• Designing, directing and conducting studies to analyze the effectiveness of existing programs and interrelated projects in the area of workplace prevention and early intervention of substance abuse in meeting goals, objectives and needs of the field.
• Providing expert consultation to management in the formulation of sound program guidelines and policies affecting the critical area of enhancing the knowledge on effective substance abuse programs within the Drug Free Workplace Program.
• May serve as project officer for the managed care contract, and as such overseeing and directing the contract, established to assist the Center for Substance Abuse Prevention (CSAP) in serving CSAP, the Office of Managed Care, the Division of Workplace Programs, workplaces across the nation, and managed care organizations developing and implementing public/private substance abuse prevention and early intervention programs and strategies.
• Negotiating changes in the scope of work for the contract, writing new Request for Contracts doing technical reviews for award of this and future contracts and for addressing emerging issues related to the contract to prevent any significant problem situations.
• Assisting the Division of Workplace Programs (DWP) Director in ensuring that workplace related research and demonstration programs are coordinated with CSAP, SAMHSA and other Federal agency programs ensuring that data collected and analyzed are comparable to support uniform Center policy-making on substance abuse prevention and early intervention within the Drug Free Workplace Program.

Utilizing qualitative methodologies to collect primary data such as surveys, interviews, or case studies to generate recommendations about health or human services systems and program improvement.

Preparing reports, issue papers, manuscripts for peer-reviewed journals, memoranda, presentations, talking points, and other materials that summarize the existing evidence base and findings of research.

Presenting research findings on science, public health, behavioral health, healthcare, human/social services, or disability policy topics to internal audiences.

Serving as an Assistant Contracting Officer's Technical Representative, Contracting Officer's Technical Representative and/or Government Task Lead for projects that utilize contractor support.

Establishes and chairs the Employee Whole Health Committee. Assembles a diverse planning team of interdisciplinary health professionals and representatives from various services within the medical center including labor partners. Works with the committee to develop a charter, goals and strategic plan for the Employee Whole Health program, and ensures the plan is updated annually. Represents Employee Whole Health on the Whole Health Committee to ens ure collaboration on wellness initiatives that may be beneficial to both Veteran patients and employees when feasible. Conducts needs assessment(s) of employees to determine program needs and interests. Develops core program components based on assessment results.

Implements use of available individual health assessments to determine employee wellness strengths and opportunities (i.e., Personal Health Inventory (PHI), Healthy Living Assessment (HLA)), and tracks employee improvement and goal attainment as appropriate.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
