Overview
Multnomah County’s Finance Unit is looking to hire a Limited Duration Finance Specialist Senior. Limited Duration Assignments may not exceed two (2) years; and may expire earlier. Employees in Limited Duration appointments receive benefits and union representation. New-hire Limited Duration employees are excluded from layoff rights since the appointment from the outset is determined to be time, task and work unit limited.
At the Department of County Management Finance Unit the work we do is essential to the operation of Multnomah County as a government, as well as an employer. Proper, accurate, and timely reporting of all fiscal information is the responsibility of the DCM Finance & Risk Management Division. As a team we are committed to being good stewards of public resources. This position will be within Fiscal Compliance, and operates independently with general guidance from senior management. Fiscal compliance utilizes various monitoring techniques to ensure providers contracting with the County have met applicable Federal, State and County contract requirements. Monitoring techniques include financial review site visits, desk reviews and financial statement analysis. Compliance Specialists must be able to effectively communicate (written and orally) to Community Based Organizations (CBO’s), County Senior Management, County Attorney, and elected officials/staff regarding any issues, risks, problems and recommendations resulting from fiscal monitoring. Fiscal Compliance Specialists are expected to provide accounting assistance to our Community Based Organization providers as well as identify accounting areas and functions where process improvement or additional internal controls and procedures are necessary. Fiscal Compliance Specialists are also responsible for reviewing and approving provider cost allocation plans and providing assistance for improved accuracy.
In this role you will be responsible for:
Independently perform fiscal compliance monitoring site and desk reviews for the County’s Community Based Organizations
Develop and communicate corrective action plans based on fiscal compliance monitoring.
Provide technical accounting consultation, advice and recommendations.
Prepare and analyze data for required quarterly reporting
Analyze expenses for allowability and appropriateness based on Federal guidance
Review and analyze cost allocation plans for accuracy and compliance with rules regulations
Review and determines the adequacy of management of Federal funds
Evaluate and interprets audit findings for completeness and for compliance with applicable laws and regulations
Analyze and recommend methods for streamlining existing processes in order to create efficiencies and conserve County resources.
Assist with developing, updating and implementing financial policies and procedures.
Assist in developing and delivering training to staff in topics related to accounting, auditing, internal controls, and the finance enterprise system.
Have strong written and verbal communication skills.
Create presentations and make presentations to diverse audiences.
Have strong analytical skills and accounting principals.
To Qualify

Minimum Qualifications/Transferable Skills:
A Bachelor's degree with major coursework in accounting, finance or a directly related field
Five (5) years of progressively responsible experience in financial accounting or auditing.

However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. CPA Candidate
Working knowledge of governmental accounting, auditing, and financial reporting.
Working knowledge of internal controls, risk management and governance and fraud deterrence.
Knowledge and experience auditing federal compliance.
Knowledge and experience using enterprise resource planning financial systems (Workday preferred),
Advanced skills in using software technology, especially Microsoft Excel and Word.
Professional certifications in accounting, auditing, finance or directly related fields.

Type of Position: This hourly union-represented position is eligible for overtime.
Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
