CLASS DESCRIPTION

The Baltimore City Fire Department-Office of Emergency Management is seeking a Deputy Director of Preparedness and Administration/Operations Officer IV. Qualified candidates will have management-level experience in public policy and administration, public safety, emergency management, or other relevant experience; possess excellent analytical, communication (written and oral), organizational, and problem-solving skills. 

ESSENTIAL FUNCTIONS

• Serve as Executive on-call, as needed.
• Serve as a Policy Advisor to the OEM (Office of Emergency Management) Director and other leadership within the City.
• Provide strategic leadership and planning.
• Supervise Planning, Preparedness, and Finance Section staff members – 6-8 employees.
• Maintain and build all budgets/grant funding to include General Funds, SHSP (State Homeland Security Program), UASI (Urban Areas Security Initiative), HMEP (Hazardous Materials Emergency Preparedness), and EMPG (Emergency Management Performance Grant) with the Finance and Administration Section Chief.
• Attend UASI/UAWG (Urban Area Working Group) Committee, General Sessions, Fiscal Representatives, and Executive meetings.
• Co-Chair the Local Emergency Planning Committee (LEPC) and oversee the entire program, planning, meetings, etc., as needed.
• Coordinate the ongoing update and maintenance of the City of Baltimore Emergency Operations Plan (EOP) in partnership with stakeholders and compliance with local planning standards and requirements.
• Coordinate with the City of Baltimore agencies and external stakeholders to develop and/or maintain Continuity of Operations (COOP) and Hazard Mitigation plans.
• Assume an EOC (Emergency Operations Center) leadership role as needed during times of activation.
• Manage human resources tasks for OEM, including, but not limited to, coordinating human resources activities; leading interview process with BCFD (Baltimore City Fire Department) HR; identifying funding sources for personnel; identifying interviewees for positions; maintaining employee personnel records; optimizing personnel assignments; managing onboarding and training for new employees.
• Perform payroll duties within the Workday platform.
• Assign tasks, monitor progress and workflow, and establish work standards for staff.
• Document all grant program processes and procedures.
• Prioritize OEM goals and objectives to meet budget performance measures.
• Participate in City Council Hearings and City Council Committee meetings.
• Participate in legislative planning and preparation sessions with Legislative Affairs.
• Serve as the primary point of contact for FEMA Public Assistance projects during times of declared disaster.
• Develop recommended courses of action for decisions on plans, policies, and budget allocation to affect change and reach objectives to meet communities' social, economic, and physical needs, focusing on equitable distribution of services.
• Build relationships with key stakeholders (nationally, statewide, and/or locally) as required to achieve the agency’s or City government’s mission.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree in business administration, Public Administration, Management, or a related field from an accredited college or university.

AND

EXPERIENCE: Have five (5) years of experience in professional-level administration.

LICENSES, REGISTRATIONS, AND CERTIFICATES: Maryland Class C Driver’s License or out-of-state equivalent and ability to obtain a city driving permit.

PREFERRED QUALIFICATIONS: A master’s degree in public administration, Political Science, Emergency Management, Public Health Preparedness, or a similar field described above; 2+ years of professional experience working with Federal grant programs; a background in the development of catastrophic planning initiatives; and experience with project management, especially regarding large emergency management planning projects. Experience working in an Emergency Operations Center setting.
