Manages the work of a large, multi-level organization through subordinate managers.
Provides leadership and direction to a staff of subordinate managers responsible for ATO operations and contingency functions.
Directs the work of subordinate employees and/or managers for multiple organizational units and across multiple functions and/or disciplines within AJR-X.
Provides leadership and strategic direction for the development of policies and standards related to operational readiness and contingency planning.
Works to institutionalize contingency and continuity plans throughout the ATO.
Organizes programs and activities in accordance with the mission and goals of the organization.
Ensures that policies are consistent with organizational strategies and compliant with the Contingency Policy (JO 1900.47).
Develops new programs to support the strategic direction of the organization as necessary.
Aligns and ensures necessary program training and policies are executed in accordance with Agency requirements.
Forms international agreements with bordering air navigation service providers (ANSPs) and exercises them.
Develops evaluation methods to assess program strengths and identifies areas for improvement.
Responsible for the full range of supervisory duties, such as strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/ disciplinary actions as appropriate.
Oversees the design, development, evaluation and maintenance of operational and contingency planning and of data related to air traffic control processes and procedures.
Leads in development and advocacy for alignment and integration of resources and project efforts between all ATO Service Units to address future catastrophic events and for more effective resiliency, contingency and recovery.
Implements and manages changes and interventions to ensure project goals are achieved.
Continually interacts with senior executives and managers within the FAA, the Department of Defense, other governmental agencies, private industry, and the aviation and international community on issues related to ATO operations and contingency planning.
Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines.
Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed.
Represents the FAA externally, as the primary point of contact at government, industry, and international forums for policies and procedures or other program purposes.
Serves as the ATO's focal point and integrating agent for all aspects of contingency and continuity plans.
Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/ procedures, and to make exceptions.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.
Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future.
May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes.
