Summary
The PGE Supply Chain department includes Procurement, Materials Management, Supply Chain Operations, Fleet and Warehousing. These shared service teams support internal and 3rd party supplier design, construction, and maintenance of the electrical grid, generation plants, and support infrastructure. We collaborate with our business partners and outside suppliers to deliver innovative supply chain solutions with best total cost of ownership and least possible risk. The Procurement Specialist will develop procurement strategy and manage sourcing (RFP), contract negotiations, and supplier onboarding/performance management for the Transmission, Distribution, and Substation design, equipment, and construction categories of spend. This work enables the business to execute the T&D/Substation capital portfolio through negotiated supplier engagements that generate best possible total cost of ownership for customers with the least possible amount of execution risk.
In this role you will:
- Develops and implements procurement plans and strategies to support forecasted needs for business.
- Establishes and implements strategies for negotiating pricing and terms.
- This position requires specialized depth/breadth of experience in Procurement Strategy Development, Strategic Sourcing, Complex Contract Vehicle Selection/Negotiation, Supplier Performance Management, Project/Schedule Management, Stakeholder Management/Collaboration, Economic Analysis, Inventory Control, Quality Analysis, Risk Mitigation, and preferably extensive knowledge/expertise in Utility Operations procurement.
- Executes complex Strategic Sourcing events.
- Negotiate complex contracts through collaboration with internal legal counsel.

Responsibilities
- Sourcing Opportunities and Purchasing Strategy Identifies sourcing initiatives through historical spend data analysis; calculates baseline spend and savings estimates for sourcing initiatives; executes sourcing initiatives following prescribed framework for conducting strategic sourcing activities; designs, develops, implements and refines strategic category plans for the most complex spend categories; leverages industry experience and necessary stakeholders to drive for process improvement and cost savings for a sustainable and efficient source-to-pay process.
- Inventory Control May manage overall inventory procurement; may proactively anticipate stakeholder needs and plan and oversee purchasing activities; may troubleshoot and resolve complex or unusual issues. Implement and maintain overall tracking and distribution methodologies for supplies and inventory.
- Purchasing Activities Drives the procurement process for the most complex spend categories in compliance with PGE procurement guidelines; anticipates and validates business needs and develops requests for proposals and information and qualifications from suppliers; determines best method for procurement; negotiates pricing and obtains best value; complies with all legal requirements and regulatory deadlines; keeps key stakeholder groups informed and engaged throughout the strategic sourcing activity for assigned sourcing category.
- Identification of Procurement Needs and Collaboration Facilitates collaborative stakeholder relationships; develops and maintains subject matter expertise in the assigned spend categories; communicates, educates and obtains support for the most complex strategic sourcing initiatives and processes from key stakeholders throughout the company; determines procurement needs; creates time lines for procurement and drafts bids and proposals; ensures timely delivery of goods and services.
- Solicitation Process Administration Manages the overall contracting process with strategic providers of goods and services; develops requirements, conducts supplier outreach, evaluates proposals and selects and negotiates with suppliers; maintains knowledge of industry developments and opportunities.
- Contract Management Executes contracts with key suppliers; ensures required terms and conditions are included; tracks and manages contract termination dates; manages key supplier relationships; monitors and measures performance relative to contract terms and conditions, service level agreements (SLAs) and key performance indicators.
Qualifications
Required:
Senior, P4, grade 8
- Education Requires a bachelor’s degree in supply chain management, business, finance or other related field or equivalent experience.
- Experience Typically eight or more years in supply chain, category management/strategic sourcing or related field.
Staff, P3, grade 7
- Education Requires a bachelor’s degree in supply chain management, business, finance or other related field or equivalent experience.
- Experience Typically five or more years in supply chain, category management/strategic sourcing or related field.
Preferred:
- Advanced knowledge and experience managing complex solicitations and negotiations.
- Advanced knowledge of inventory control practices and systems (depending on area of specialization)
- Advanced knowledge of contracting and procurement methods, standards, procedures and processes
- Advanced knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate bids, contractor responsibility and contractor performance
- Advanced skills in formulating sourcing strategies that accomplish performance and savings goals, anticipate potential threats or opportunities and are consistent with company goals and policies
