1. Ensure that company policy related to Health, Safety, Security, Environment and Quality Assurance (HSEQA) issues are effectively implemented and regularly monitored for its compliance in relation to operation of the fleet vessels. 3. Overall supervision of all Superintendents in the assigned fleet.
4. Maintains contact with Classification societies, shipyards, repair firms, industry groups, trade associations, equipment manufacturers and designers, Government bodies and other organizations that may be helpful to carry out the assigned duties and responsibilities.
5. Ensures that approved budgets are maintained by closely checking the day-to-day expenses of the vessels and by monitoring inventory control of stores and spares. Monitors performance of vessels, compliance with all applicable safety and pollution prevention regulations, certification status of vessels and ensure that vessels are always maintained in seaworthy condition and trading certificates are valid.
6. Ensures that Superintendents carry out routine vessel inspections as stipulated and submit inspection reports. Plans for carrying out dry-docking and major repairs in coordination with principals after making the cost comparison of various yards and repairers in the most efficient and cost-effective manner by directing and assisting concerned Superintendents.
7. To ensure that all technical reports as required by various Principals are timely prepared by Superintendents, checked by him and dispatched.
8. To monitor major deficiencies/defects that exist in the vessels and ensure timely corrective actions are taken in order that the vessels’ performance and safety is not jeopardized.
9. To project operating cost expenses pertaining to technical items before the yearly budgets are prepared.
10. To verify all incoming reports from the vessels and identify areas which require immediate attention and initiate/ monitor corrective actions by concerned Superintendents.
11. Closely monitor performance of all vessels and ensure that all Charter Party requirements are being fulfilled. Identify reasons for deviation if any and ensure that remedial measures are taken.
12. To ensure handling of insurance matters for his fleet ships is conducted as per guided in Technical Department Procedures. S/He shall be familiar with deductibles, claims and communications requirements of H&M and P&I Policy for ships under his charge in order to guide superintendents. S/He shall also ensure preparations of necessary documentation pertaining to Hull and Machinery and P&I insurance claims for the vessels and forward these to the underwriters through accounts department for processing of claims.
13. To carry out periodical inspection of vessels as directed by Director/Assistant Director, Technical, prepare a detailed report; formulate an up-gradation plan and follow-up progress with the Superintendent and the vessel.
14. To instruct/ assist Superintendents prepare repair specifications and coordinate with various repair firms for effecting major repairs, if any, during the voyage without incurring delay to vessel.
15. For matters pertaining to accident handling, equipment breakdown and safety and pollution prevention aspects, act as the link between the vessel and the office.
16. To monitor the assigned fleet to ensure compliance with all the applicable legal requirements.
17. To ensure that vessels under his control (including the officers and crew members) diligently comply with the Environment Management System including the Engineering requirements.
18. To review the performance and adequacy of shipboard Equipment used for the processing of waste streams and propose any modifications, upgrades or replacements that may be necessary.

Responsibilities

• Champion the implementation and monitoring of Health, Safety, Security, Environment, and Quality Assurance (HSEQA) policies to ensure compliance in the operation of fleet vessels. Provide timely reports to the Corporate Compliance Manager (CCM) and Designated Person Ashore (DPA) on any non-compliance issues regarding environmental measures and marine protection requirements.
• Collaborate with the Director of HR & Crew to oversee the comprehensive HR infrastructure and assets of the Executive Group. Coordinate with team leaders to maintain and optimize all assets in alignment with legal and regulatory standards.
• Engage with HR teams and Department Heads across the organization to enhance the delivery of HR functions and services.
• Support the Director of HR & Crew in managing the Human Resource Management of shore staff for the ESM Group. Develop and implement HR strategies, including defining departmental responsibilities, recruitment, training, records management, succession planning, employee relations, and retention efforts.
• Collaborate with Department Heads to assess training needs for all roles and devise plans for compliance and performance enhancement.
• Aid the Director of HR & Crew in formulating and monitoring HR budgets covering key areas such as Manpower Planning, Recruitment, Training, Events, Travel, and Employee Welfare.
• Ensure adherence to statutory requirements across all offices under the guidance of the Director of HR.
• Foster a performance-driven culture by conducting evaluations in line with company policy. Review and recommend annual adjustments to awards, wage structures, and welfare benefits.
• Support the Director of HR & Crew in implementing and monitoring Health, Safety, and Environment (HSE) policies across the ESM Group of companies to maintain regulatory compliance and operational excellence.

Requirements

• Minimally a Diploma or Degree – Preferably in Human Resource
• At least 10 years of relevant experience in Human Resource
• Good administrative, planning and implementation skills
• Excellent spoken and written English
• Computer literacy is a must

Your Career

As the Head of Executive & Internal Communications, you will be the principal communications advisor to the President of Japan and Asia Pacific at Palo Alto Networks.

This is a critical role supporting an established leader. As Head of Executive and Internal Communications, you will be responsible for developing narratives and communications strategies to help the President of our businesses reach all critical audiences - customers, industry influencers, employees, and the press—working alongside the Director of Corporate Communications. This role will also involve working closely with executive and internal communications partners across the global organisation to ensure Simon’s vision for the region and connection with employees is well established.

Your Impact

Overall

• Develop and define a communications strategy that elevates the president’s voice internally and externally, encompassing employees, analyst to CxOs - moves the JAPAC business forward, encompassing all key audiences
• Understanding the voice of the company and JAPAC President, lead any and all exec communications within that strategy - from customer presentations to Sales kickoffs, keynotes, potential op-eds and company meetings
• In a fast paced company that values disruption and execution, ensure all communications are creative, timely and consistent

Specifics

• In partnership with JAPAC Director of Corporate Communications, build an external thought leadership plan for JAPAC President, including creative new storylines
• Work collaboratively with internal communications partners to connect leadership with employees, ensuring key messages cascade through different levels of leadership
• Provide consultation to establish effective channels and vehicles to engage and connect with employees
• Program manage key communications channels such as JAPAC Sales TV, Monthly Wins Newsletter, Slack and the JAPAC Loop Page
• Draft compelling speeches and presentations / slides for major events and announcements, coordinating across key stakeholders (e.g. marketing, design teams, events, People), responding to feedback, and adjusting accordingly. Including:

1. Ignite Conferences across the region
2. Sales Kick Off
3. External Conferences (e.g. MWC)
4. Customer keynotes, etc.
5. Company All Hands, JAPAC All Hands, and any other internal events the President will be presenting

Your Experience

• 8+ years of hands-on communications, journalism, speechwriting or related experience
• Excellent written and verbal communication skills (writing samples required)
• Experience generating and overseeing first-rate communications to tight, constantly changing deadlines
• Outstanding presentation skills with experience presenting to and consulting with an executive audience
• Strong team player and creative thinker - ability to influence without authority, building strong senior relationships to gain input and buy-in for design and implementation of changes
• Highly organised and self-motivated
• Experience with multiple platforms - intranet, events and presentations, podcasts, webinars, video, social - preferred
