Job Description:

In this role you will participate in the development, execution, supervision, and coordination of all technical aspects of field engineering assignments including development of plans, schedules, contracts, procedures, and construction methods and systems.  The successful candidate will be responsible for reviewing the performance of subcontractors to assure contract compliance, the application of accepted construction technology and standards, and the acceptable standardization of materials and supplies.  May provide technical guidance to less experienced field engineering personnel.     

Responsibilities: 

Perform a variety of construction management tasks to complete renovations of a portfolio of office building renovations throughout New England. 

Project management and oversight of the GSA construction projects:

• Plan on site visits for each project, to the project sites, covering:
• Attend on-site walk through with the contractor during the bid process and start-up as determined by the GSA POC;
• Project kick-off meeting for each of the GSA project sites and to interface with the building manager and/or lessor;
• Close out and acceptance of the project where project site completion is possible within the given period of performance.
• Plan on covering conference calls with the GSA PM and the local GSA project staff during initiation of the projects and during the bid process.
• Attend, and if required, conduct biweekly and monthly progress meetings to include recording and distributing progress meeting minutes
• Work with the contractor to ensure the GSA Office POC’s are aware of any work being done at the GSA Facilities and help coordinate all repairs and alteration projects with GSA building manager and/or lessor.
• Provide updates to the drawings, specifications, budget and schedules as changes occur.
• Establish a Schedule for the site visits during construction/installation of the security equipment.
• Provide Individual Site Issue reports and updated project schedules
• Prepare cost estimates for new projects and contract change orders
• Inspect construction Contractor’s work for progress, quality and conformance with contract documents and applicable local standards.
• Manage and process technical and administrative submittals and RFIs.
• Assist the Government through development of change order documents, sketches, and cost estimates as required.
• Complete all reporting requirements as required, including field reports and photographs, meeting minutes, tracking Record Drawings, and review and verification of Contractor close-out requirements.
• Coordinate special inspections with the Contractor(s) and 3rd Party Inspector(s) as required.
• Promptly notify the Contracting Officer’s Representative (COR) of any problems or issues observed.
• Expected to draft all contract related correspondence for the CO or COR’s signature.
• Participate in weekly telephone conference calls with the COR and other parties as necessary to update the COR.
• Candidate must embrace zero incident philosophy, track safety metrics, and embrace philosophy of continuous quality improvement and sustainability.

Travel throughout New England will be required approximately 30% of time to visit the project sites.

Qualifications: 

BS in Architecture, Civil, Mechanical or Electrical Engineering or Construction Management with 8 to 15 years related work experience in managing office renovations and new commercial building construction.  Good technical writing, analyses and communication skills as well as be independent and resourceful. Must be proficient with Microsoft software, maintaining and interpreting construction schedules, including critical path, understanding equipment/material lead times, and interdependency of various discipline/trade tasks.

• Experience managing office renovation projects
• History of working with Government Project Managers / CORs on processing change requests, requests for information, submittals, and field observation reports.
• 10-hour OSHA construction safety training is preferred.
• Excellent communication skills including writing and verbal are required.  Applicant will represent the interests of the government in a professional manner and ensure quality work while maintaining good relationships with contractor as well as GSA staff.
• Must be familiar with Microsoft Excel, Word, CADD, and Project; and uploading and transferring documents on Sharepoint sites.

Construction Technologies Manager

KBR is looking for a Construction Technologies Manager with broad direction have responsibility over a group of technical staff on major (under 5 million construction work hours) projects.  This role will liaise with the engineering firm for the project, and preparation of executive reports, initiation of progress reporting systems and interfacing with client representatives.  The Construction Technologies Manager will act as the channel of communications with the Contractor on all matters relevant to the satisfactory completion of the works under the contract and supervise the works to ensure that they are carried out in accordance with the contract.

Responsibilities:

• Provide constructability to engineering
• Observe site conditions in order to call for any necessary design changes
• Check levels and positions of existing structures and pipelines shown in the contract and reports discrepancies to the project's Registered Engineer
• Design such works as may be delegated to him by the Registered Engineer
• Supervise in general the methods adopted by the Contractor for the execution of the works undertaken by him in order to ensure the satisfactory execution
• Check that all notices and wayleaves are arranged in a timely manner
• Ensure that there is no delay in providing the Contractor with full information required for the ordering of Prime Cost Items
• Supervise and record any tests of materials
• Ensure that up-to-date record drawings are produced
• Confirm progress photographs are taken and maintained
• Maintain careful notes of all disputes arising out of the interpretation of the contract so that, if necessary, the form of contract and specification can be amended for similar future works
• Assure implementation of the company's Safety Policy
• Notify the Contractor and others of any hazardous situations

Education, Experience, & Skills:

• Bachelor's Degree in engineering, construction management, or related field
• 8 - 12 years of progressive related experience
• Experience in large scale EPC Construction Projects
• Proficiency with evaluating construction/construction software like: Blackline, Insight AWP, ProCore, or similar software
• Proven ability to be responsible and accountable for overall construction execution at the site (typically >500000 - 2M MH’s or TIC of $50M-$400M) including safety, quality, HR and industrial relations, material management, client interface, labor productivity, cost, and schedule
• Ability to plan and execute daily, weekly, and overall project planning from project initiation to completion and turnover
• Have led and supervised field management and support departments to ensure teams are focused on achieving safety, quality, cost, and schedule goals
• Strong leadership skills aimed at achieving high craft productivity and overall cost management

• Understand and manage safety, quality, and schedules.

• Manage multiple subcontractors within a working facility.

• Ability to work with minimal supervision in daily tasks.

• Ability to communicate written and verbally to client, team and management.

• Must be able to maintain positive relationship through daily communication with the client.

• Strong skills in Microsoft Office Suite, including word processing, spreadsheets and applications.

Physical Qualifications

Work is located at an active work site and requires the follow activities during field walk downs:

• Requires exposure to ambient temperature extremes.

• Extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces.

• Some lifting may be required, up to 20lbs.

• Must have the ability to walk into and out of the project (enter/egress).

• Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, hearing and eye protection, steel-toed boots, etc.)

• Day-to-day physical requirements involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively.

Major Responsibilities:

• Inspect and monitor the functions of building facilities including lifts, air conditioning, fire services, water supply, electricity supply and building work. Monitor the process of Report and follow up of request & complaints from occupants to management office.
• Report to CLIENT Management in the event of any major/minor breakdown immediately which would adversely impact CLIENT Management’s business operations
• Inspect and monitor the function of Township including HVAC, fan coil units, electrical, cable, Civil, plumbing, water supply, sewage, interior design work & lighting etc.
• To set and monitor process to liaise with contractor for any malfunctions detected. Ensure proper Follow up and completion on rectification works/pending requests and report to CLIENT Management as per SLA by PM team.
• To implement and monitor a process for liaison with supplier regarding any damage, loss found, malfunction of building supplies
• To ensure that proper follow up any requests/complaints from CLIENT employees is done by / Shift Engineers/ Executives.
• To implement a process which ensures all equipment are in good working order.   Maintains first-level quality assurance to confirm that the installation of all work within his/her discipline is in accordance with the plans, specifications, and industry standards. May supervise the construction engineering work and provide technical expertise for one or more of the construction engineering disciplines.
  Ensures that tests and inspections are performed, witnessed, and documented in accordance with approved procedures.
  Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees.   Initiates and maintains records, back-charge procedures, progress reports, etc., as required.

  Requires a working knowledge of engineering and construction-related processes, as well as industry practices. • Serves as a liaison with project management reporting on inspections, subcontracting, progress, and delays
• Participates in project meetings and facilitates regularly-scheduled meetings related to execution and deliverables for the project.

• Interpret designs and drawings for technicians

Physical Qualifications

Work is located at an active work site and requires the follow activities during field walk downs:

• Requires exposure to ambient temperature extremes.

• Some lifting may be required, up to 20lbs.

• Must have the ability to walk into and out of the project (enter/egress).

• Audits the job accident records and periodically prepares an audit report of these records.
• Initiates and conducts accident investigations and prepares job accident reports.
• Represents management during safety inspections of the job site by regulatory authorities or company insurance carriers.
• Receives, reviews and distributes safety inspection reports with recommended corrective actions.
• Provides oversight to the new hire safety orientation process and other safety related training.
• Conducts risk assessments for upcoming work and provides technical assistance to the safety planning process.

Qualifications:

• Minimum of a two-year associate degree in Occupational Safety and Health or related field and typically 10 years of industrial related experience with 7 or more years on safety management of construction contracts experience.
