The Director of Human Resources is a member of the Senior Management Team, reporting to the General Manager of the school. The job holder is expected to function as a close and trusted partner of the pedagogical and administration leadership, the relevant Board Sub-committee members to whom the candidate provides support, advice and expertise.
The job holder is responsible for driving the HR strategy of the school to align with the School’s strategic long term goals as determined by the Senior Leadership Team. The Director needs to ensure all standard HR operations functions are efficiently managed. The Director of Human Resources will closely collaborate with the Senior Management Team (SMT) regarding staffing requirements, including headcount, budgeting and recruitment; and take ownership for optimal resource deployment while being solution oriented.
The job holder plays a leading role in change management, supporting and communicating the school's changes to the wider school community.
Key Accountabilities
HR Strategy
· Take lead to review the current workforce model, propose and seek approvals as necessary for strategic change measures in order to adapt the workforce model to the future strategic needs of the school
· Conduct research and analysis of trends including reviewing of reports and metrics
· Design and establishment of organisational structures and staffing to effectively accomplish the School’s goals and objectives
· To evaluate and advise on the planning of new programs/strategies, review existing programs where it impacts long term staffing requirements
· Lead the development of the HR function and policies including remuneration policies, succession planning etc.
General HR Matters
· In conjunction with the Director of Finance, creates and takes ownership to prepare and monitoring of annual Staffing budget
· Monitors key HR indicators through the update and evolution of a HR dashboard, and defines the corrective actions to be implemented
· Ensures compliance with local and school-specific regulations from various Singapore government departments while also ensuring compliance with respective German regulations when applicable
· Leading, coaching and inspiring the HR team to ensure a timely and efficient supply of operational HR-services (recruitment, contracts, renewals, immigration and work pass procedures, etc.)
· Advising the Senior Leadership Team on all HR-related matters. Ensure provision of excellent HR related services to SMT, General Manager and all school departments
· Ensuring a timely and efficient supply of operational HR-services (e.g., recruitment, contracts, renewals, work pass procedures, payments etc.)
· Manage and maintain the HR database regarding compensation, employee records, benefits etc of all employees
· To advise the Senior Management Team on contract matters, also and in particular in regard to labour law and immigration matters including contract terminations/dissolutions, lead related discussions and negotiate conditions
· To cooperate with the Staff Representative Council on staff related matters
· To ensure that contract content is up to date and in accordance with the local legislation as well as a consistent job description structure is maintained
Talent Management & Succession Planning
· Performance Appraisals: create, implement and review the process and assist during the process execution, ensure proper documentation of reviews, record outcomes, file appraisal documents
· To develop, introduce and refine a regular appraisal system with the Senior Leadership Team including follow-up as part of the annual HR-roadmap
· To establish and maintain a talent pipeline in order to ensure a timely and demand-oriented placement process
· To advise SMT and department heads on possible (internal) candidates as part of the employee life cycle
· To advise SMT and department heads on organisational impact of placement decisions
Compensation & Benefits
· To propose salaries and compensation schemes in connection with placement strategies and/or organisational changes
· To ensure that salary and staff benefits structure is fair, consistent, competitive and according to HR strategy and approved policies
· To establish salary benchmarking internally and with other international schools in Singapore
Professional development
· Create a Professional Development program for the Administration department of the School
· Oversee implementation of the school wide Professional Development policy
Meetings
· Take lead and prepare/participate actively in Human Resources and Volunteer Management Subcommittee of the Board of Governors
· To participate in other meetings upon request
· Regular meetings with Senior Management Colleagues
Projects
· Usage of systems to create a data driven culture to decision making by ensuring efficient use of current HR-systems or proposing systems to support the business and operational needs of the school
· Regular staff satisfaction/pulse surveys and work with the leadership to create improvement plans
Others
· Other HR related tasks as may be required by General Manager
· Build a strong network amongst HR professionals at other like-minded schools in Singapore
· Manages relationship with external legal counsel for HR matters
· Member of the Crisis Management Team
· Ownership, implementation and review of the School’s risk register items related to human resources
Knowledge and Experience
· Recognized Academic Qualification in Human Resource management or related field
· At least 10 years of HR management experience
· Experience in a multi-cultural, international environment – preferably at international schools
· Outstanding organisational and leadership capabilities
· Ability to work independently, with a pro-active and positive attitude in a collaborative manner
· Local knowledge in Singaporean Employment related regulations
· Fluent in English and knowledge of other languages, especially German, would be an advantage
· Excellent interpersonal and communication (incl. presentation and public speaking) skills and a consensus driven approach
· Excellent situation-management and problem-solving skills
