About the job:
This role requires expert knowledge of Instrumentation and Control Commissioning, as well as seasoned project/site experience in the industry. The successful candidate will support the development, improvement, implementation, and assessment of procedures/work processes for the successful commissioning of any project in the business areas, including hull/topsides/mooring facilities. This support will begin in the preparation phase and will continue through to the execution phase.
Responsibilities:
- Participate in Engineering Reviews and Engineering Validation Activities, including but not limited to HAZID, HAZOP, Studies, Operability, Front Loading Commissioning in design, SCE’s and Performance standards in Commissioning Procedures.
- Independently review and develop various complex commissioning deliverables. Analyze the documents and highlight any shortfalls through a vigorous review process. Address these shortfalls with the team.
- Develop/improvise onshore and offshore Commissioning Procedures for Instrumentation and Control Systems.
- Support in developing project deliverables as per project & client requirements.
- Prepare and review company development work methodology/procedures.
- Capable of managing demanding expectations of clients, which may range from addressing gaps to unexpected work scope variations, while ensuring conformance to the project, regulatory and contract requirements.
- Attend FAT and SAT depending on project requirements.
- Independently deal with regulatory authority, class, vendors, and clients with regards to comments or queries on commissioning deliverables. Develop technical/engineering solutions to the issues raised.
- Carry forward the policies/requirements to the team and meet overall HSEQ objectives in all projects/feedback results to corporate HSEQ team.
- Participate in meetings with the project team to review progress and address interface/implementation/execution issues where necessary based on the standard procedures, practices, and lessons learned from past projects to ensure that the project proceeds timely and smoothly.
- Perform duties as per the directives of the reporting authority.
- Lead the site execution team on performing pre-commissioning and commissioning activities planned for the Instrumentation & Control systems, managing the interfaces with Construction and Pre-Operations teams. Ensure adherence to yard and company PTW systems regarding all the Instrumentation & Control System SoW.
- Commission Instrumentation & Control Systems, Functional tests, and system certification with Class Society (DNV, ABS, LOYD, BV, etc.).
- Responsible for verification and close out of all Safety critical elements associated with the package.
- Ensure all regulatory and statutory testing and requirements are performed, and records are maintained.
- Perform Risk assessment for the commissioning scope, conduct toolbox meetings.
- Ensure to supervise Technicians to carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements.
- Manage discipline and a cohesive environment in the office. Monitor/Guide all commissioning engineers/assistants/administrators.
- Plan day-to-day work, Manage schedule & targets of the project as required.
- Identify and manage resource requirement to meet schedule and targets.
- Prepare and maintain commissioning records of site observations, testing processes and checklists.
- Coordinate the functional testing of commissioned systems and engaging the Operations Team when and where needed.
- Troubleshoot the logic function, suggest modification plan of logic diagram, liaise with I&C engineer as well as ICSS vendor, and implement.
- Execute pre-commissioning and commissioning as per procedure and sign-off respective documents with Client representative for system closure.
- Prepare timely and accurate technical report for management and a reference for future.
- Travel to offshore project sites and perform offshore commissioning/assist facility startup, as required.
- Assist the team to perform Start-up at offshore following the start-up procedure, stabilization and performance testing.
- Ability to set priorities and meet deadlines.
- Ability to problem solve with or without the guidance of senior leadership.
- Conduct analytical review of complex progress reports to systematically identify issues and address these issues in a timely manner.
- Disciplined in time management and independent in handling/prioritizing complex work requirements within the project’s stringent timelines.
- Interact with other engineering department for obtaining engineering and specific vendor documents & details.
- Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.
- Guide and motivate the Commissioning team to carry out work within the stringent project timelines through awareness of the project’s unique constraints.
- Guide the junior staff to understand the technical and project required functions through discussions or knowledge sharing sessions
Requirements
-The ideal candidate for this position should have a degree in Engineering (Electrical/Electronics/Instrumentation/Electronic) with 14 to 17 years of work experience or a Master's degree in Engineering (Instrumentation/Electronics) with 12 to 15 years of experience. Candidates with a Diploma in Engineering and 17 to 20 years of work experience may also be considered. The candidate should have proven project experience in Testing, Pre-commissioning, Commissioning execution and start-up at offshore. They should possess a good knowledge of FPSO's design including FEED, detailed design, construction, commissioning & start-up phase. The candidate must have comprehensive knowledge of FPSO functionality, Instrumentation & Control systems (Process Control System, Safety Instrumented System, SIL/SIF verification), and knowledge of IEC standards related to automation.
-The candidate must have experience in offshore plant startup and stabilization, work within strict regulatory environments, and align commissioning independencies with engineering compliance and contractual requirements. High safety awareness is mandatory, and the candidate should have a good knowledge of managing simultaneous operations (SIMOPS).
-The candidate must have significant knowledge of multiple technologies, projects, and applications, and working knowledge of competing and alternative technologies. They should be familiar with the use of Software, Database systems related to System Completion, Project Management (MS Project/P6), and general computer literacy (MS office). They must show evidence of good organizing/management skills, demonstrate the ability to take the lead, and have good communication skills. In summary, the ideal candidate should have a degree in Engineering, proven project experience, comprehensive knowledge of FPSO functionality, knowledge of automation standards, experience in offshore plant startup and stabilization, high safety awareness, proficiency in project management, and good communication skills.
