As a catalyst of change in the Integrated Care System and given our legacy, we (NHS Sussex) have taken time to rethink how we are organised and the skills required to deliver our statutory requirements, integrate services and improve collaboration. This role is a key leadership role within the new operating model for the organisation. As a senior leader your main focus will be to deliver on the responsibilities outlined in this job description and lead and develop your team. In this role you are responsible for ensuring commissioning of services best meet the needs of the population. That service transformation and improvement and the delivery of any relevant national programmes of work ensure inequalities are identified and addressed which will ensure improvement in outcomes. The CMO Directorates primary focus is to ensure the NHS Sussex ICB delivers its statutory duties and embed ways of working aligned to the NHS Long Term Plan ambition of collaboration, integration and improving the health outcomes for our population. This includes ensuring that there is effective commissioning of services with a robust and effective interface between primary care and all providers of care including social care, ensuring safe and effective care pathways in line with the known evidence base and best practice. The CMO Directorate provides strong clinical leadership to the ICB (and across the Sussex Health and Care Partnership collaborative networks) and significantly contributes to the delivery of all statutory and corporate responsibilities of the organisation. The role will: Be a key member of the CMO Directorates Leadership Team. The role will deputise for the Senior Directors within the CMO Directorate across all functions with focus on outcomes, improvement, and innovation. This post is required to work collaboratively with all other Deputy Directors within the CMO Directorate to ensure the totality of the portfolio is managed and delivered. The post holder will provide advice, support, and demonstrate leadership to help CMO Directorate Clinical Directors deliver their aims and objectives. Examples of what the post holder will be accountable to the Director of Population Health and Inequalities for, are: Strategic leadership, partnership engagement and planning commissioning and delivery Provide senior expert leadership and assurance on the development and delivery of key core strategic and transformation priorities. Identifying opportunities, challenges and risks to these being achieved across Sussex. Provide specialist advice and prepare strategic reports and briefings for senior ICB members. Play an active role in the wider leadership team of NHS Sussex and will be expected to positively contribute to discussions, debate, and activity in priority areas of focus, including those which fall outside of their area of functional responsibility, as and when required. Demonstrate positive leadership in all aspects of their role, take responsibility and make decisions (in line with accountabilities and delegated responsibilities), and when escalating issues, set out clear recommendations. Establish and maintain excellent working relationships with our external regulators, and in particular with our NHS England Regional and National leads and act as a conduit to ensuring information flows remain appropriate to key partners and team members. Ensure the PHI team delivers an efficient, high performance, high quality and well led strategic commissioning, procurement, and contract management service. Engage proactively with key strategic regional and national policy makers to inform development of strategy and policies. Insight and intelligence Oversee the development of a Sussex wide in depth understanding of the range of factors impacting on health and wellbeing and health inequalities within Sussex and the relevant population groups drawing on the full range of international, national, regional and local qualitative and quantitative data and evidence. Oversee the development of a Sussex wide understanding of the current and future health needs of the Sussex population, the extent to which these needs are being met and the priorities for improving health and wellbeing and reducing health inequalities. The post holder will support the CMO Directorate programmes of work with a particular focus on population health and clinical outcomes, which are key strategic goals of NHS Sussex ICB with accountability for successful delivery sitting within the CMO Directorate. Offer expert clinical advice and views to other directorates within the ICB. Ensure delivery of all agreed trajectories and targets, taking appropriate action to address any underperformance. Oversee embedding the Equality Health Impact assessment (EHIA) and Quality Impact Assessments (QIA) agendas within the Population health and inequalities team Evaluation, innovation and research Oversee the development and implementation of population health and inequalities teams evaluation strategies Develop effective strategic and operational policies for promoting best practice, improvement and innovation, evidence based clinical interventions throughout the Sussex system through working closely with colleagues across the ICS to ensure the development and delivery of a coherent strategy. Ensure all approaches are evidence based and draw on examples of national and international best practice. Management of budgets and resources Lead, the population health and inequalities team, including regular individual supervision, performance management and bi-annual appraisal of staff in accordance with all NHS requirements, and supporting individual professional development, including coaching and mentoring where appropriate. Proactively manage budget(s) for key population health and inequalities programmes and service contracts in line with NHS procedures including providing appropriate budget estimates and expenditure projections and ensuring that budgets are not exceeded and that value for money is secured.
