ICF seeks a Project Specialist to support the Child Welfare Information Gateway Project in the Children's Bureau (CB) Capacity Building Division. The Project Specialist will directly support the Capacity Building Division Director by organizing, researching, and drafting responses for federal reporting and requests, managing data collection and visualization. Key responsibilities
Research and Data Support
Provide research and data analytic support to Capacity Building Division Program Specialists in the development of contract and Discretionary Grants reports, programs, priority agendas, and presentations.
Design and generate customized data visualization reports, specifically PowerBI for a wide variety of audiences.
Assist with data quality assurance activities and compliance analysis.
Project coordination
Provide project coordination support to the Children’s Bureau (CB) Capacity Division Director and team.
Support CB Capacity Building Division with task management, coordination, and tracking requests and responses.
Collaborate with CB Division Directors and federal staff across multiple CB and ACF divisions and program areas to coordinate and track tasks and deliverables.
Coordinate with Child Welfare Information Gateway staff to ensure consistency in messaging, quality assurance and effective completion of assignments involving multiple Children’s Bureau Divisions and staff.
Maintain project documentation using an electronic workspace that is accessible to all team members. This includes meeting minutes, work plans, written deliverables, staff lists, organizational charts, policies and procedures, grants and contacts lists, presentations, information requests, briefing materials and any other relevant project materials.
Administrative support
Provide logistical support for program activities, requests, reports, and other priorities as requested.
Support meetings by preparing agendas and meeting information, taking notes, creating summaries, and tracking attendance, action steps and follow up.
Assist with drafting, copy editing, formatting, and communicating briefings, reports, information request, presentations and data calls for the Capacity Division and HHS leadership.
Compile content briefings for SWIFT, Government Accountability Office (GAO), Office of the Inspector General (OIG), Office of Legislative Affairs and Budget (OLAB), and other leadership reports and requests with direction from the Division Director.
Gateway
Interface effectively with Child Welfare Information Gateway staff and CB clients and contractors at all levels.
Contribute to Child Welfare Information Gateway’s monthly reports.
Attend and contribute to identified Child Welfare Information meetings, tasks, and project deliverables.
Complete other duties as assigned.
Basic Qualifications
Bachelor’s degree in social work, psychology, public administration, business statistics, computer science, mathematics, or related fields from an accredited university.
3+ years of professional project management or coordination experience, including managing project schedules, managing multiple tasks concurrently, and organization of project documents.
Demonstrated ability to build and maintain strong stakeholder and partner relationships, including balancing multiple perspectives/needs.
Understanding of Project Management terms and processes and tools.
Ability to assist with data analysis and utilize data visualization tools such as PowerBI, Tableau, etc.

The State and Territory Liaison (Liaison) is a position that works directly with staff in state or territory public Child Welfare agencies to assess needs and strengths, develop plans to implement systemic and practice changes, and to manage the delivery of technical assistance services aimed at improving outcomes for children and families. The Liaison role is within the Capacity Building Center for States contract (the Center) that is held by ICF. ACF operates in ten regions within the US. ICF international is looking for a Grants Manager for the Children's Bureau (CB) Division of Program Innovation to provide thought leadership and support to the Division Director, for the development and dissemination of child welfare knowledge through the CB’s discretionary grants (CBDG) program.
The Grants Manager will establish mutually beneficial connections with grant recipients, Federal Project Officers, and across Child Welfare Information Gateway (Information Gateway) teams to facilitate sharing of the work and findings of CBDG. This position may supervise up to two staff members.
