The Innovation and Entrepreneurship (I&E) Office at NTU is established under the NTU I&E initiative to drive overall synergy, coordination and interaction among the pillars along the innovation and entrepreneurship value chain at NTU. The Office seeks to accelerate the University’s efforts to translate NTU’s scientific discoveries, innovations and creative work into technological and social entrepreneurship activities that benefit industry and society.

To propel technologies from prototype to market, the I&E Office is looking for a Chief Master Engineer to join the team. The Chief Master Engineer will be the main point of contact for prototyping and minimum viable product (MVP) services in NTU. He/she will spearhead the realisation of minimum viable product (MVP) in NTU to enhance the pipeline of technologies from NTU that successfully move from prototype to validation trials. He/she will establish <The Makerspace>, NTU’s MVP Atelier, as a compelling one-stop hub where NTU facuty, students and researchers get connected to the resources they need for MVP development, verification and validation.

Responsibilities

• Advise, mentor and coach teams on prototype and MVP (minimum viable product) conceptualisation, development, verification and validation.

Educational Qualification(s)

Your background

• Minimum of 8 years of industry experience with Cisco/Arista/Aruba (HPE).

- Layer 2 & 3 in an enterprise network (EIGRP and BGP protocols) in a multi-vendor deployment.

- SDWAN technologies (Palo Alto/CloudGenix) with multi-vendor approach (Cisco & Palo Alto)

Associate Director, External Manufacturing Operations

The External Manufacturing Operations Associate Director, is accountable for meeting customer demand at the Contract Manufactures (CMO's) they manage by achieving excellence in Compliance, Supply, Continuous Improvement & Cost through their leadership and coaching of the responsible cross functional teams and their work in partnership with those CMO’s while leveraging lean manufacturing principles and the end to end (E2E) supply chain.

The External Manufacturing Operations Associate Director supports the Focus Factory Lead and serves as a point of contact for dealings between our Manufacturing Division and the CMO and establishes a strong business partnership as well as boundaries and ground rules of engagement. External Manufacturing Operations Associate Director will assist in our relationship with the contract manufacturer to deliver commercial supply or project execution through technology transfers.

The individual will participate on a cross-functional team (Supply Chain, Quality, Technical Ops, Procurement…) who are responsible for delivering daily/weekly/monthly/annual requirements at their external partner(s).

Main responsibilities include but are not limited to:

• Ensures compliance (Quality Risk management, Deviation Management, Product Release, Change Control); Meeting Demand; Dispute resolution (w/ appropriate escalation); Production Planning; Materials Management (SAP entries, Logistics); Technology issues; Oversight of shop floor production (determining when functional subject matter expertise should be deployed to the External Party’s (EP) facility); Lean Manufacturing and Continuous Improvement activities; Linking E2E (upstream and downstream) and with Supply Chain Management in the Supply Chain to ensure and optimize flow of materials.
• Is frequently present at their external partners site on the production floor, builds a strong interdependent relationship with the sites leadership team and is able to (“read a site”) assess & diagnose with appropriate tools and resource the true current condition & risks at a partners site and formulate in partnership with the external partner and our Company cross-functional team action orientated and time bound improvement plans.
• Partners with internal External Manufacturing team members including; Procurement, Quality, and Technology on commercial aspects of relationship, including Identify, Select, Negotiate and Re-negotiate/terminate, as required. The External Manufacturing Operations Associate Director may not be involved in all transactional interactions if they can be managed/delegated to a functional area but will be kept apprised of status/resolutions, etc.
• Participates in and represents External Manufacturing on the cross-functional teams with Supply Chain Management/Product Source Management/Procurement/Integrated Development and Supply Team for due diligence ahead of siting approval & post siting approval to support Sour of Supply (SOS)/New Product Introduction (NPI) changes at an external party and assume primary ownership of the new relationship.
• Ensures there is a plan with clear actions and timelines in place to delivery this SOS or NPI.
• Works with the external partner to understand CMO capacity (e.g. stated capacity, firm capacity, future capacity plans, time horizon / lead times required, comments/concerns, etc.) and future capacity based on agreed improvements.
• Is accountable for maintaining the integrity of the Master Supply Agreement ensuring alignment with the Supply and Quality agreements and appropriate document revision and distribution control and for ensuring contract terms agreed upon by our Manufacturing Division and the External Party are executed including purchase orders, forecasts, deliveries, and approving invoice payments.
• Is accountable for inventory control. Depending on the location of goods (at External Party or at our Company), External Manufacturing Operations Associate Director ensures adequate documentation of material disposition. In some markets, External Manufacturing Operations may need to witness the destruction of goods (to prevent counterfeiting) or have the External Party certify the destruction, per destruction procedures.
• Acts as our Company continuous improvement system leader & coach for own team and works with external partner and lean manufacturing resources, as needed, to identify External Party OpEx / continuous improvement opportunities and supports implementation once approved.
• Supports the external partner periodic Business and Operations Review Meetings. Based on our Company and External Manufacturing strategy the External Manufacturing Operations Associate Director develops with their cross functional team and their external partner the annual plan for the relationship with clear goals and targets.
• Prepares an annual “state of the union” presentation for the relationships she or he manages which includes successes and failures in order to leverage across External Manufacturing Organization.
• Participates in the creation and maintenance of an External Manufacturing Organization Handbook containing Global External Manufacturing policies, procedures, templates, etc.

Qualifications:

• Bachelor’s degree preferably in the Engineering, Science or Business and a minimum 8 years’ experience in commercial /business and manufacturing (biologics operations, quality, technology, planning), roles required with a significant portion in management/leadership positions.
• At least two (2) years of experience in management/leadership positions.
• Has experience and ability to achieve compliance goals, through a risk-based approach has a deep understanding of GMP and EHS compliance and compliance risk in Biologics Operations.
• Has proven Lean Six Sigma skills to deliver compliant supply and achieve highest quality, lowest cost and shortest lead-time.

• Understand LCT3 objectives, operating philosophy and how LCT3 fits into the wider ecosystem to support Singapore's Net-Zero ambitions.

• Plan and manage budget for LCT3

JD/ Responsibilities:

• The role is to lead, motivate and grow business units. Preparation of annual budget and control the all-business operations by giving strategic guidance and direction to achieve its financial vision, mission and long-term goals.
• The incumbent will prepare and oversee the annual employee appraisal and wage adjustments
• The opportunity to manage relationship to key customers and suppliers.
• To ensure Compliance of Quality Policy of the Company is up to date for ISO9000, HACCP, Workplace Safety and related Manufacturing regulations as required by the relevant authorities.
• To conduct or head regular meetings such as ISO, safety and make decision on non-conforming material or issues with committee and review company objectives and plans.
• Final Approval for Finance payment, leave, payroll, Sales and Operations matters and act as a legal representative of the Company
• Manpower allocation for business units on recruitment and termination.

Requirements:

• Bachelor Degree in Business Administration, Accountancy, Management and other relevant field
• Minimum of five years’ experience of managing and developing a team
• Innovative and flexible mind
• Bilingual – Japanese & English

We are looking for an experienced Chief Engineer to undertake all aspects of engineering and financial management, including financial cost reporting, and budget and forecasts preparation.

Chief Engineer Job Duties:

• Determines the goals of department and align with management
• Devises plans for each phase of the project
• Identifies and procures the resources needed
• Performs quality control checks, ensuring the safety and effectiveness or reliability of the system or product
• Evaluates the costs within a specific time frame.
• Supervises the installation of the equipment or the manufacturing process of a product
• Negotiates with team members to generate ideas and clarify specifications
• Delegates tasks as necessary to engineering team
• Develops and implements policies and programs to ensure products are manufactured within schedule and according to established quality and cost standards
• Carrying out project work as require

Chief Engineer Skills and Qualifications:

• Educated & graduated Mechanical engineering degree and having Quality engineering and motor engineering knowledge.
• Or, its equivalent minimum 8-9 years of relevant experience able to carry out application of engineering design calculations.
• Familiar with mechanical design software such as CAD and FEMA, preferred strong interest in design development.
• Preferred to be able to work under pressure and having good interpersonal relation skills so as to be able to work in a team.
• High level of verbal and written communication skills in both English and Japanese (JLPT1 preferred) in order to handle Japanese counterparts.
• In-depth knowledge and experience from gear reducers and geared motors in global markets.
• Proficient in Microsoft office (Japanese and English) is mandatory.
• Department budget, forecast and actual cost reporting skill.
• Familiar with required standard document of Mechanical Engineering and Quality control, such as JGMA( Japan Gear Manufacturers Association) Standard, AGMA( American Gear Manufacturers Association) Standard, JIS( Japan Industrial standard), ISO( International standard organization). Able to make document and calculation regarding those standard.

The Chief Engineer, Space Operations Mission Directorate:

• As Chief Engineer, Space Operations Mission Directorate (SOMD), the incumbent will be the lead technical authority on Human Space Flight Systems Development and Operations technical engineering matters of interest to the Office of the Chief Engineer (OCE) that pertain to the portfolio of Divisions and Programs within the Space Operations Mission Directorate (SOMD). The incumbent has functional responsibility to provide the Associate Administrator for the Space Operations Mission Directorate with assessments of the impact, safety, reliability, effectiveness, and efficiency of all SOMD investments and systems in accordance with Agency policies to achieve National and Agency goals and objectives.
• Interfaces with the SOMD organizations, other cognizant Headquarters Program Offices, organization and stakeholders, and NASA Centers to evaluate the customer-responsiveness, engineering soundness, and management of the SOMD investments in the form of programs, cooperative activities, and technical services. Maintains relationships with industry, the academia, and other Government agencies to ensure the technical excellence and relevance of the SOMD programs. Attends and participates in national and international symposiums and seminars related to future space and technology programs.
• Provides leadership and coordination with SOMD Program Chief Engineers including the International Space Station (ISS), Commercial Crew Program (CCP), Launch Services Program (LSP), Space Communications and Navigation (SCaN), Commercial LEO Destinations; and other cognizant Headquarters Program Offices, organizations, stakeholders, and NASA Centers to lead and execute that integration function.
• Assesses for the SOMD Associate Administrator the significance, technical quality and effectiveness of data and information presented at major program reviews held by or for SOMD, including those performed in support of the NASA Program Management Council (PMC). Participates in and assesses technical progress, risks, performance, and readiness in relevant SOMD Projects, Programs, Divisions, Mission Directorate, and Agency-level meetings and reviews.
• Resolves technical and programmatic problems and issues with the immediate cognizant SOMD officials, referring problems and issues to the SOMD Associate Administrator for adjudication when necessary.
• Responsible for the review of program documents for consistency with SOMD objectives and the NASA Strategic Management System. Reviews engineering and applicable standards and their application in specific program areas and performs special reviews and studies at the request of the SOMD Associate Administrator, and the NASA Chief Engineer.
• Maintains close ties and coordination with the Moon-to-Mars Program Chief Engineer (ESDMD CE) on any relevant SOMD Human Space Flight systems and/or operations cross cutting issues, anomalies, mishaps, and/or lessons learned that potentially have implication to Human Space Flight systems and/or operations in the Moon-to-Mars Program in the Exploration Systems Development Mission Directorate (ESDMD).
• Identifies and recommends opportunities for major improvements through reinvention or re-engineering. Serves as the SOMD Chief Engineer representation and participation on the Agency's Engineering Management Board.
• Overall leadership responsibility for activities of various Independent Program Assessment Teams, including leading teams with matrixed personnel to develop mission performance assessment products.
• Independently assures the identification and mitigation of any safety-related risks in the SOMD programs. Provides consultation, review, and technical support to the Moon-to-Mars Program Chief Engineer for potential human space flight cross-cutting issues, and in general to the NASA Chief Engineer. Represents the NASA Chief Engineer when unavailable.
