The Mental Health Consultant (MHC) provides direct services of assessment, crisis intervention, counseling and case management for the mentally ill client population in jail. Indirect services include case consultation, group facilitation, education, research and selected assigned administrative and patient care duties. You will create a culture of respect, trust and understanding for the highly diverse populations the Health Department serves in the office and in the community. Depending upon assignment, you will be performing some or all of the following duties, which are a representative sample of the level of work appropriate to these positions:
Provide direct services of assessment, crisis intervention, counseling, case management, and discharge planning for the mentally ill client population in jail.
Provide indirect services including case consultation, group facilitation, education, research and selected assigned administrative and patient care duties.
Receive clients on a referred, emergent or follow-up basis; responsible for initial psychiatric/psychological workup; at the time of client visit; formulates definitive assessment and treatment plan, utilizing DSM 5 diagnostic criteria.
Provide direct patient care crisis intervention, counseling and client education, including how to access community resources.
Ability to use electronic medical records; accurately document client's care through the use of SOAP charting.
Ability to manage a large caseload, and to interface with provider and support staff.
Use appropriate skills to defuse potentially violent or aggressive situations.
Participate actively in the Mental Health Team, consulting with providers, nurses, and monitoring client response to treatment; and in court process, when subpoenaed, to explain client's mental health status.
Work closely with Correction Deputies and Juvenile Custody Support Specialists in their day-to-day encounters with mentally ill clients.

Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP - C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. QMHP - C within 30 days of hire, current QMHP - C, and/or licensed Board of Oregon (LPC, LCSW, PhD,etc)
Graduate degree in psychology;
Graduate degree in social work;
Graduate degree in a behavioral science field;
Graduate degree in recreational, music, or art therapy
Bachelor's degree in nursing and licensed by the State or Oregon
Bachelor’s degree in occupational therapy and licensed by the State of Oregon; and
Whose education and experience demonstrate the competency to identify precipitating events; gather histories of mental and physical disabilities, alcohol and drug use, past mental health services and criminal justice contacts; assess family, social and work relationships; conduct a mental status examination; document, be able to accurately diagnosis and document a diagnosis found within the DSM5. write and supervise an individual treatment plan; conduct a mental health assessment and provide individual, family or group therapy.
Current CPR/BLS certification (Valid certification upon hire)
May require a valid drivers’ license.
Knowledge, Skills and Abilities (KSA):
These positions require advanced knowledge of and experience working with the African-American community. This would be demonstrated by understanding and supporting cultural considerations that impact clients, including over-representation of Black, Indigenous and other People of Color in the criminal/legal system and the impact of trauma, including racial trauma. Specifically knows the African-American/Black Community, historical and current barriers to mental health services and has knowledge of the traditions, values and customs.

We’re seeking social workers and mental health professionals who represent the communities we serve and are dedicated to removing barriers to youth and families who experience intersectionality to join our team as the African American/Black Culture Mental Health Consultant - Youth Intensive Care Coordinator. As the Intensive Care Coordinator (ICC) you will utilize your clinical expertise of behavioral health conditions and in-depth knowledge of the system of care and community resources to provide care coordination that is client centered, trauma informed, culturally responsive, and linguistically appropriate.
Intensive Care Coordination is an important function within the Coordinated Care Organization Model. The regional Coordinated Care Organization (CCO) delegates Behavioral Health ICC to the Multnomah County Behavioral Health Division (MCBHD).In this role the Youth ICC will complete intake, consultation, assessment, and intervention work on behalf of children, adolescents, transitional aged youth, and families who exhibit severe emotional disturbances, substance abuse and/or criminal behavior. You will facilitate community-based, culturally-specific, client-centered coordinated care with a system of care partners such as; education, child welfare, corrections, health care, family, and community (this includes consultation and training.) You will help members navigate the behavioral health system to access care, ensure collaboration among all provider's involved in member's care, support transitions of care, and coordinate care across system partners.
This Position requires advanced knowledge of and experience working with the African-American/Black community, providing care coordination and/or case management services. This would be demonstrated by knowledge of the traditions, values, and customs of the community being served as well as the ability to identify specific examples of experience (professional and lived) working directly with individuals and families who identify with the African American/Black community.
Teleworking/Hybrid: At this time, this position is designated to “routine telework/hybrid,” meaning you will be working remotely (from home) most of the time and you may be required to attend meetings in the community. As with all telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. As the African American/Black Culture Mental Health Consultant - Youth Intensive Care Coordinator - other duties include:
Care Coordination
Coordination and consultation with the following systems and agencies: schools, child welfare, judicial, health, correctional, intellectual developmental disabilities, and mental health service providers.
Focus on addressing barriers to access, collaboration, monitoring client progress in services, and developing Intensive Care Coordination to align systems, identify strengths and needs, refer for medically appropriate mental health services and coordinate other system services including Wraparound to provide a comprehensive plan to meet the complex needs of a child and family.
Documentation and Compliance
Maintain timely and accurate documentation about each member.
Maintain tracking and data entry for program reporting and evaluation.
Utilize Hospital System Electronic Medical Record, CareOregon Electronic Care Management System and other systems as needed to gather information needed to provide comprehensive care coordination for members.
Occasionally helping with intake duties, helping youth get assigned to a care coordinator.
Support the Adult ICC team on an as needed basis
Assessment, Care Planning and Interdisciplinary Team Meetings
Assess and identify care coordination needs through member contact, review of available clinical and utilization information, contact with providers, community partners and other member supports as appropriate.
Identify risk factors with service & support needs and develop an individualized care plan for the member based on the needs assessment.
Ensure that racial/cultural/ethnic factors, including any factors related to non-dominant culture affecting behavioral health and treatment are considered in the assessment and screening process.
Support collaboration of providers and community partners in implementation of care plans and establish monthly Interdisciplinary Team (IDT) meetings.
Community Partnerships
Build and maintain strategic relationships with community partners and providers throughout the continuum of care including hospitals, outpatient clinics, specialty services, community service providers, and HSO plan partners (CareOregon, Trillium, Kaiser, Providence, Tuality/OHSU, Legacy).

Following the CARES (Child Abuse Response and Evaluation Services) medical evaluation and forensic interview, families are in need of crisis intervention and on-going support. The Mental Health Consultant - KSA Latine/Spanish Language provides support which enhances effective family functioning. Services provided are: provide emotional support, provide emergency mental health suicide risk assessment for at-risk youth and parents which may include a recommendation for psychiatric hospitalization, provide psycho-education and literature regarding child abuse and neglect, assist in creating emergency safety plans, and help access auxiliary support services to obtain food, clothing and shelter. This Mental Health Consultant - KSA Latine/Spanish Language provides consultation to CARES NW staff, families and professionals in the community. This Mental Health Consultant - KSA Latine/Spanish Language may give formal trainings to community mental health organizations and attend a wide variety of multi-disciplinary community meetings. The agencies involved may include DHS, School staff, Clergy, Law enforcement, Medical and Mental health professionals. Additionally, the Mental Health Consultant - KSA Latine/Spanish Language may be asked to facilitate meetings that address child abuse concerns in community and church settings.
Knowledge, Skills and Abilities (KSA): The applicant has lived and specific experience working with the Latine/Spanish Speaking community. Demonstrates an understanding of the traditions, values and customs of this community. As the Mental Health Consultant - KSA Latine Spanish Language, other duties will include:
Family Support Counseling
Provide crisis counseling, psycho education, information, resources and referral services to community supports and families who are at CARES NW for a child abuse evaluation.
Facilitate crisis assessment and triage for hospitalization or other crisis intervention as needed.
Services are provided in Spanish and English languages.
Mental Health Consultation
Provide expert consultation in areas of child development, child abuse, and mental health to families following the CARES NW evaluation.
This includes families who have been to CARES NW, families seeking help through phone in consultation, and community members who call CARES NW in search of information and support.
Support might include: helping access food, clothing and shelter; case coordination, attendance at community meetings, safety planning.
Multi-disciplinary Consultation
Provide expert consultation regarding child abuse and mental health to multi-disciplinary teams at CARES NW (medical providers, child interviewers, law enforcement and DHS workers), as well as to professionals in the community, including teachers, community health nurses, therapists, religious leaders, foster parents, medical providers, criminal justice system workers and others.
Participate as expert in child abuse issues on community panels and as a member of professional consultation groups.
Provide trainings to community professionals regarding assessment and treatment of child abuse.
Write professional materials related to child abuse and neglect.
Clinical Documentation
Initiates and maintains electronic clinical record keeping on individual clients to comply with legal, medical, mental health (OARs), and programmatic standards for clinical care documentation.
Completes administrative data collection to record information about service delivery and to meet compliance with program, county, and CARES NW data requirements.

We’re seeking social workers and mental health professionals to join our team as a Mental Health Consultant - Acute Care Coordinator.
The Multnomah County Behavioral Health Call Center is a 24-hour, continuous crisis operation that constitutes the hub of mental health services for all residents of Multnomah County and Washington County. The vast majority of services are provided via telephone with approximately 75,000 calls received per year.
All ACCs answer and triage multiple distinct telephone lines that ring into the Call Center, 24 hours a day, 7 days a week, 365 days a year including:
1) Multnomah County Crisis Line
2) 911 transfers
3) EASA Referral Line
4) Emergency Line (major event communication, e.g. terrorist attack, major earthquake, etc.)
5) Washington County Crisis Line
6) Answer the Mental Health Referral Line, The CATC/Respite referral line, and the 988 transfer line.
The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department.
As the Mental Health Consultant - Acute Care Coordinator, duties include:
Crisis Intervention
Crisis intervention including risk assessment of clients who may be involved in potentially life threatening situations.
Facilitate access to emergency and crisis services for clients as needed, including coordination with 911, mobile outreach, and UWIC/Hawthorn.
These functions require the extensive use of computer and phone technology, managing multiple computer screens and programs simultaneously, making rapid clinical decisions, adhering to complex policies and procedures, and concurrent documentation, while attending to a caller on the phone. Touch-typing without looking at one’s fingers is also required.
Advocacy Services and Triage
Provide a full spectrum of MMH services to members.
Provide advocacy services for members with contracted providers, as needed.
Triage and refer to MMH specialists for determination of specialty mental health services not able to be provided by members of MMH’s provider panel, upon request by member/provider, to ensure that client needs are appropriately and adequately addressed.
After-hours Coverage
Serve as after-hours coverage for MMH UR (Utilization Review) and for HSO/Washington County Mental Health to ensure that client needs are appropriately and adequately addressed by acute care providers, including: determination of appropriateness of type and amount of services to be provided; authorization, deferral or denial of inpatient treatment authorization requests; documentation of clinical rationale; authorization or deferral for Washington County Mental Health requests for Inpatient, respite, intensive outpatient and partial hospitalization.
Provide short-term case coordination and follow up for callers with urgent and/or complex needs, including those with specialized health-care needs to ensure that needs are appropriately and adequately addressed by service providers.

Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP - R) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website, current QMHP - C, and/or licensed Board of Oregon (LPC, LCSW, PHD, etc.)
Graduate degree in psychology or
