Management Sciences for Health (MSH) is seeking a Technical Director (TD) / Deputy Chief of Party (DCOP) for a potential USAID-funded 5-year health supply chain and pharmaceutical management systems strengthening project in Ukraine due to commence in 2025. The program's purpose will be to strengthen systems and ensure sustainable access to, and appropriate use of safe, effective, quality-assured, affordable health commodities.
OVERALL RESPONSIBILITIES:
The overall objective of the Technical Director (TD) is to provide strategic technical leadership, oversight, management, and guidance in the implementation of a comprehensive set of activities designed to improve access and quality of medicines and other technologies in Ukraine. The role covers strategic oversight and alignment of the technical support to the Government of Ukraine on healthcare priorities, governance, policy setting and financing. In conjunction with this, as Deputy Chief of Party, the incumbent will support the COP with day-to-day program implementation, performance management, and by ensuring that staff are aligned with the project vision, goals, and plans to achieve program impact. The TD/DCOP will coordinate the provision of technical services, harmonize efforts, and maximize synergy and integration between project work streams and among technical and operational teams. The TD/DCOP shall serve as the COP in their absence.
SPECIFIC RESPONSIBILITIES
Provide technical leadership and managerial oversight for the project, ensure efficient implementation of project activities, and timely reporting of those activities to USAID and MSH.
Set direction and coordinate annual workplan development, implementation, and review, ensuring project design and implementation are guided by data. Building on regular project performance reviews with a view toward achieving impact.
Ensure alignment with USAID country and global frameworks and strategies along with Government of Ukraine policies and strategies.
Work in close coordination with the project team to ensure coordinated and effective delivery of technical interventions. Regularly coordinate and collaborate with home office technical resource staff to identify areas of targeted technical assistance and mentorship of project staff.

QUALIFICATIONS
Required: Degree in Medicine, Pharmaceutical services or Supply Chain Management.
Preferred: Masters’ degree or above in public health, life or pharmaceutical sciences, health economics.
Advantageous: Postgraduate degree in medicine, pharmacy, health financing, health management, biostatistics, or related field.
At least ten (10) years of experience working in pharmaceutical-related project management or public health strengthening.
At least 3 years managing teams.
Experience leading USAID or other international development programs with proven record of leadership in technical interventions design and implementation management.
Demonstrated knowledge of the latest developments in advancing good/best practices in pharmaceutical systems strengthening, including supply chain management.
Experience working with MOH and national level organizations.

The annual base salary for this position ranges from $278,900.00 to $464,800.00. In addition, this position is eligible for participation in Pfizer’s Global Performance Plan with a bonus target of 30.0% of the base salary and eligibility to participate in our share based long term incentive program. Amgen is searching for a Director, Diagnostic Strategy Lead located in China. This individual will be a member of the global Diagnostics team responsible for the development and implementation of Diagnostic (Dx) development strategy across therapeutic areas for the China market.
Integral to the ongoing success of Amgen’s growing pipeline, the Diagnostics (Dx) Group is responsible for the successful transition of a biomarker assay to marketed Diagnostic to support the clinical development strategy for regulatory approval and commercialization.
As such, the Dx group works closely with other functions within Amgen to identify the appropriate partners for diagnostic test development. We are looking for individuals with experience in driving end – to – end diagnostic development strategies and developing Dx life cycle management plans in China that align to the needs of their corresponding precision therapeutics programs across therapeutic areas. The Diagnostic Strategy Lead role will be a critical strategic role at Amgen requiring a breadth of technical and business communication expertise, influencing decision-making through negotiation, and addressing conflict by building productive working relationships across functional areas both within and outside the company. This individual will be working with the global and the local cross-functional teams to drive the development and execution of the Dx strategy and plan.
The primary responsibility of the successful candidate will be to develop comprehensive Dx strategies for the China market across therapeutic areas and to ensure those programs are fully aligned with global Dx and clinical development strategies.
