This role entails providing financial leadership to the divisional and local borough management teams, both in managing the short-term financial challenges and budget management responsibilities as well as supporting longer term financial planning. As an active member of the Trust Senior Finance Team, to develop insight into financial performance, including internal benchmarking and analysis tools, unit costing, service line reporting and the use of other analytic tools and to influence the overall Trust financial plan including the impact on the Division. The post holder will provide high level financial support to business cases for service developments and preparation of bids for new services, in line with Trust procedure, ensuring business cases are produced for investments utilising recognised investment appraisal techniques to recommend which option is most financially viable taking account of any risks, benefits and sensitivities. The post holder will oversee the divisional CIP identification and delivery process, establishing reporting processes and monitoring tools to track performance and where necessary lead the discussion and agreement of issues and action plans across the Division and ensuring consistent reporting to the central financial management team. Working with the Managing Director and other senior members of the Divisional team is required, to play a key role in devising the Divisions strategic and annual business plans.

The Director of Finance, Procurement & Contracting is responsible for oversight of these functions at QTS, ensuring a high-quality service is provided to both QTS, the estates and facilities ‘Group’ that QTS forms with Central & North West London NHS Foundation Trust, and our client base.

In particular the Director of Finance has responsibility for:

To Provide professional leadership, advice and information on business and financial matters; including providing expert advice and support on complex matters.

To provide a professional, comprehensive and efficient financial accounting and reporting service to the Trust’s Board, committees, senior managers, budget holders and external stakeholders.

To be responsible for the overall management and performance of the financial planning and delivery team incorporating financial planning, budget setting, and business support.

To support the Directorates in the planning and performance management of KPIs and Performance measures that underpin and reflect service plans and contracted obligations and align with the Strategic Intentions of the Trust, Business Plans and the Quality Strategy.

To lead on the strategic direction and development of the performance management framework, and development of performance reporting across the Trust both internal and external.

DUTIES

Lincolnshire Community Health Service requires all staff to safeguard children, young people and adults. Jointly, lead and champion the Finance & Business Intelligence priorities and objectives, ensuring that professional contribution is clearly aligned to Trust priorities and objectives. Providing professional leadership, advice and information on business and / or financial matters; including providing expert advice and support on complex matters, enhancing external links for professional issues and raising the Trust’s profile.

To establish close relationships with key stakeholders to lead, shape and support implementation of both internal and external LCHS Strategy.

To write, compile and deliver executive board reports, committee reports and assurance reports to various board and committees as required, ensuring the highest level of accuracy.

Provision of a professional, comprehensive and efficient financial accounting and reporting service to the Trust’s Board, committees, senior managers, budget holders and external stakeholders. Strategic development and expert of the financial accounting services function. Ensuring accounting records meet best practice requirements. Oversee the preparation of statutory accounts, ensuring the returns represent a true and fair view and meet financial timescales and legal requirements.

Leading the delivery of financial reporting, both internal and external. This will include periodic reporting to the Board and NHSE/I and production of the Trust’s statutory accounts.

To identify opportunities for improved value for money in the use of public funds by providing specialist, objective financial and analytical skills

Responsible for the overall management and performance of the financial planning and delivery team incorporating financial planning, budget setting, and business support to Trust’s Board, committees, senior managers, budget holders and external stakeholders in ensuring delivery of these plans. Specifically;

· Responsible for Long Term Financial Planning and annual NHSE/I submission of a fully integrated operational financial plan in line with Trust strategies, ICS direction and commissioning intentions.

· Responsible for the ongoing business support to managers in delivery of these plans.

· Responsible for effective financial, and performance input into Trust business cases.

Responsible for the financial input for CIP formation and financial delivery of CIP plans in line with relevant strategies.

To support a culture of creating ‘value’ in improvement ensuring that the benefits of service re-design and improvement activity (to patients, the public or our staff) are always considered and that these benefits justify implementation costs.

Support the Directorates in the planning and performance management of KPIs and Performance measures that underpin and reflect service plans and contracted obligations and align with the Strategic Intentions of the Trust, Business Plans and the Quality Strategy. In consultation and communication with staff and patient/community interest groups where activity/KPI changes result from significant organisational/service changes. Support the Executive Team to hold Directorate Managers and Heads of Service to account through the provision of evidence and expertise within performance review meetings.

Lead on the strategic direction and development of the performance management framework, and development of performance reporting across the Trust both internal and external.

To fulfil statutory responsibilities as a member of the Trust Leadership Team, ensuring that the Trust is compliant with national policy and practice in all areas of the post holder’s key responsibilities.

Responsible for ensuring the Directorate Managers and Heads of Services are aware of all key KPIs and reporting timetable to ensure the effective delivery of services and patient care within the financial envelope agreed by the Commissioners.

Active contribution towards the continued corporate development of the Trust, coordinating key areas as directed by and agreed with Executives

Supporting the Director of Finance & Business Intelligence, fostering strong relationships with external agencies and organisations.

To work with the Director of Finance & Business Intelligence and Deputy Director of Strategy and Partnership to lead the Directorate agenda, working with key decision makers, the Executive team and staff to support the transformation of the Trust.

Leadership, management and development of department. The Deputy Director of Finance, Performance and Information will set objectives for Heads of Service members of his/her team, monitoring performance through an effective performance management process. The Director of Finance & Business Intelligence will agree personal objectives. This will form part of the annual review process.

Acts as line manager for Heads of Service of several different departments across the Directorate.

Responsibility for the manager who is responsible for the management and development of information systems across the organisation.

To design and develop major information systems to meet the specified requirements of the organisation around both Finance and Performance and Information management. Constantly review and update such systems and the procedures for using them (including upgrades where required).

• Serves as Director, Human Performance and Wellness (HPW) Directorate, United States Army Special Operations Command (USASOC).
• Develops and administers innovative human performance and wellness programs tailored to the requirements of complex, technologically oriented organizations with diverse work forces that encompass a wide variety of occupations and grade levels.

1. Provides clear guidance and support, under the direction of the Deputy Chief Operating Officer, to clinical Divisions within a clear and effective accountability framework, to deliver access standards.2. Takes a strategic role in supporting Divisional Directors for the delivery of the clinical services and standards for the Trust, specifically for Elective Access (Referral to Treatment, DM01), in line with the Trusts Access Policy.3.
