Reporting to the Director, you will play a pivotal role in the planning and deployment of technology-based solutions to support SingHealth’s strategic HR goals and objectives and to enhance HR processes and operational efficiencies through innovation and automation. You will support cross-institution harmonisation and cross-functional collaboration to ensure optimisation and efficiency of HR IT systems and the seamless integration of IT systems across SingHealth for HR-related content.

You will oversee a team of HR Systems Specialists to support the operations of the Human Resource Information System (HRIS) through system administration, regular upkeep and enhancements. You will direct and implement initiatives to ensure the governance of the HRIS and HR technology related projects, as well as address and mitigate risks to data and cyber security. You will work with various internal stakeholders and vendors to achieve effective use of technology to support business functions and digital transformation.

Job Requirements:

• Degree in Human Resource Management, Business Administration or equivalent
• Minimum 12 years’ experience in HR business environment, with at least 8 years in people management role
• Candidates with lesser years of experience may be considered for Senior Manager role
• Possess knowledge of HR systems and HR web-based applications
• Knowledge of SAP SuccessFactors will be an advantage
• Strong teamwork and ability to manage cross-functional and institutional relationships
• Excellent interpersonal and communication skills
• Must be fully vaccinated against COVID-19

Job Responsibilities

• Implement and execute sales strategies to drive revenues growth through new clients.
• Follow up on leads and convert opportunities into profitable deals.
• Prepare business proposals, conduct sales presentations and take part in the pricing negotiation process.
• Perform risk assessment when working with new clients.
• Review existing contracts, make commercial terms recommendations till contract renewal process completion.
• Perform competitor analysis and interpret market trends.

Skills and Competencies

Job Summary:

The HR Director is responsible for the recruitment, development and optimal deployment of human resources in the group. He owns the strategy, systems, operating procedures and framework for the recruitment, training, evaluation and management of manpower in the group across all businesses and functions. He works with various businesses/functions to ensure that they are operating efficiently and effectively, in accordance with set SOPs and are accurately reporting their results. He develops the company’s employee brand promise and communicates it. He owns all SOPs documentation across the organisation and ensures that they are available and adhered to. He ensures that all manpower have the necessary knowledge, skillset & training to improve productivity & plan for their career movement. He plans, direct & coordinate the resources of the company to ensure that training courses are implemented as planned within budget.

Job Responsibilities:

• Own the responsibility for the development of all manpower in 1-Group.
• Develop, communicate and sustain an employee brand promise that will make the group an employer of choice
• Help the HODs for the various businesses and functions to form, lead and motivate their teams. Provide them with training and toolkits to do so. Develop continuous training programs, on boarding programs, assessment programs, evaluation standards, etc.
• Develop, maintain and improve on the group’s manpower strategy, systems and framework. Work with the various HODs.
• Develop a manpower budget across the group and continually maintain that budget and cost.
• Work with HR and HODs to continually enhance and improve the recruitment, training, evaluation & management processes.
• Develop, update and maintain the necessary SOPs required for all activities in the group. Collate all SOPs into a single location. Where there are no SOPs in any area, he will direct the various businesses to develop the SOPs.
• Take ownership of the group’s manpower and development cost. Ensure that the costs track to best in class standards and is a competitive advantage over other competitors.
