Job Requirements

· Bachelor’s Degree or Master’s degree in computer engineering or related field

· Extensive experience in managing end to end delivery of testing services from multiple vendor test service providers

An exciting opportunity has arisen at the North West Genomic Laboratory Hub (NW GLH) for a Deputy Quality Manager / Principal Clinical Scientist. This is a permanent Band 8a position jointly based at the NHS North West Genomics Laboratory Hub (NW GLH), St Mary's Hospital, Manchester and the Oncology Cytogenetics Laboratory, The Christie Hospital NHS Trust, Manchester.

You will be required to show that you are dynamic and highly motivated with a proven, high level of scientific skill and expertise with a high level of experience in quality management. You will be responsible for managing quality at the Christie Oncology Cytogenetics laboratory site as well as deputising for and supporting the Quality Manager. You will also be supporting the management of a team of registered Clinical Scientists to deliver and develop the diagnostic workload and to develop the workforce. The team will be dependant on your area of expertise and service need and could be based at the NW GLH Manchester site or at the Christie Oncology Cytogenetics Laboratory. State Registration as a Clinical Scientist in the modality of Genetics is Mandatory. You will have achieved success in the first written examination component of the FRCPath examination (Genetics, or Molecular Genetics, or Cytogenetics or Molecular Pathology) or be actively working towards this.

Job Responsibilities:

· Handle the enquiry from the customer regarding regulatory and AML/CFT compliance of MAS license.

· Liaise with MAS on compliance matters (e.g. VCC, FMC license application for the clients).

· Ensure prompt and accurate compliance relevant regulatory reporting submissions to MAS.

· Provide advice in the development and implementation of policy, governance and regulatory standards and frameworks related to MAS license.

· Responsible for general oversight of MAS regulatory compliance and Anti-Money Laundering / Counter Financing of Terrorism (AML/CFT)

· Ensure staff actively monitor MAS regulatory developments, trends in the market, and develop or update policies and procedures to ensure adherence and compliance with the laws and regulations

· Build and maintain strong, long-term relationships with assigned clients

· Regularly communicate with clients to understand their needs and provide solutions that align with their goals in a timely and professional manner

· Assist clients in the onboarding process, ensuring a smooth transition into our services

Job Requirements:

- At least 2 years’ experience in VCC, FMC license application and AML/KYC/regulatory compliance

- Ability to be AML officer for the clients

- Experienced working in service provider environment will be a plus

- Candidates with less experience will be considered as Assistant Compliance Manager

- Fluent in written and spoken English, Mandarin. Ability to communicate in Cantonese will be an advantage.

- Attention to detail and good time management

- Excellent in communications and interpersonal skills

- Ability to work independently, meticulous, dedicated and self-motivated with good manners

- Immediate availability is highly preferred

The post holder will work with the divisional triumvirate to ensure that any areas of poor compliance and assurance with agreed quality and safety metrics are identified and managed by directorate teams.

The Divisional Quality & Safety Manager will provide comprehensive support to trained learning response leads who are undertaking patient safety incident investigations (PSII's) within the division. The post holder will undertake PSII training but will not undertake investigations independently as they are not clinical members of staff rather they will be able to support from a management and administrative perspective.
