Physical Requirements: The work is primarily sedentary with occasional travel to designer firms, VA offices, or proposed and ongoing construction sites which may entail extensive walking, climbing, and crawling at times to review or inspect site locations and/or completed work. The inspection work may also require the physical ability to climb ladders and crawl through tight spaces to inspect completed work. Exposure to outside weather conditions, dust, and high noise levels is typical during site visits during the construction period. Site visits include construction areas requiring observance of appropriate safety precautions while wearing appropriate PPE.

 The General Engineer/Architect develops a life cycle implementation plan, rough order magnitude budget and timeline for each project with all facilities and infrastructure as assigned by the Deputies and/or the Chief Security Officer. Also assists in meeting the needs of all organizations and stakeholders supported by the OCSO, including the U.S. Capitol Police, Legislative Branch tenants, and the entire Capitol Complex.

PROJECT/PROGRAM DEVELOPMENT

• Develops the planning and documentation for several multi-million-dollar new construction and renovation projects focusing on security infrastructure. Projects may include physical security systems, renovation, rehabilitation, alteration and new construction of buildings and infrastructure systems. Develops or reviews initial project requirements, specifications and rough order of magnitude costs for construction projects. Serves as the manager of the project intake process for SIP projects assigned by the Deputies and/or the Chief Security Officer, manages client confirmation of project requirements and develops initial project requests for all projects.
• Plans various project development functions with project teams and assists with making decisions affecting multiple areas of responsibility. Serves as a technical specialist and a key source of information for assigned areas of accountability. Performs assessments to evaluate the effectiveness and efficiency of project development plans and recommends improvements to management.
• Develops design and construction documentation of alterations and modifications with a focus on smaller scale projects for the OCSO’s mission. 
• Provides professional architectural or engineering expertise in evaluating the effectiveness and efficiency of plans and recommends improvements to management. This involves life-cycle phases of the project, such as planning and programming through the conceptual design stage, the construction document stage and the construction, equipment installation, commissioning, and post occupancy evaluation phase.
• Prepares and updates schedules for project delivery efforts, implementing a system for review, control and reporting. Routinely reviews project schedules to ensure reasonable and timely implementation in relation to the annual OCSO’s construction program.
• Prepares and updates all program and project funding documentation for all funding sources. 
• Provides assistance to the Assistant Director, Security Infrastructure Projects Division in coordinating with AOC staff and officials of affected jurisdictions to keep them informed on project planning. Provides information for the Chief Security Officer to disseminate to Congress and other Capitol complex building occupants.
• Provides assistance to the Assistant Director, Security Infrastructure Projects Division in development of requirements for security infrastructure design and construction projects.

CONSULANT/CONTRACTOR OVERSIGHT

• Provides technical design and management guidance to professional design and construction contractors. Serves as the Contracting Officers Representative (COR) for review of compliance with design and construction contract specifications.
• Assists in the monitoring of contractors for effectiveness in meeting contractual, functional and technical requirements. Recommends action in cases of construction and design deficiencies. 
• Provides assistance to the Assistant Director, Security Infrastructure Projects Division over use of resources and efforts related to the implementation of projects; and exercises specified contracting officer authority for execution and administration of personal and professional services contracts.

TECHNICAL ADVICE AND GUIDANCE

• Provides guidance, technical advice and consultation on project administration. Conducts studies to develop criteria for situations encountered during field inspections.
• Provides guidance with AOC and International Code Council, NFPA and NEC building/Life safety codes to ensure that work produced or completed in compliance with associated codes. Also, must have a working knowledge of ADA accessibility standards to ensure compliance with these requirements; shall initiate or take corrective action to ensure compliance with these codes and standards.

Responsible for thoroughly understanding and ensuring compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. Districts to the Service Area, Airports Districts Offices, Flight Standards District Offices, Headquarters, and Program Offices for critical NAS maintenance and infrastructure. Reviews, analyzes and makes recommendations on engineering plans and specifications for NAS modernization and transition projects, assists in preparation of risk mitigation plans, and develops detailed comments addressing maintainability issues for the District.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to the discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of the major subdivision and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include system design and integration; extensive research; and direct responsibility for project/program management. Analyzes impacts of proposed projects on NAS operations, monitors projects from all sources for conflicts within technical operations and ensures that implementation plans for transition projects are thoroughly integrated with major NAS plans. Prepares briefings, presentations and/or point papers for coordinating the prioritization of projects within the Tech Ops District.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Provides validation of Life Cycle Management needs and coordinates with national, regional, and district staffs in the establishment of projects and in the accomplishment of NAS transition and integration activities. Reviews and validates Corporate Work Plan project submissions for Tech Ops District facility maintenance, sustainment and replacement project needs and operations emergency project funding needs. Incumbent interacts with financial and planning organizations to ensure adequate funding and estimates are available for the projects and programs and dictates requirements in accordance with District objectives and strategies. Prepares recommendations for necessary movement of funds to ensure projects/programs are accomplished in a timely manner.

Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

The Senior EUC Engineer manages and provides the IT support to end users on issues relating to hardware and software. He provides management to a group of IT professional and support staff and focuses on setting goals and priorities. He plans and directs the EUC activities of the organisation and coordinates the effective design, implementation and operation of management information systems and applications. He oversees the maintenance and upgrading of support systems.

He possesses strong leadership and communication abilities, and is able to set realistic goals and implement appropriate plans to guide the team toward achieving those goals. He is able to address multi-faceted issues effectively and in a collaborative manner including across departments.

Implement IT Support Service Plans

• Lead the implementation of support services across the organisation
• Define best practices and Service Level Agreements for the support function
• Establish performance and reporting measures to provide an effective and efficient level of service

Manage IT support Activities

• Identify actions to maintain or improve levels of service
• Advise the business on IT support metrics and capabilities

Oversee System Maintenance

• Prioritise activities to ensure continuity of service and prompt issue resolution
• Oversee the compiling of data for reporting purposes
• Review trends and patterns
• Plan installation of hardware equipment, software and maintenance agreements
• Recommend acquisition of new technology and software

Provide Incident Resolution Guidance

• Analyse enquiries to identify recurring user problems, recommend solutions, and to identify areas where service can be improved
• Respond to more complex, escalated enquiries from team members
• Evaluate results of investigation reviews
• Develop problem solving guidelines, checklists, or other materials to assist staff to respond to user problems that are recurring or routine
• Oversee disaster recovery planning and testing

Requirements / Qualifications:

At least 8 years of experience in deskside operations, end user engagement and well verse with relevant desktop products such as Antivirus and Patch Management

• Good technical knowledge in managing Microsoft Windows Operating Systems

• Good exposure in medium to large scale environment’s project deployment / execution

• ITIL certifications will be preferred

• Minimum diploma in IT, Computer Science / Engineering or equivalent
