ESSENTIAL JOB FUNCTIONS

Supervises departmental Technical Systems Analysts and Business System Analysts, in the development and implementation of departmental computer applications that address specific departmental business processes.

Performs as the City’s computer systems expert for General Government.

Coordinates with the GRU IT department to support the needs of General Government. Specifically on hardware, infrastructure, and network service needs and delivery.  

Oversees the Gainesville Police Department’s internal information technology needs from product and software selection, to security, infrastructure, application development, etc.

May be asked to serve on planning and policy-making committees; drives the development of enterprise technology standards, governance processes and performance metrics.

Manages the operations of computer applications, including Enterprise Resource Planning system.  

Manages multiple project assignments and coordinates IT resources to meet Business unit needs. 

Directs, plans, assigns, and coordinates work of subordinate staff and contractors engaged in providing enterprise level services, but not limited to, programming, testing, implementation, and maintenance services for application systems.  Coordinates with other IT Managers on supervision of systems development staff.

Assists in contract negotiations with outside vendors and monitors terms of contracts.

Consults with senior management and officials concerning their plans for future support and to application systems.  Assists in development and implementation of IT standards and compliance with them by staff and users.

Coordinates with IT Managers on implementation of new and enhanced application systems and related user requests.

Receives application system requests from departments and works with other IT Managers to determine which programming and analytical staff to assign based on project requirements.

Assists Application Services and Infrastructure Services in developing project management strategies for Gainesville Regional Utilities and the City’s computer and networks.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily.  Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university with major course work in business, computer science, information systems, engineering, math, or related subject, and eight (8) years of  progressively responsible experience in information technology, which includes four (4) years of supervisory or large project management experience preferably in computer applications development and maintenance, or an equivalent combination of training and experience which provide the necessary knowledge, skills  and abilities.

A Master’s degree from an accredited college or university with major course work in business, computer science, information systems, engineering, math or related field may substitute for one (1) year of the non-supervisory work experience.

Preferred:

Experience with Enterprise Resource Management (ERP) software.

Experience working on initiatives to do with Workday HCM and/or Financials.

Working knowledge of the Workday and completion of at least one Workday deployment.

Licenses

Certifications

Project Management Professional (PMP) certification through the Project Management Institute (PMI) is desirable.

Job Description

The Director of Operations (DOO) must have an excellent level of commercial awareness and can build and maintain relationships with internal and external guests. Is responsible to direct and lead the daily operations and assist the General Manager in the development and business components of the serviced suites through providing effective and relationship-oriented leadership. The DOO is responsible for highlighting issues to the General Manager to help formulate solutions.
