Summary

The Financial Counseling Representative provides financial counseling to assist patients in understanding their financial responsibility to Sanford and to offer appropriate resources and options to meet that responsibility.

Job Description

Answers billing questions. Reviews patient's insurance coverage and Explanation of Benefits (EOBs). Provides clarification regarding what charges were incurred and why they were incurred. Reviews insurance denials and provides an explanation for the denial to the patient. Reviews payment plan guidelines and assists in setting up payment arrangements. Determines if patient is eligible for payment assistance programs and assists in the application process, if applicable.

Educates patients regarding insurance concepts, such as what copayments are, what services are covered, effective dates of coverage, when a referral is needed and the effect on insurance, how to obtain a valid referral and resubmit the claim, and how effective dates of coverage influence insurance payments. May assist patient in filling out medical assistance program paperwork, as well as referrals to Medicaid or other insurance aid or disability programs. Frequently advises uninsured patients on outstanding medical costs associated with procedures performed in a clinic setting and establishes a payment plan. Interacts with patients in-person and must be able to empathize with them while also diffusing strong emotions. Calculates and provides cost estimates for medical procedures, including the patient's anticipated share. Advises on and collects prepayments for services not covered by insurance. May perform guest service duties, as needed. Other duties as assigned.

Computer skills sufficient to operate on-line systems and complex software with advanced functionality. Oral and written communication skills sufficient to interpret and apply policies and procedures for clarification and problem resolution. Knowledge of third party payers and basic bookkeeping or accounting principles is required. Requires a thorough understanding of insurance products and the ability to accurately read an EOB to determine what adjustments have been made, what payments have been received, and calculate pending balances.

Qualifications

As a Patient Access Associate I / Registration Specialist, you need to know how to:
Register patients. Confirm, enter, and/or update all required demographic data on patient and guarantor on registration system. Avoid overlays and duplicate patient medical records. Follow procedures when identifying a patient and applying the patient identification bracelet. Register patients during downtime following downtime procedures and enter data into registration system immediately upon system availability.
Obtain and explain copies of insurance card(s), forms of ID, and signature(s) on all required forms. Verify information on appropriate accounts to determine insurance coordination of benefits, pre-certification/prior-authorization if not verified by PASC. Complete the Medicare Secondary Payer (MSP) questionnaire when applicable.
Verify insurance to determine coordination of benefits and obtain authorization and/or referrals as required.
Screen for and process non-covered services and waiver of liability (ABN) through automated screening at time of service.
Inform self-pay patients of liability due, prepayment requirements and coordinate screening of alternate funding sources if applicable. Prepare estimate of procedures, calculate advance payment requirements on previous or bad debt and current balances. Refer potentially eligible patients to financial counseling and/or contract eligibility vendor(s). Coordinate with clinical areas and other ancillary departments to obtain accurate orders in order to establish patient financial expectations.
Collect patient payments and provide accurate receipt. Post all payments in system. Reconcile receipts with cash collected and completes required balancing forms.
Document patient account notes for all interactions/transactions.
Maintain departmental and/or individual work queues and reports as required.
Explain/answer patient billing inquiries and interpret statement data to resolve accounts.
Escalate account issues which cannot be resolved. Update the emergency department room tracking system.

Summary:

Assumes responsibility for the effective entry of patients into Roswell Park Comprehensive Cancer Center; coordinates and makes arrangements for all access-related activities including data gathering, triage, communication with referring physicians, scheduling visits and pre-visit diagnostic tests, admitting patients to the hospital, communicating with disease-site teams and provides insurance and financial clearance for new and return visits.

Salary range for this position is $40,193 - $49,405 annually which includes a comprehensive benefits package.

Qualifications:

Required Education and Experience

1. High School diploma or High School Equivalency diploma and the equivalent of one (1) year of full-time experience in patient registration, patient scheduling, or insurance verification; or
2. High School diploma or High School Equivalency diploma and successful completion of a Patient Access Representative traineeship at Roswell Park Comprehensive Cancer Center (Roswell Park).

NOTE:
Required degrees must have been granted by an accredited school, college or university or one recognized by Roswell Park Comprehensive Cancer Center as following acceptable educational practices.

Preferred Qualifications:

The preferred candidate will have a minimum of one year experience in a healthcare field preferably with scheduling patients and/or check in, medical terminology experience, and at least one year of customer service experience.

The Clinic Hub will assist Physician Practice Management (PPM) outpatient practices by centralizing and streamlining workflows for non-patient facing tasks. The essential responsibilities will include preparing patient records and coordinating services for patients as requested by the provider. This hub will handle all the pre-work needed for a complete visit while complying with the social distancing recommendations of the CDC.

RESPONSIBILITIES

Patient Care Management

• Obtain and accurately record all relevant information, such as demographics, forms, etc. and ensure it is accurate and thorough in the patient’s electronic medical record (EMR)

• Assure that all patient encounters, whether in person, electronically, telephonic or via other communication links are documented in a professional, timely and accurate manner

• Review patient EMRs and prepare for upcoming patient encounters to ensure practice is prepared with resources as necessary

• Responsible for all incoming and outgoing referral management

• Coordinate services for patients as requested by the provider

• Responsible for managing and obtaining prior authorizations as required by relevant insurance companies or other providers/vendors for ancillary services and in office procedures prior to the delivery of services

• Responsible for scheduling Operating Room procedures and ensuring that prior authorizations and the booking sheet are sent to the Pre-Admission Testing team

People

• Establish and maintain positive relationships, as well as provide open and clear communication, with care team and management, as well as any person involved in delivering high quality patient care

• Promote and uphold relationships and collaborate with staff, providers, leadership and other vendors as required to maintain an effective work environment

Regulatory

• Works with Physician Practice Management (PPM) team to comply with all established standards required under the accreditation standards of Det Norske Veritas

• Knowledgeable of state and federal healthcare standards, as appropriate

• Accesses appropriate resources through the PPM Management team regarding DNV standards, federal (CMS), State of New York statues, rules and regulations under all applicable federal and state, departments and acts collaboratively with PPM leadership team

Experience:

Required: Clerical experience (typing, filing, answering phones, office equipment). The ability to maintain a positive professional demeanor in a demanding environment. Basic computer skills.

Job Description:

This position greets customers and facilitates the patient registration process in a timely, professional, and courteous manner. Interviews and obtains demographic and financial information from patients or their representatives through face-to-face and virtual interactions to provide Essentia Health with the documents and data necessary to ensure appropriate care and compliant, accurate patient registration and billing.

This position serves as liaisons between patients and Virtual Patient Registration Representatives and Patient Schedulers.
