This position is located in the U.S. Naval Medical Research Center-Asia (NMRC-A), Financial Management (FM) Department in Singapore. The FM Department is responsible for financial management support to include budget, accounting, financial reporting, internal controls, payroll, and travel. This position supports the NMRC-A FM Department through performing financial management related work such as financial analysis, accounting, payroll, processing travel authorizations and vouchers.

Create monthly global headcount multi-year projections including headcount strategy, workforce transformation, functional transfer, structure realignment. Lead the development of centralized processes to reflect global headcount multi-year projections in alignment with current budgets, location strategy forecasts, and workforce transformation objectives. Work with product teams in finalizing their demand considering customer headcount demand, billing methodology, and headcount/dollar planning. Support teams on hiring strategies and serve as contact to coordinate a holistic hiring plan. Review of current approaches, short-term and long-term requirements, identify gaps and develop implementation roadmaps. Focus on an iterative approach to deliver minimum viable products along the way to an end-state solution. Contribute to technical direction and strategic decisions. Influence and negotiate with leadership. Work with cross-functional teams for inputs into the process or as users of the output including Demand Management, Finance, Resource & Location Strategy. Consider the continuous management required for the centralized process including maintaining data quality, improving data accuracy, and adaptability as business needs change. Use Excel, PowerPoint, and Workday reporting. Provide in-depth analysis to define problems and develop innovative solutions. Assess risk in developing solutions to minimize exposure to data entry errors, single points of failure, and escalating, managing and reporting control issues with transparency. Requirements: Requires a Bachelor’s degree or foreign equivalent in Statistics, Business Administration, Finance, Economics, or related position and 6 years of progressive, post-baccalaureate experience as IT Business Intermediate Analyst, IT Business Unit Analyst, Sr Business Associate, Financial Analyst, Finance Associate, Assistant Manager, Credit Risk Manager or related position involving Technology Planning including Demand Management, Financial Planning and Location Forecasting. 6 years of experience must include: Financial planning, location forecasting, and demand management; Leading workforce transformation initiatives; Working with cross-functional teams; Headcount strategy, workforce transformation, functional transfer, structure realignment; Customer headcount demand, billing methodology, and headcount/dollar planning; Influencing, negotiating, and communicating with leadership and stakeholders; Maintaining data quality and improving data accuracy of central forecasting database; and Excel, PowerPoint, Workday reporting. This position is responsible for supporting Risk Weighted Assets "RWA" Analytics within the Capital Controllers Group, specifically focused on derivatives analysis and RWA calculation relative to Basel Rule.
The candidate will work closely with key partners leading the Standardized RWA transformation efforts including Basel III Endgame readiness. Key partners including the Business, Markets Transformation, Chief Data Office (CDO), Capital Planning, Enterprise Technology Services (ETS), Corporate Regulatory Reporting (CRR) and Finance and Risk Management.
The candidate will have a strong understanding of trading book exposures and a solid track record of performing detailed financial analysis, root cause analysis, impact assessments, financial reporting, Board reporting, and developing key performance indicators to measure success.
Key success factors will be this position’s ability to deliver on key milestones within the finance transformation efforts, establish trusted partner relationships with key stakeholders and effective expectation management through superior communication and metrics within the RWA workspace.
