.
4. Attend to home visits.

Brief Description
Reporting to the Centre Executive, the incumbent for Administrative Executive position provides full administrative support for BCARE Active Ageing Centre.

Job Responsibilities - The job responsibilities for this position include:

I Administration

1. Maintain the database and attendance records of members and volunteers.

2. Coordinate on submission of reports to government agencies.

3. Set up an effective and efficient record-keeping and information-retrieval system.

4. Petty cash administration.

5. Prepare monthly bilingual Active Ageing Programme - Activity flyer and schedule. Simple translation work is needed.

6. Attend to the Alert Alarm System (AAS) when necessary and update AAS recording to government agencies.

7. Support and update seniors with Information & Referral resources when necessary.

8. Assist in minutes-taking for monthly staff meetings and obtain quotations when necessary.

II Operations and General Maintenance

9. Coordinate schedules and assist in liaising for general repair, maintenance and upkeep of the Centre e.g. air-cons, office and IT equipment, housekeeping and storerooms.

10. Assist in organizing storage space of the Centre, replenishing housecleaning items and office stationery.

11. Update and maintain Asset Register, ensure the safe-keeping of equipment and other important documents.

III Others

12. Participate in other BCARE events and projects when required.

Brief Description

Reports directly to the Executive Director, and will be responsible for the full spectrum of finance and accounting matters in BCARE. One of the key requirements in this role is the need to ensure accuracy, completeness, and compliance with internal controls for all financial transactions. This role is also expected to prepare and submit financial corporate statements following the industry practices for audit and regulatory purposes. The incumbent for this position will work closely with the ED and Centre Heads/ Programme Managers to ensure seamless transfer and submission of accounting reports.

Job Responsibilities

I Annual Budgeting

1. Work closely with the various Centre Heads to develop the annual budget and seek approval from the Management Committee.

2. Review ad-hoc budget requests, ensuring compliance with the organisation's fiscal policy.

3. Review budget variances at the end of the financial year (actual vs budget for key centres and programmes e.g. SAC, JOYC, FAME Club).

II Funding and Investment Matters

4. Handle funding matters related to MSF/ NCSS/ MOH/ AIC and BCARE’s funders.

5. Support and provide timely updates on funding/ project/ fundraising.

6. Handle Fixed Deposits and investment matters.

III Annual Audit and AGM

7. Work closely with various stakeholders including auditor, staff to close the accounts for annual audit.

8. Prepare and submit schedules to auditors for audit.

9. Ensure audited accounts are signed and timely submission of Annual Reports and statutory reports to ROS, Charity Portal and IRAS.

10. Present financial year accounts at the AGM.

IV Management Functions

11. Analyse the financial data in the financial reports and identify opportunities to strengthen income/ revenue generation or operational efficiencies that can reduce costs.

12. Prepare Management Reports when required.

13. Attend Finance Sub-Committee meetings.

14. Liaise with the Hon. Treasurer, Finance, and Audit Committees, and the external auditors as necessary.

15. Maintain timely and accurate financial statements and reports that are appropriate for the users and under generally accepted accounting principles.

16. Ensure that all statutory requirements of BCARE and its satellite centres are met including withholding Payments, Income Tax, and GST (if any).

V Internal Controls and Finance Procedures

17. Manage risks and compliance; develop and implement processes that:

a) ensure that financial information is secure and stored in compliance with current legislation.

b) maintain internal controls related to financial expenditures, procurement and payment/claims such that risks are mitigated (e.g. document and maintain complete and accurate supporting information for all financial transactions).

c) maintain all financial accounting systems and controls.

d) in charge of Asset Management Policy, implementation and execution e.g. tagging of assets and record-keeping.

19. Day to Day Accounting includes:

a) book-keeping and monthly bank reconciliation including maintenance of proper accounting records for the general ledger, accounts payable, accounts receivable, and payroll.

b) track and manage the different types of restricted funds/ funding schemes for BCARE and its satellite centres.

c) handle all daily cash management including managing money that comes into, within cash receipts and payments).

d) handle all accounts payable including checking and processing invoices, payments, petty cash, expenses, claim and reimbursement following internal controls/ procedures.

e) handle all accounts receivable; manage BCARE’s credit standing to ensure that all invoices are billed and collected timely.

f) take charge of all the necessary VCF/SDF claims for the Organisation.

g) safeguard other finance-related instruments/ contracts including securities, and other valuable papers (cheques, subscriptions, tenancy agreements/ stamp fees etc.).

He/she will work closely with his/her Reporting Officer/s to support programme development, professional and administrative functions in the Children, Youth and Family Department.

Reporting to the Centre Manager, the incumbent for the Part-Time Teacher position is mainly homework supervision and managing a class of a maximum of 20 primary school kids together with an Assistant Teacher at BCARE Joy Connection (JOYC) located at Hougang Street 91.

Job Responsibilities

I Homework supervision and Classroom Management

1. Supervise primary school children in their daily school homework, help them learn and prepare them for their

spelling test in school.

2. Ensure that all daily school homework assigned by the school is completed before the child leaves the centre f

for the day.

3. Maintain cleanliness, orderliness, and discipline in the classroom.

4. Ensure the children complete all their assessment pages assigned by the centre tutors within the week for all

subjects.

5. Decorate wall displays that depict the relevant theme, subject, or event.

6. Update and maintain the Star Award system.

7. Guide and keep students constructively engaged in activities that are developmentally and educationally

appropriate through positive management strategies.

8. Attend staff meetings and staff-sharing sessions.

II Provide Student Welfare

9. Do home visitation when necessary.

10. Nurture and provide care for the child’s personal needs such as child-bathing, medication, meals etc.

Reporting to the Centre Manager, the incumbent for SCC Admin. Executive position will work closely with the Centre Manager to provide administration and operational support to BCARE Joy Connection (JOYC).

I Administration

1. General administrative duties including but not limited to the following:

a. Photocopy, draft letters/ WhatsApp’s broadcast messages to parents and filing of documents.

b. Update and maintain displays on notice boards.

c. Maintain and update student’s database and custody of documents.

d. Liaise with Finance pertaining to centre fee collection matters, issue receipts and monthly update excel

collection reports to Finance for reconciliation.

e. Ensure all forms are adequate and create new forms where necessary.

f. Apply SCFA and withdraw via the online SCFA portal.

g. Responsible for petty cash claims, month-end petty cash reports, and submitting the supporting to Finance.

2. Provide good customer service through:

a. Answer phone calls and attend to walk-ins.

Communicate/ liaise via WhatsApp or phone calls with parents, students, tutors and service providers.

3. Prepare reports and documents:

a. Monthly compilation of centre fees.

b. Weekly and monthly updates of students’ attendance schedules.

II Programmes

4. Fetch students from the school or designated pick-up point.

III Operations and General Maintenance

5. Monitor Centre cleanliness.

6. In charge of buying tea breaks and assisting in serving tea breaks and lunch.

7. Organise the storage space of the Centre with the help of teachers.

8. Replenish stationery, first aid box, ordering assessment books etc.

9. Manage facilities e.g. coordinate, liaise and schedule general repair, maintenance and upkeep of the

Centre e.g. air-cons, office equipment, fire extinguishers, housekeeping and storerooms.

10. Maintain and upkeep office equipment e.g. photocopier and desktops, projectors, telephones etc.
