Accountabilities:

• Risk Register: Lead the development and management of the project Risk Register, including Risk identification, Assessment, and development of mitigation strategies with the project team.
• Risk Reviews: Lead regular Risk Reviews across all packages. Identify the top risks and potential impacts (schedule and cost) and associated mitigation actions and options.
• Risk Analysis: Lead Risk analysis across all packages, identify trends and develop mitigation strategies.
• QRA: lead the Quantitative Risk Analysis process, including production of QSRA and QCRA.
• Risk Reporting: Prepare weekly and monthly Risk Management reports for senior management and JV Board to provide clear, accurate and timely Risk information to support evidence-based decision making.
• Risk Practices: Ensure the application of LCP Risk Management practices are effective and support continuous improvement to improve risk management processes at Project and Business level.
• Contingency Management: Support Finance with Contingency Management (Risk Reserve) drawdown process.

Skills / Knowledge / Experience:

Essential

• Significant experience (min. 5 years) leading Risk Management activity in complex Large Capital Projects.
• Knowledge of delivery of Large Capital Projects in Renewables, utility, infrastructure, or Oil and Gas.
• Quantitative Risk Analysis (QRA) expertise (e.g. Quantitative Cost Risk Analysis (QCRA) & Quantitative Schedule Risk Analysis (QSRA) using Primavera Risk Analysis and / or @Risk).
• Ability to articulate and present risks in their strategic context and to identify and drive implementation of mitigations.
• Subject Matter Expert in project Risk Management methods, techniques and toolsets.
• Results-oriented, able to meet tight deadlines and produce clear and concise information / options / decisions to senior management.
• Able to lead and facilitate Risk workshops and Risk Reviews with key stakeholders.
• Able to simplify and summarise complex problems and accurately report to senior management, together with making recommendations for corrective action or management intervention.

Desirable

• Degree educated in a relevant discipline (Engineering, Business etc.).
• Renewables experience would be advantageous.
• Professional qualification in Project/Risk Management (e.g. ChPP, APM PMQ, MoR).

About the team you are joining

Reporting to the Director, Settlement Risk Management, the Head, Settlement Risk Management leads, develops and manages the Settlement Risk Management team in Singapore, responsible for the execution of the risk management activities related to Agencies, Airlines and Financial Security Providers in IATA Financial Settlement Systems. The position is responsible for assuring the secure operation and delivery of risk management services, in accordance to the global Standard Operating Procedures (SOPs) and the IATA Settlement Risk strategy and in line with the targets set by the organization and the industry, with strong internal controls, process integrity, continuous improvement and efficiency.

What your day would be like

• Responsible for the Agency and Financial Security Providers activities for companies based in Asia Pacific in addition to Airline Settlement Risk Management activities for companies in Asia Pacific and North Asia.
• Lead the Singapore-based Settlement Risk Management team to ensure all SOPs are executed in compliance and integrity adhering to IATA’s Financial Settlement Systems resolutions and regulations, global and local financial criteria and other risk assessment and mitigation policies and with the maximum operational process performance and efficiency in accordance to the established KPIs.
• Direct the annual financial reviews and risk assessment monitoring processes (e.g. SMAP, EDS, MIR, etc.), in compliance with IATA Resolutions and Standard Operating Procedures (SOP). Responsible for liaising with the external financial assessor(s) in relation to regional performance issues.
• Recommend and initiate suspension processes when a participant does not meet its obligations
  Responsible for appointing and managing strong Financial Security Providers, to underpin the risk exposure to airlines operating in BSPs and CASS.
  
  Responsible to lead the recovery of encashment of financial securities to maximize the recovery of industry losses.
• Lead and responsible for ensuring the proper review and development by Country Offices of local financial criteria for the markets in scope.
• Ensure the teams provide the best customer orientation, fast customer service Level 3 queries, in a 24/7 environment, and back-up the other teams in Madrid and Beijing.
• Ensure a rapid and effective communication to Members with regards to all IATA Passenger and Cargo risks, in coordination and alignment with communications standards agreed with the Agency Program Governance team and groups.
• Be present in global Governance forums and attend key customers on matters related to Agency/Airline Risk Management when required.
• Assist the Director, Settlement Risk Management, with the rest of the Heads in the managing and coordination of the area activities and initiatives including development of a robust Airline risk management strategy.
• Responsible for providing inputs to the Settlement Risk Strategy for the best effectiveness of Industry Risk targets, as well as inputs to the SOPs and tools to improve the processes and effectiveness.
• Lead and coach teams and individuals, developing their capabilities through effective talent management, recruitment and succession planning.

• Carry out the annual ORSA exercise and present the report to the Management Committee, Board Risk Management Committee and Board.
• Work with Actuarial Department on the construction of stress test scenarios and perform in-depth analysis on the Company’s solvency position.

Job Requirements

• Degree in Actuarial / Finance / Economics or other related fields.
• At least 5 years’ experience in the insurance industry (preferred) and involved in various financial risk management areas.
• Qualifications such as CFA, FRM (GARP), FSA, FIA and FIAA, or currently in the process of obtaining such qualifications, would be an advantage.
• Good understanding in most of the financial risk areas and associated regulatory requirements (e.g. MAS Notice 126, Risk Management Guidelines), will help in the role.
• Able to work independently and collaboratively as part of the Risk Management Department.
• Analytical and structured with good organizational, interpersonal and communication skills.
• Strong stakeholder management skills and able to present ideas concisely and persuasively, and work across all staff levels, from the working level to senior management and Board.
