We are seeking a highly motivated and experienced consultant to provide technical support in fisheries post-harvest loss assessment and reduction, value chain upgrading, and enhancing sustainable livelihoods in line with project objectives for Tanzania.

The Consultant will play a critical role in enhancing the effectiveness of post-harvest management practices within the fisheries sector of Tanzania as part of the Asia-Africa Blue-Tech Superhighway project. S/he will provide technical expertise and guidance on reducing post-harvest losses, upgrading value chains, and implementing sustainable practices that promote gender equity and equality in small-scale fisheries. The Consultant's contributions will be instrumental in achieving the project's goal of sustainable livelihoods and strengthened value chains for smallholder fishers.

Scope of Work

1. Policy and Management Strengthening: Assisting in the review or development of management plans for small-pelagic fisheries in Tanzania.
2. Regulatory Framework Enhancement: Increasing compliance with fish quality and safety standards for Tanzanian market.
3. Market Expansion and Trade Barrier Reduction: Conducting situational analyses on market issues, and engaging officials regarding domestic and international (regional) trade of dried fish dagaa.
4. Technology Adoption and Infrastructure Improvement: Assessing storage, packaging, and processing needs; facilitating capacity building; supporting the establishment of processing technology hubs; and improving fishing technology in Tanzania.
5. Skill Development and Knowledge Sharing: Identifying training needs, engaging community-based mentors, and conducting educational campaigns to improve fish handling and processing skills with Beach Management Units and processing groups in identified coastal areas.

Deliverables & Due Date

Skills, Experience and Knowledge (required to perform this task)

• Expertise in Fisheries Post-Harvest Management: Proven track record (over 15 years) in implementing and advising on effective post-harvest handling, processing, and storage techniques in the fisheries sector in TANZANIA. Familiarity with the latest technologies and innovations that reduce wastage and improve product quality.
• Experience in Value Chain Analysis and FLW Assessment: Demonstrated ability in conducting comprehensive value chain analyses, identifying critical points of loss and inefficiency within the fisheries supply chain. Experience in applying FAO's methodologies in Tanzania context for fish loss assessment is highly desirable.
• Knowledge of Sustainable Livelihood Practices and Gender Equity in Fisheries: Deep understanding of sustainable livelihood approaches in the context Tanzanian fishery sector. 
• Communication Skills: Good verbal and written communication skills, including the ability to facilitate workshops and effectively collaborate with diverse stakeholder groups in local languages.
• Adaptability and Problem-Solving Skills: Ability to adapt to different cultural contexts and solve complex problems creatively and effectively.
• Management and Collaboration: Management skills with the ability to lead and collaborate with multi-disciplinary teams, ensuring timely delivery of project objectives for WP3 work in Tanzania.

Other Requirements

• The Consultant will be required to travel to different project locations and should be comfortable working in varied environmental conditions. Flexibility, cultural sensitivity, and the ability to work under tight timelines are essential for this role.
• Experience working with national and international organizations such as TAFIRI, Tanzanian Ministry of Livestock and Fisheries, Blue Economies, and FAO preferred.

Position Objectives

• Manage and lead the FCM department operational, building environment and project teams and responsible for their achievement.
• Ensure uninterrupted facility supply to plant with the required quality and redundancies.

- Oversee daily operation of mechanical (Lifts, HVAC, Exhaust, Chiller, PCW, High Speed Door,…) and electrical
facility systems (transformer, switchgear, lighting, ESD gates,…).
- Ensure proper preventive maintenances is proper and timely done.
- Ensure minimum impact to plant operations due to fluctuations or interruption of facility systems.
- Drive organization towards structured operation and maintenance of FCM system.
- Develop cost / consumption / resources reduction programs.

Project related Responsibilities
- Ensure project budget and timeline are met.
- Establish interface to end users and requestors.
- Align end user requirements and design specifications for extension and renovation projects.
- Develop Industry 4.0 and digitalization implementation ideas within FCM.

The Contingent Workforce Senior Commodity Manager is responsible for developing the sourcing strategies for the Contingent Workforce Program Office. The person in this position would be recognized as a sourcing expert for global contingent workforce, would liaison with legal, act as Procurement ambassador to the business and integrate into the business to ensure a complete alignment and deep understanding of the business goals and partner in developing sourcing strategies. The goal is to be value-added sourcing partners to the business. This role involves developing and executing strategic initiatives to optimize the acquisition, deployment, and management of temporary, contract, and freelance personnel across various departments and functions.  The position involves developing negotiation strategies, advising requestors on contract terms and conditions, monitoring cost and scope of assigned contracts to assure compliance, best value and validate/improve pricing. 

Key Responsibilities:

1. Strategic Sourcing:

   • Develop and implement a comprehensive sourcing strategy for contingent workforce categories, including temporary staff, contractors, freelancers, and consultants.

Job Summary

1. Plant & Facility Management  

2. Being a point of contact for customers (FCM Help line) and directing message to relevant staff.

3. Handling office administrative and clerical tasks, such as filing of hard copy (drawings & documents) & soft copy (drawings and document), and spare parts count update.

4. Prepare, record & update daily meeting minutes, assisting team in generating reports and presentations update into department shared drive (whenever required).

Chevron Malaysia Limited is accepting online applications for the position of Lead Operator located in Pulau Indah, Malaysia.

Responsibilities for this position may include but are not limited to:

Drive and motivate incident free operation. Executes the following operational activities and comply with OE/HSE policies, standards and procedures:

• Tank Truck Loading

  • Conducts Near Loss Incident (NLI) / Loss Incident (LI) investigation.

  • Prepares and reviews daily closing report for additive.

  • Checks and reviews the meter reconciliation report are accurate and reconciled accordingly.

  • Checks and reviews the pre-EOD (End of Day) inventory report and ensure gain/loss are within threshold; conducts and completes investigation if required.

• Marine Receipt and Inter Tank Transfer

• Leads Operations Team and Execute Marine Receipt / Inter Tank Transfer (ITT) as per procedure and standards.

• Arranges and ensures adequate manpower for discharge operation.

• Verifies tank inventory and ullage and determine receiving tank for entire receipt.

• Prepares document for receiving – Vessel Receipt Checklist, Product Receipt Log, discharge sequence, Operating limitations.

• Prepares laboratory equipment for testing.

• Conducts pre-transfer conference with vessel, performs AHAS and discusses Emergency Procedure for ship/shore.

• Verifies vessel/supplier Certificate of Analysis (COA) against Chevron product specification.

• Witness calculation of product volume, product sampling, testing of product against COA

• Performs periodical communication as agreed with vessel.

• Monitors hourly on discharging rate, flow rate, testing of line samples, ensures the receiving tanks operate on allowable operating level.

• Completes product receipt log and confirms quantity receipt with surveyor.

• Completes all transfer documents before vessel departure.

• Executes water draw off from tanks as per terminal procedure.

• PME (Palm Methyl Ester) Receipt & Storage

• Arranges and ensures adequate manpower for discharge operation.

• Verifies tank inventory and ullage and determine receiving tank for entire receipt.

• Prepares laboratory equipment for testing.

• Supervises calculation of product volume, product sampling, testing of product against COA

• Completes product receipt log and confirms quantity receipt.

• Completes all transfer documents before truck departure.

• Additive receipt and Storage

• Performs inspection on drum condition.

• Verifies product code and shipping documents.

• Supervises stacking of additive at drum yard.

• Prepares monthly physical inventory report.

• Supervises and coordinates the implementation of Asset Integrity and planned/unplanned maintenance activities such as but not limited to fire and safety equipment, pipeline, tank truck loading rack, storage tank, marine receiving equipment, valves, forklift, environmental protection equipment, emergency response equipment, tank gauging facilities, office building, calibration of equipment, critical equipment such as product pumps.

• Carries out routine (daily and monthly) inspection on terminal facilities to maintain good housekeeping; submits inspection report for Operations Manager and Operations Supervisor Review

• Ensures Safe Work Practices are adhering to; issues Work Permit for activity performs by contractor; performs bump test on Gas Detector

• Leads near loss incident, loss incident or loss investigation at the terminal and ensure agreed corrective actions are completed in timely manner.

• Performs the duty of On Scene Commander for emergency response on any drill or incident such as fire, spill, security and motor vehicle crash (MVC)

• Actively participates in Safety Meetings, Stand Downs, Safeguard Stewardship activities – Assess Hazard Analyze Safeguard (AHA), Safeguard Learning Tool (SLT)

• Participates in all training and utilize learned skills, provide supervision and coaching to Operator in the fulfillment of day-to-day activities and provides liaison with Terminal Leadership

• Performs any other duties as assigned by Senior Lead Operator, Operations Supervisor and Operations Manager

Required Qualifications:

• Degree or Diploma in Engineering/Occupational Safety & Health), / any discipline

• At least 3 years’ experience in a Supervisory function

• Preferably 3 years’ experience in Terminal Storage operations

• Willing to work on a 3-shift cycle

• Proficient in English and Bahasa Malaysia

• Able to manage a team, manage customer focus, and good time management skills

• Team player and good communications skills

• Able to perform firefighting role

• Good computer skill sets

• Able to work independently.

• Advantage with Certified Environmental Professional in Scheduled Waste Management.

• Production Planning Responsibilities :
  • Perform Rough Production Planning (RPP) for mid & long term up to 12-18 months
  • Review production capacity with manufacturing team
  • Level production according to Leveling guidelines
  • Conversion, release & schedule production orders according to levelling pattern
  • Reschedule planned orders based on possible production
  • Track and follow up production output, sub assembly progress & customer order fulfillment
  • Review leveling adherence and with manufacturing team
  • Drive production to achieve target output & produce the right mix of SKUs and sub assembly
  • Liaise with order planner for any unfulfilled orders
  • Dealing with urgent enquiries from customers
  • Review and update weekly plan/order fulfilment in allocation file
• Materials Planning Responsibilities :
  • Review & maintain MRP parameters (eg Lead time, ROP, Rounding values, Lot size, Planning time fence, Coverage profile, Safety stock, Min-max stock level etc) to ensure automatic planning is running smoothly to achieve optimized stock level
  • Run mini macro for material auto replenishment within warehouses
  • Reschedule SA/PO to supplier based on forecast changes
  • Close follow up & obtain delivery confirmation from suppliers. maintain a material supply visibility of minimum 2-3 months
  • Close follow up & tracking of materials replenishment status, expedite deliveries to support production & customer orders
  • Bottleneck & allocation management for parts in critical shortage.
  • Supplier delivery performance monitoring & improvement
  • Track, monitor & manage material phase-in/out and product EOL. Adjust planning according to product & material life cycle
  • Propose last time build to minimize scrap of excess materials before product phase out
  • Be change leader for product discontinuance CR and follow up until CR closure
  • Frequent review of supplier capacity
  • Inventory management & control according to TCT target. Analyze stock coverage, define & take proactive actions for stock reduction
  • Inventory scrap proposal for no movers & damage stock
  • Work closely with purchasing quality on part return & replacement due to technical issues.
  • Coordinate RTV process for logistics rejects (wrong part / quantity).
  • Air freight cost monitoring & control
• LPV Responsibilities :
  • Act as Logistics team member (LPV) for new launches & ALRs
  • Support samples & pilot runs
  • Attend new project and ALR meetings, contribute actively & work with cross functional team members to achieve timely SOP
  • Attend product launch meeting (PLT) with Launch Manager & update production/delivery status.
  • Analyze feasibility & restrictions to achieve ramp up plan.
  • Ensure materials availability & on time delivery to achieve ramp up plan (RUM)
  • Maintain MM & release pronovia timely & accurately to enable automatic planning.
  • Co-ordinate new material packaging lot size for kanban card preparation before SOP

• At least 3 to 5 years of relevant post graduate experience.
