The selectee performs financial management functions and carries out contracting and human capital management, including labor relations, logistical procurement and inventory management, fleet and strategic planning, coordinating annual performance monitoring, reporting, business communication, cooperative agreements and other delegated authorities.
Major Duties:
Budget Formulation and Execution and Financial Management
Oversees and manages the CGA budget operations, including long- and short-term budget formulation and execution.
Analyzes appropriation legislation for impact on assigned programs and funds.
Responds to AOC budget data requests.
Develops budget estimates and informational and analytical materials to support annual and multi-year budget calls and develops narrative justifications for the CGA line items.
Performs detailed review of the CGA budget in order to effect adjustments such as the reprogramming of allotments, reallocation of budget obligations, addition or deletion of temporary positions and authorizations to purchase equipment.
Analyzes divisional financial and budget control and balance statements to ensure proper execution of funds and reporting metrics.
Oversees the administration of travel and training requirements and funding for a variety of programs.
Acquisition, Assistance and Material Management
Independently leads CGA procurement processes and serves as the primary liaison for procurement efforts.
Provides expert guidance to CGA staff in a broad range of procurement activities, to include purchase cards, contracts and reviewing scopes of work and solicitations.
Initiates procurement actions in order to carry out the CGA mission and supporting services, preparing requisitions and serving as a Contracting Officer’s Technical Representative (COTR).
Establishes and oversees procedures for developing and managing cooperative agreements.
Ensures that the CGA meets all government and agency regulations, policies and procedures and provides new procurement requirements.
Provides procurement advice and assistance to program managers and technical end users on contract and procurement policies, problems, or issues. Develops plans and specifications for program items and services.
Strategic Planning, Evaluation, Analysis and Reporting
Independently performs studies and reviews to understand and plan for organizational structure, policy, process, operation, and financial implications.
Assesses the productivity, quality, effectiveness, and efficiencies of business processes. Takes corrective action to improve efficiency.
Establishes and executes plans through tasking teams and leverages resources to achieve program outcomes.
Develops and leads implementation of strategic plans for CGA and oversees CGA efforts to meet broader AOC strategic planning goals.
Identifies and develops data required in the management and direction of programs, including developing, monitoring, and reviewing dashboard metrics.
Works with the CGA leadership team to set strategic goals and metrics for the coming fiscal year and out years and to evaluate progress against established plans.
Supervisory Duties
Performs supervisory functions for a team of administrative and support staff with additional assigned employees supporting operations across CGA. Establishes guidelines and develops performance requirements for subordinates and ensures a mutual understanding of the performance standards; develops performance improvement plans (PIPS), recommends personnel actions as necessary; initiates disciplinary measures as appropriate to the authority delegated in this area; reviews and approves or disapproves leave requests. Ensures the accuracy and adequacy of position descriptions; provides for employee skills enrichment through job related coaching, mentoring, and training.

Human Capital Management
Leads the development and implementation of human capital management programs at CGA. Serves as the CGA primary interface to the Human Capital Management Division (HCMD) for the coordination of talent acquisition and position classification, position management, employee and labor relations issues, human capital planning and performance management.
Oversees and manages via the CGA HR Liaison, the identification and development of training opportunities for CGA employees; develops and manages multi-year organization and staff developmental plans.
