Duties:

• Examine deposited plans for compliance with Building Regulations and Building Act requirements, conducting consultations with applicants, professional agents and consultative bodies, negotiating amendments and recommending approval or refusal
• Provide pre-application advice to enquiries in relation to projects
• Conduct site inspections of works in progress for compliance with Building Regulations under Full Plans, Building Notice and Regularisation procedures. Produce and maintain electronic records of site works which includes the production of letters, notifications, reports, completion certificates and other documents on the document storage system
• Regarding potentially dangerous structures, attend emergency callouts (includes out of hours) responding to requests from Emergency Services, determining the scale and nature of emergency measures to make them and the public safe including issuing Statutory and demolition notices

Key Responsibilities:

Within the Councils Property Services and Facilities Management function, to support the FM Technical Services Manager with the monitoring of the delivery of mechanical, electrical and lift services and building fabric maintenance by the Council’s appointed Hard FM contractor and specialist consultants, including construction project management. ● Assess complex delegated Full Plans, Building Notice and Regularisation submissions promptly and within the agreed performance and statutory time periods delivering appropriate determinations.
● Undertake all necessary site inspection requests and maintain detailed site records.
● Undertake a range of additional responsibilities on behalf of the Building Control service including dangerous structures cover including out of hours, demolition notices,
accessibility and fire prevention.
● To prepare reports, correspondence and notices on Building Control matters to support
the active promotion and marketing of the service.
● Liaise with colleagues in Development Management services.

Qualifications:

● Educated to degree level in a relevant subject such as Building Control, Building
Surveying, Construction, Structural Engineering and/or be able to demonstrate learning at
an equivalent level.
● Member of a relevant professional body such as RICS, CABE, CIOB or equivalent with
relevant Building Control bias and evidence of achieving CPD requirement.
● Demonstrate competence gained in plan examination, site inspections in a specialist skill area such as structural, thermal, access, fire engineering and/or external wall systems,
working at or towards Level 6A of the LABC Detailed Competency Matrix.
● Dedicated to obtaining the training and qualifications required to obtain a Building Safety
Regulator (BSR) licence in line with the requirements of the Building Safety Act 2022.

Knowledge:

● Demonstrate excellent knowledge of the construction industry, methods, techniques and
materials.
● An excellent working knowledge of legislation, regulations and professional codes of
practice relevant to the service area, including associated Building Control functions
offered by a Local Authority.
● Demonstrate an excellent understanding of local government services and procedures.
● Have an excellent understanding of professional boundaries and how they impact on
service delivery within the setting of local government.
● Have an understanding of financial constraints and how they impact service delivery.

Responsibilities

• Understand new projects, and prepare shop drawings.
• Liaising with clients to ensure the accuracy of drawing and appliances placements
• Following up with ongoing projects to check on the quality of work done
• Following up with ongoing projects to ensure clearance of necessary submissions by the Executive Engineer
• Visiting sites for meetings with clients or to evaluate site progress
• Preparing as-built drawings for finished projects
• Assisting Executive Engineer to finalized billing invoice for the client
• Responsibilities are not restricted or limited to the above mentioned, as we worked as a team, there will be times when we need to assist each other.

Location & Commitments

• Full-time position based in the HQ (30 Mandai Estate, Singapore 729918)
• Working days: 5.5 days (Alternate Saturdays)
• Office hours: Monday to Friday, 8.30 am to 6.00 pm; Saturday, 9.00 am to 1.00 pm (Alternate Saturdays)
• No overtime compensation for working after 6.00 pm on weekdays
• Overtime on weekends (after 1.00 pm on Saturday) may be required (compensation given)

Candidate Requirements

• Proficient in AutoCAD
• Competence in tracking deadlines, and using MS Office (Word, Excel)
• Fresh graduates from NITEC/ HIGHER Nitec/ Polytechnics are welcome
• Willingness to learn and growth
• Team player who is able to work as a team and support the team
• Previous experience in a construction firm would be a plus point
