The ideal candidate will have experience in security programs and/or infrastructure in a significant complex of buildings and grounds. Candidate must be able to obtain and maintain a Top Secret Clearance.
Major Responsibilities:
Security Planning and Execution

Leads and coordinates a multi-disciplinary team in executing a comprehensive program to address physical security requirements for all facilities and infrastructure across the Capitol Complex. Ensures the effective planning, programming, design and construction of all security-related infrastructure and facilities projects. Ensures required facilities and infrastructure projects are planned, programmed, designed and constructed in accordance with AOC and industry standards, including quality and schedule adherence.

Provides AOC-wide security leadership affecting facility and infrastructure planning and programming, client requests, security infrastructure projects, facility projects, project security coordination, and special programs, policies and procedures, education and training, and assessments. Incumbent is responsible for campus-wide security-sensitive infrastructure projects, project security coordination and security reviews for all Agency projects, studies, and assessments. Develops plans for AOC security operations, project security policy and outreach, and Security.

Carries out complex studies involving major security programs of national impact. Provides leadership of strategic short- and long-range security planning. Ensures resource projections are addressed. Develops reports and other presentations on workload data.

Formulates security policies, plans and practices. Assigns responsibilities among organizational positions for project scheduling. Adjusts projected schedules and priorities to meet new initiatives. The work has a significant bearing on enabling legislation, or involves equivalent implications.

Resolves conflicting priorities of significance to the Federal Government. Initiates new study protocols that have solved problems of great importance to the Government. Monitors international security concerns and adjusts priorities accordingly. Develops, coordinates, and implements strategic plans to include mission, goals, objectives, and implementation strategies. Establishes plans to improve security policies, practices, and method. Handles complex program issues and provides authoritative guidance. Develops management goals and objectives into effective operational control systems.

Manages the Office of the Chief Security Officer’s risk assessment process for all physical security projects. This includes ensuring the completion, tracking and reporting of all requirements and decisions.
- Serves as a Contracting Officer's Technical Representative (COTR) for select projects. Ensures contractor compliance with specifications. Evaluates contractor performance against all goals and objectives, including quality of the work
Risk Analyses
- Leads conception, planning and conduct of pioneering analyses, evaluations, or investigations of outstanding scope, difficulty, and complexity in unexplored program areas of critical risk assessment importance to The Architect of the Capitol. These evaluations affect the policies of major departments or agencies, have a significant bearing on legislation, or decide between conflicting interests of extreme national importance.
- Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to long-range planning.
- Provides expert advice and guidance on government programs and policies which are of significant interest to the public and Congress, e.g., the programs cut across or strongly influence a number of agencies, and/or the employee's recommendations directly impact key governmental functions or result in substantial redirection of Federal efforts or policies related to major national issues.
Supervisory Responsibilities
- Provides administrative and technical supervision necessary for accomplishing the work of the unit.
- Supervises subordinate staff and oversees major programs, to include, but not limited to, AOC-wide critical infrastructure, external emergency preparedness and response, continuity, security operations, and various classified programs, as well as Office of Chief Security Officer facility planning and programming.
- Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA and Office of Compliance safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in assigned areas. Provides or receives training, either on the job or through classroom training, to ensure that all direct reports know how to use required Personal Protective Equipment (PPE).
