The Role
Shaw healthcare is a care provider operating circa 65 care homes and supported living services across the UK and is the largest employee owned healthcare company in the UK. Based in the head office in St Mellons, Cardiff an opportunity has arisen for a Regional Building Surveyor to join our Property Department. Reporting to the Director of Property Management.
Objectives

Provide an estate management service to approximately 20 care services and facilities across, Wales and West Country, Herefordshire, Shropshire and the West Midlands

Duties & Responsibilities

Carry out routine inspections and annual condition surveys in line with contractual requirements
Prepare schedules of work relative to inspections and condition surveys including specifications and drawings and assisting with tender and contract documentation where appropriate
Supervising onsite works, authorising payments and final accounts
Liaise with the Care Service Managers in respect of Service User occupation and empty bedroom management
Write technical reports for the monthly Executive and Board meetings.
Participate in annual H&S audits in line with contractual requirement
Prepare Planned Maintenance Programmes and assist with management of associated life cycle funds and finance streams
Assist in the preparation of annual property budgets; liaising with the Operations team and Finance Departments
Attend Contract Monitoring Meetings and represent the organisation in meetings as and when required
Review and action remedial works identified by inspections from Statutory bodies including Health and Safety Executive, Fire Officers, Environmental health Officers and the Care Quality Commission
Assist in the preparation, implementation and monitoring of health and safety standards
Participate in the management of specific tasks, i.e. Asbestos, CDM Regulations, Control of Legionella and Fire Risk Management
Participation in the Groups Environmental Management System accredited under ISO14001
Provide technical assistance to manage property related contract variations
Contribute in managing and overseeing applications in respect of the Energy Efficiency Initiatives such as the Green Deal and the Energy Savings Opportunities scheme
Provide training and mentoring to direct labour operatives and Care Service Managers
Assist in the management of the Approved Supplier and Contractor database
Assist in the management of the organisation’s statutory compliance service agreements
Manage property leases and ensure all requirements are fully complied with
To act as employer’s representative on new build projects, agreeing specifications and standards
To act as the primary point of contact for approximately 20 care facilities and associated service contractors
To undertake the role of Client or Principle designer in respect of CDM Regulations
To keep records, manage databases, update the Lifespan Asset Management System and CAFM system and monitor the Maintenance Operative compliance system
To participate in the organisation’s expansion programme, carry out due diligence surveys and analysis of potential care home acquisitions

Essential Criteria

Recognised qualification in Building Surveying or Construction Management
Minimum of 3-year post qualification experience
Self-motivated and be able to work remotely or as part of a team
Excellent communications skills both written and verbal
Experience of running multiple projects across a geographical area
Sound knowledge of Health and Safety and Statutory compliance
Driving licence and access to a car
Attend routine meetings in the care services and regional offices and occasionally stay away from home overnight

Desirable Criteria

Experience in working within the care sector
NEBOSH or IOSH Qualification
Experience in managing complex PPP and PFI contracts
A good understanding of Life cycle fund management
Results driven and demonstrates the ability to manage time sensitive KPI’s

To assist in the provision of an effective secretarial, management and maintenance service to the Shaw Organisation, i.e. Shaw healthcare (Group) Ltd - Approximately 65 care homes and care related facilities including supported living properties and general needs housing portfolio of 288 houses

Placing orders for maintenance, repair and building contracts including processing of associated invoices and maintaining a contractor database.
Reactive Maintenance – To receive and process repair requests from are homes and housing tenants, instructing and placing orders to contractors or arranging surveyor's visits as appropriate. Obtaining quotes for works and equipment purchases.
Direct Labour – Monitoring of Direct Labour works orders and material purchases
Provision of secretarial support to Building Surveyors and the department generally, including compiling contract documentation, typing reports and analysing spend

Daily use of Microsoft Office package including, word, excel as well as bespoke Maintenance and Finance software.

Purchasing – Receiving requisitions, sourcing and selection of products, agreeing prices, placing orders and processing associated invoices. Identification of new suppliers and the setting up of accounts.
Tenants – Receiving and resolving tenant queries. Liaison with Housing Officer on tenancy issues.

Liaison and administration in respect of care home maintenance enquiries.
Occasional provision of cover to office reception
Liaising with Local authorities and utility providers in respect of new tenancies.

What do we need from you?

WHAT IS THE ROLE
The CP Procurement Specialist is accountable for leveraging third-party spend/demand and to develop the sourcing strategy for operational spend to optimize Shell’s buying power and reduce the overall 3rd party spend. The CP Procurement Specialist will ensure the Sourcing Strategy is aligned with Business/Function priorities through regular engagement with key business stakeholders and 3rd party suppliers to establish annual, integrated cost saving targets. 

The CP Procurement Specialist manages tail end spend by working in close coordination with Procurement Managements/Category Managers, maximizes value from Operational Contracts and implement Enterprise Framework Agreement (EFA) and Category contracts, Works with regional Trading House Procurement Managers to optimize spend through Trading Houses, ensures continuity of supply through managing ad-hoc business requirements in accordance with Tail spend management principles.

WHAT WE NEED FROM YOU

• Provide support to users on detailed operational procurement guidance, including the selection of master data management to operationalize commercial contracts in line with business objectives and target RtP automation design.

• Manage Purchase Orders for Information and digital Technology (IDT)

• Diagnose, resolve and/or coordinate the resolution of problem areas arising in the RtP process, analysing requisition quality and work with requisitioners as necessary to make lasting improvements. The Procurement Specialist ensures commercial terms are correctly reflected in the purchase orders and suppliers get paid at agreed payment terms.

• As RtP focal, Procurement Specialist also holds the role of ERP for Procurement of Goods (PGS) process to 1) facilitate ERP upgrade rollouts via testing and error resolution, and 2) maximize use of ERP automation capabilities and executing consolidation of all transactional processing within operations.

• Ensures compliance according to Group Standards

• Act as gatekeeper for any new supplier requests. This is a challenge to the business to ensure that only the minimum necessary number of new vendors are added to Master Data records.

• As requested, work with Accounts Payable to resolve outstanding parked and blocked invoices (usually PO or Business Service Entry related).

KEY QUALIFICATIONS

• Preferably at least 3 years of acquired knowledge in Supply Chain Intelligence

• Proven ability in influencing stakeholders/suppliers in deal making & negotiations for business development.

• Preferably with experience in process, system and data management using SAP

• Ability to engage and effectively communicate at all levels inside and outside Shell and within different cultural settings.

• Ability to prioritize work-plans and resources to execute against the Business/Technical drivers

• Ability to influence business decisions
