About the Role :

• Organise, co-ordinate and control the FMC team, sub-contractors appointed by the Client and visiting sub-contractors. Collate and manage all technical specifications, O&M documentation, drawings and compile all maintenance programs from all sub-contractor. Track and monitor the maintenance programs by using the appropriate software and spreadsheets;
• Manage emergency and ad-hoc repairs, breakdowns and trouble-shooting. Provide technical support and attendance where necessary and act as an Authorised Person. Manage and act as the co-ordination point between the various subcontractors and/or Vendors appointed by the Client;

• Senior Facilities Manager duties and responsibilities include planning and executing strategies for completing property management, periodic preventive maintenance, reactive maintenance and maintenance projects within KPI and in a timely manner.

Previous management experience is desirable but not essential Allocate, monitoring and supervision of work within the team, ensuring that hospice policy and procedures are adhered to Organisation of work roster, ensuring adequate staff cover for routine tasks To ensure an ongoing programme of in-service training for the General Services Worker/Driver and Night Workers is implemented where appropriate. To ensure all team complete any mandatory E-Learning, including the ongoing completion of an expired modules, as per requests from our L&D team. Maintain effective communication with the Facilities Team (including volunteers). Team meetings to be held on a regular basis at least quarterly. To assist in the management of the overall performance of the Maintenance Team including recruitment and selection, undertake performance appraisals and objectives reviews with General Services Worker/Drivers and Night workers. Quality of Service Responsibility for ensuring completion of and documenting audits on Health and Safety and general maintenance checks carried out by the General Services Workers and Night workers. Assist the HR & Workforce team with the development, implementation and review of Hospice policies and procedures as appropriate. Responsibility for ensuring that all Hospice vehicles are well maintained, always in a safe condition with full tax, MOT, insurance and are clean. In the absence of the General Services Worker/Driver fall back into that role and assume the day to day portering duties to ensure an appropriately high level of service to all Patients (incl. delivery of patient care), Visitors and Staff. Premises Responsibility for all Specialist Contracts ensuring all equipment is maintained as per service contracts and kept in a safe condition at all times. To manage, review and develop premises to support future services provision across all Hospice sites. To include the consultation with architects and contractors in obtaining drawings and costs and input tender process as required. Responsibility for small works and ongoing repairs/maintenance of all Hospice premises and equipment, engaging the services of suitable contractors/qualified tradesmen where appropriate, ensuring that they have the correct levels of Public and Employers Liability insurance and that method statements and risk assessments are completed in line with the Hospice Contractors Health and Safety Policy. Responsibility for the full Maintenance Programme for the Hospice addressing all issues not in the Hospital contract e.g. Decoration, Gardens and Patios. Responsibility for responding to any NHS Alerts which indicate concerns over any premises or equipment issues and ensuring that all documentation is completed in accordance with guidelines. Responsibility for Portable Appliance Testing of new equipment to the Hospice, patient equipment, and items found not tested. Administration Ensure there is compliance with - Health & Safety at Work Act - Fire Safety requirements - Hospice internal policies as determined by the Board of Directors - Contractors H & S policy Ensure all Administration Returns for the Maintenance Team e.g. Time Sheets for Overtime/Deputising, Expenses Claim etc, are timely submitted. Ensure receipts are produced for all purchases made and keep costs to a minimum seeking authority for payment where appropriate and that organisational limits are adhered to. Administer holidays/sickness for all members of the team ensuring adequate cover provided in all roles. Undertake conscientiously such other tasks and responsibilities as may be requested and reasonable in the circumstances at the time, e.g. Assistance with Fundraising events. Undergo such training or instruction as may be required to competently carry out the needs of the job. Attend and participate in such meetings as may be reasonably required. Be available as Manager On Call and key-holder, Non-Clinical out of hours (nominate deputy to cover annual leave etc). Financial Services Responsibility for managing the Maintenance budget, to monitor, control and report on any variances. In liaison with the HR and Operations Manager, responsibility for managing the Capital Expenditure budget in conjunction with the Wish List and completing business cases as appropriate. Governance Chair the Health and Safety Group ensuring adherence to Health Care Commission minimum standards. Responsibility to input data to reflect current status/position as a benchmarking exercise against Health Care Commission Standards and the update and management of the Master Record. Infection Control Wirral hospice has a responsibility to ensure that all patients and staff are protected and that they follow the infection control guidelines in their areas of work. All staff must maintain updated knowledge of infection Prevention Control policies & procedures. Training To ensure that all members of the team attend mandatory training Identify training needs and monitor performance using annual appraisal Ensure that team members have training in all aspects of HSE including Fire Safety Awareness, to include delivery of appropriate staff Fire Training and/or Fire Drill. Responsibility for undertaking regular Premises Training Sessions for Senior Management Team and Band 5 and 6 Clinical Staff. Departmental Support To manage and co-ordinate maintenance support services to all departments of the Hospice as provided by the Maintenance Team, e.g. Fundraising events, office/layout changes etc.

Monitor, scrutinise and project manage the development, content and implementation of a range policies and procedures within areas of compliance, Facilities Strategic Delivery plan, health and safety, standards and performance relevant to, and for, the Facilities Directorate. Ensure that the means of Facilities compliance delivery is regularly reviewed and develop appropriate recommendations on appropriate strategies to deliver optimum performance. Be required to analyse, interpret, and resolve highly complex statistical and information problems in relation to compliance facets across all Facilities services. These may require innovative and new ways of delivering services which may conflict with traditional thinking and opinions. To actively review a wide range of departmental practices to confirm they remain appropriate and where identified introduce modifications to deliver performance/compliance/financial/service benefits.

An award-winning property developer with an ever expanding portfolio across the UK, is recruiting a Facilities Manager to join their team in Liverpool. This position will manage a portfolio of properties across the UK, including PBSA and commercial and residential properties.

Working with operational budgets of up to £1.5million per property, you will have the opportunity to make a real impact, with hands-on support from the Operations team. You will be responsible for managing existing and pipeline portfolios across the UK, as they continue to develop and manage high-quality accommodation.
Your new role
You will be joining the FM team, reporting directly to the company head of property. Your key responsibilities will involve managing the TFM of purpose built student accomodation across a UK portfolio. You will directly manage the budgets for PPM and lifecycle works for your designated properties. You will also be directly responsible for ensuring all properties meet the statutory H&S and compliance requirements in line with the latest building regulations for residential properties. Your key duties will be as follows:
- Directly control the budgets for PPM, reactive and lifecycle works and make accurate forecasts
- Oversee all H&S and compliance
- Manage on-site contractors and 3rd party providers
- Management of hard and soft service contracts
- Be responsible for annual lifecycle asset management
- Project manage the end of tenancy turn around and move in/outs

What you'll need to succeed
- Strong budget management and forecasting skills
- Experience in a TFM role, ideally in a residential or student accomodation setting
- Membership to IWFM
- UK driving licence
- IOSH or NEBOSH qualification
