Position Summary

The Senior Director, Blue Climate Program, provides high-level strategic and programmatic leadership to the Conservation International (CI) Blue Climate program within the Center for Oceans and across a highly distributed and networked team at CI. They play a central and visible role in building and maintaining CI’s global leadership in ocean-climate conservation through ensuring the development and delivery of high-impact, high-quality, innovative programs to achieve CI’s vision and goals for ocean - climate solutions for biodiversity and communities including Blue Carbon, Coastal and Ocean Adaptation, Green-Gray Infrastructure, Coastal Resilience and Ocean-Climate policy.

The Senior Director is an essential member of the leadership team for the CI-wide Blue Climate program. As part of the highly-collaborative Blue Climate leadership team, the Senior Director develops and leads the vision and strategic direction of the program. The Senior Director is specifically responsible for ensuring alignment, coordination and maximum synergy of a highly-networked, high-performing team that spans multiple divisions and geographies across the institution and requires strong collaboration around resourcing and execution. As such, the role is responsible for senior-level program management; developing and ensuring implementation of flexible and adaptive team management tools; ensuring strong team cohesion; and developing, implementing and supporting program strategies, initiatives, and outcomes that advance CI’s blue climate goals.

The Senior Director collaborates with staff throughout CI to ensure the blue climate program forms an integral part of achieving organization-wide goals. They continuously represent CI to engage and influence key external stakeholders including government and NGO officials, donors, and other parties that are critical to program success and achieving CI’s Blue Climate and broader ocean goals. As needed, the Senior Director builds and leverages strategic alliances with NGOs, businesses, or other entities that can further CI’s blue climate and related mission.

As part of CI’s Blue Climate leadership, the Senior Director, Blue Climate Program, is responsible for fundraising for Blue Climate programs across CI, including maintaining strong relationships with current donors and actively pursuing new sources of funding, in partnership with CI’s development staff. They play a leading role in facilitating communication and ensuring coordination in fundraising including leading, reviewing, and providing input on proposals. They partner with CI programs and external partners to secure program funding for regional and field activities.

The Senior Director, Blue Climate Program is also a key member of the leadership team within the Center for Oceans and a significant contributor to defining the broader goals and priorities for the Center and CIs Oceans programs. They lead and contribute to Center wide programs and priorities.

• Co-lead development of vision, strategy, goals and priorities for CI’s climate-based solutions to ocean health including Blue Carbon, Coastal and Ocean Adaptation, Green-Gray Infrastructure, Coastal Resilience and Ocean-Climate policy. Position CI as a recognized and sought after leader in ocean climate change initiatives, including blue carbon mitigation, green-gray infrastructure, and adaptation. • Lead the CI-wide Blue Carbon network team – spanning Center for Oceans, Field Programs, Center for Natural Climate Solutions, Conservation Finance Division, Policy Division, Development Team, Moore Center for Science, and the International Blue Carbon Institute - to ensure maximum impact of CI’s diverse and growing portfolio of blue carbon related programs. Ensure alignment, coordination and maximum synergy of the diverse portfolio of blue carbon activities across CI, including programmatic, financial and personnel management.

Qualifications

We have an exciting opportunity for a lead Health Care Scientist to develop and deliver the strategy to drive forwards innovation for MFT Histopathology service.

Under the auspices of Cellular Pathology, MFT has Adult and Paediatric Histopathology departments sited at the Oxford Road Campus and Wythenshawe Hospital sites. The Directorate also provides a comprehensive Diagnostic Cytology service as well as a Cervical Cytology testing service supporting HPV testing for the whole North West also on-site at the Oxford Road Campus.

Are you the leader we are looking for to oversee the work of our Histopathology service and who will ensure that we continue to offer high-quality services to the Trust? In conjunction with the Clinical Director and Directorate Manager for Cellular Pathology, you will be responsible for the overall operation and development of the Histopathology laboratory service. You have the responsibility for managing a team to successfully deliver all aspects of laboratory operations, from motivating staff to maintaining the department’s finances; this is a multi-layered role that requires an ambitious leader.

As Histopathology evolves, we wish to embrace technological developments and utilise SMART automation to support delivery of our service and are currently implementing Digital Pathology across all sites.

We are looking for a visionary leader with excellent communication skills and a management qualification, or evidence of developed management skills. HCPC registered, you will have significant Histopathology experience, with a good awareness of current issues in the pathology service, health and safety legislation and UKAS standards. You will be a leader with strategic capability, who can drive forward modernisation in the context of financial efficiency. You must have tactical ability and the necessary skills to fully understand the financial position facing the NHS and be willing to change the face of Pathology by being innovative and creative.

• Responsible for supporting the Directorate Manager for Cellular Pathology in strategically develop the Histopathology, Cytopathology and Mortuary services
• Act as the Laboratory Manager for the Department, taking responsibility for the management of the department, its resources and technical services including the scientific and clerical staff, finance, equipment and space.
• The responsibility covers the following main areas of specialisation: Paediatric and Adult Histopathology, Adult and Paediatric Mortuaries, across all MFT sites; Oxford Road Campus, Trafford, Wythenshawe, and North Manchester General Hospital’s.
• Be responsible for the department achieving its’ financial expectations in terms of achieving savings targets, income generation and ongoing budget review, whilst engaging in appropriate Divisional meetings.
• Review the staffing structure of the Histopathology Departments to ensure that each area has adequate staffing levels with an appropriate skill mix.
• Be actively involved in ongoing procurement projects assessing all essential equipment making sure it is fit for purpose, fully operational and has the capacity for expansion which aligns with the strategic vision for the department.
• Assess space and laboratory configuration to allow for expansion where/ when necessary.
• Develop business plans and respond to future tenders making sure that Histopathology is in the best position to compete for work across Greater Manchester, the North West and beyond and as appropriate.
• With senior colleagues, be responsible for the overall operation and development of the laboratory service areas providing a quality led, efficient and safe service and providing specialist advice on technical issues.
• With the Clinical Director and Directorate Manager lead the Histopathology Senior Management Team allocating staff and resources to maximum benefit.
• Be an active member of the Cellular Pathology Senior Leadership Team, proposing and driving the strategic direction of the directorate.
• Be the professional Biomedical Scientist lead for all laboratory staff within the management remit of the post, responsible for professional aspects of the service and encouraging the highest professional standards through personal and staff development.

DUTIES AND RESPONSIBILITIES Service/operational management Provides operational management support for all services within directorate, working closely with the clinical service manager, clinical director and clinical leads, departmental heads and divisional management team. Implements effective and appropriate performance management systems and processes to ensure delivery of performance targets. Ensures that inpatient and outpatient services within the directorate are used to best effect, achieving utilisation targets and driving improvements. Provides support to patients, relatives and carers in the delivery of services ensuring best practices are always adhered to. Supports the clinical and operational teams with day-to-day operational matters to ensure patient experience remains positive. Ensures the implementation of effective and appropriate performance management systems and processes to ensure delivery of both local and national standards. Leads services on the performance management agenda by developing and implementing strategies and process changes to ensure recurrent achievement of activity in line with plan. This includes liaison with clinicians to influence working practices to achieve clinically driven improvements. Interprets and analyses highly complex data in relation to performance management using Trust software to develop performance management reports. Develops own work plan in line with divisional and Trust objectives. Strategic planning, service development and improvement Responsible for the interpretation, development and implementation of broad policies and NHS guidance at both directorate and divisional level, when required. Plays a key role in service planning and development for the directorate. Develops and implements long term strategic plans for new ways of working and the continued development and improvement of services. Ensures that developments and improvements are across entire patient pathway and are in line with directorate, divisional and Trust objectives. Ensures patients and relatives have a central role in the development and monitoring of service development projects for which the post holder is responsible. Uses and interprets research and audit findings to aid the development of new guidelines and protocols which support service improvements. Ensures that regular reports, and project updates are completed using agreed data sources and submitted to the Service Manager for approval as required. Financial management and Business planning Takes responsibility and accountability for the efficient management of delegated budget and resources within the directorate. Prepares and co-ordinates the development and production of proposals and business cases to support operational improvement, transformational change processes, and efficiency initiatives. Performs complex option appraisals in order to inform the decision-making process, to include redesign of services. Ensures compliance with Trusts standing orders and standing financial instructions. Ensures organisational procedures are deployed across directorate for control of activities against budget, ensuring that services are delivered within available resources. Ensures that services within the directorate work to achieve organisational effectiveness and deliver services within available resources. Under the direction of the Service Manager develops schemes and action plans to implement cash-releasing efficiency saving opportunities Uses and analyses financial information to ensure there are robust systems for monitoring of budgetary performance under the direction of the Service Manager. Identifies and makes recommendations for capital investment programmes. Contributes to budget setting for services within the directorate. Assists clinical service manager in the negotiation of annual service level agreements / contracts as required, ensuring they meet the needs of the directorate. The post holder will be an effective communicator with the ability to work independently when required, often to tight deadlines.
