Job Summary

To manage and support the city network and associated switches, routers, and firewalls. Ensures that the city networks, including their Transportation traffic network infrastructure, are secure and performing at an optimal level at all times. Proactively monitor network performance and take necessary remedial measures. Job Details

Essential Functions:

• Manage and monitor Palo Alto firewalls, Cisco, Siemens Ruggedcom and Encom network hardware for network performance and security including availability, utilization, throughput, latency etc. Proactively remediate performance issues, before the issues have a visible impact.
• Manage and monitor fiber optic and/or other transport infrastructure across the transportation and City IT network for data and telecom services. Research and recommend network hardware, software, and cabling.  Be the liaison for professional service vendors and represent the city on   committees.  Drive a city vehicle in a safe and appropriate manner between worksites.
• Propose, install, configure, test, and deploy wired and wireless network equipment including switches, routers, gateways, access points, bridges etc. for data and telecom services.
• Correct network outages, security breaches or other issues, analyze findings, provide reports to leadership detailing the causes, impacts and efforts undertaken to prevent reoccurrence. Carry a pager on a rotation schedule for on call for weekend and after-hours work.
• Establish, document, and periodically update network related standards and guidelines including switch and router configurations, IP Schema etc. Work closely with the Information Security Officer to ensure compliance with security standards and guidelines.
• Manage planned or ad hoc network projects and/or work closely with a project manager to represent the network department, in larger projects.
• Contribute to the department’s budgeting process to ensure availability of funding for required network hardware, software, peripherals, and services. If required, present justification and/other details for budget requests to leadership.
• Participate in projects that impact the network and proactively communicate network impacts, issues, and concerns to other team members on the project.
• Work closely with and participate in projects, discussions or problem-solving sessions with system administration, database administration, developers, and other teams in the IT department.
• Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

• Five (5) years of related experience including at least four (4) managing complex secure network and fiber optics environments.
• Equivalent to a bachelor’s degree in computer science, Electrical Engineering, or related field. Equivalent combinations of education and experience may be considered.

Computer Skills

• Proficiency in network configuration, security, and monitoring software (i.e., SINEC NMS, SolarWinds, ISE, Prime, NetFlow)

The Senior Windows Server Administrator shares responsibility for all Windows servers in the enterprise.  This individual ensures that servers are running efficiently by performing upgrade and maintenance tasks, resolving technical problems, overseeing their performance levels, ensuring security, and developing new system structures, when necessary, in both on-premises and cloud environments.  They work with other members of the server and network teams as well as internal application teams to ensure smooth functioning.  While this role will work primarily with Windows servers, it is possible they will interact with other types of technologies and applications including Linux, Macintosh, mobile devices, and cloud services.  Server administrators install, configure, and maintain various types of hardware and software, which often involves managing access, carrying out backup and recovery functions, and monitoring the performance of servers.  They administer and maintain system and service accounts.  They take part in the design, architecture, implementation, and maintenance of technology projects.  Server administrators must have the ability to troubleshoot hardware, software, network, and application issues on servers and other related devices.  Server Administrators often work with other teams in the organization to evaluate their technology needs, administer the network environment, set up workstations, maintain configuration management databases, follow, and maintain policies and procedures, and document them to maintain applicability.  Server administrators must have adequate knowledge of many types of server-based business applications.  As technical professionals, they must also remain aware of the latest developments to understand how to work with new technologies.  This candidate must learn and understand business client functions and requirements, determine the appropriate technical tool to address business needs, participate in special projects, and perform other duties as assigned. RESPONSIBILITIES

• Install, Test, and maintain server operating systems, software, patches, upgrades, applications, tools, and/or hardware, ensuring optimal performance, security, and reliability.
• Provide senior level Tier 2 and above technical infrastructure support services for issues elevated from the Helpdesk and other Technical Services groups.  Diagnose and solve problems, availability interruptions, and other issues.
• Implement IT infrastructure projects with IT and client team members. Communicate with team to keep them apprised of status and issues.
• Create/update documentation, including project plans, installation procedures, and troubleshooting tips.  Create diagrams, including technical topology diagrams.
• Manage and maintain backup and restore solutions, ensuring data integrity and disaster recovery readiness.
• Identify opportunities to improve system and applications performance (e.g., automating manual tasks).
• Test and evaluate IT vendor products.
• Set up and manage file sharing services, permissions, and access control lists (ACLs) to ensure efficient data storage and access for users.
• Internet Information Services (IIS) Administration: Configure, monitor, and troubleshoot IIS web servers, including web application deployment and SSL certificate management.
• Support remote access and administration of servers, including remote desktop services, remote installation, scripting, management solutions.
• Implement security best practices and compliance policies to protect server infrastructure and sensitive data.
• Support patch management processes to keep all servers up to date with the latest security patches and updates.
• Participate in on-call rotation for after-hours support and emergencies.  Share 24/7 operational support, troubleshoot server-related issues, and perform routine maintenance tasks such as patching and updates.
