FHI360 seeks a qualified candidate for the position of Project Director for the anticipated USAID Leader with Associates (LWA) award for the Regional Resilience Activity for Sahel Region. The Leader and Associate Awards will seek to expand resilience in the Sahel (including in Burkina Faso, Chad, Mauritania, and the Gambia) by improving the ability of individuals, households and communities to mitigate, adapt to, and recover from perennial shocks and stresses. Potential activities areas are expected to incorporate a number of sectors including livelihoods and economic well-being, health, family planning, nutrition, governance, and citizen participation (especially women and youth). This position is expected to be based in Dakar, Senegal but the final location will be determined following issuance of the solicitation.
Availability of position is contingent upon funding and approval of key personnel.
Responsibilities:
Responsible for the LWA's successful implementation and for providing general program and technical direction. Management responsibility for all personnel dedicated to Leader or Associate Awards’ activities.
Provides overall vision and leadership for regional-level Leader Award activities, leading the development of the Leader award work plans and budgets; and ensuring successful activity delivery.
Serves as primary point of contact for the USAID AOR in the USAID Sahel Regional Office, and other USG officials in the region.
Leads the design and development of Associate Awards, including forming and coordinating design teams for each requested Associate Award.
Supervises the project directors/Chiefs of Party (COP) for all Associate Awards and lead coordination across the FHI 360 Team, and with COPs and staff.
Provide technical quality control for all deliverables under the Leader and Associate Awards.
Ensures the exchange of information and learning across regional stakeholders and staff and partners working on Leader and Associate Award activities.
Works closely with other USAID-funded projects in ensuring alignment between technical strategies and needs of regional and country teams.
Serves as the LWA’s representative to regional bodies and institutions, other donors, national government officials, and other participating organizations.
Responsible for addressing agreement-related issues, including ensuring that FHI 360’s financial controls and systems align with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.
Ensures appropriate levels of technical assistance for LWA activities; coordinates partner efforts in Leader activities and Associate Award design and development; and ensures appropriate activity monitoring and reporting.
Qualifications:
Minimum of a Master’s Degree in international development, agriculture, economics, water resources and natural resource management, business, public health, nutrition, social sciences, or a related fields.
15+ years of proven experience with project management principles and practices including 10 or more years’ experience in the strategic management of sophisticated projects including in sectors such as livelihoods, food security, nutrition, health, family planning, governance, and/or citizen participation. Preference for experience leading multi-sectoral activities aimed at improving the ability of individuals, households and communities to mitigate, adapt to, and recover from perennial shocks and stresses.
Preference for candidates with experience working effectively in the Sahel region, and with demonstrated knowledge of operating environments and socioeconomic and political dynamics in the region.
Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.
Demonstrated client leadership skills and knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation.
Demonstrated leadership, planning, staff development, and capacity building experience.
Strong written and oral communication skills. Fluency in both French and English is a requirement.
Ability to travel locally and internationally as requested.

Project: USAID Chief of Party, Regional Resilience Activity (Sahel)

We are currently seeking qualified Chief of Party candidates to be proposed on an anticipated USAID/Sahel Regional Misinformation, Disinformation, and Malinformation (MDM) Project that would support four countries in the region: Burkina Faso, Chad, Mauritania, and the Gambia. The activity will prioritize learning and adaptation, and will focus on supporting local leadership in understanding, tracking, and countering MDM in the Sahel region. This position will be based in one of the focus countries, with occasional travel to other countries in the region. Job Summary:
The Chief of Party (COP) will provide overall vision, leadership, management, and technical direction for the entire program, to ensure an integrated vision among different components and actors and achieve programmatic results. The COP will serve as the project’s main point of contact for USAID/Sahel Regional Office (SRO); local partners; and other program stakeholders. Further, the COP is expected to identify issues and risks related to program implementation in a timely manner, recommend appropriate program adjustment, and ensure smooth functioning among and between donor, grantees, partners, and other key stakeholders. The COP will supervise activity implementation and ensure that program activities meet the stated goals, objectives, and reporting requirements. The COP position requires strong and positive communication skills and political savviness, as they will interact with numerous institutions, local influencers and decision-makers, including those inside and outside of government structures. The COP must have demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines.
Essential Job Functions: Duties and Responsibilities:
Lead FHI 360’s project team and serve as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the award.
Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget.
Manage and supervise the work of experts/personnel provided under the award.
Serve as the primary point of contact for information on the progress and current status of all activities under the award.
Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met.
Manage the preparation and presentation of work plans, M&E plans, and all reports, ensuring the quality of all deliverables.

Ensure that solid relationships are built and maintained between and among FHI 360 and sub-awardee project staff, USAID, and key local stakeholders and partners.
Qualifications and Requirements:
Bachelor’s degree in a directly relevant field from an accredited university; Master’s preferred.
10+ years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID and conducted in West Africa with previous experience working in Burkina Faso, Mauritania, Chad, and/or the Gambia strongly preferred.
Prior experience as a Chief of Party or Deputy Chief of Party preferred;
Demonstrated success across the whole range of project management responsibilities including: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight;
Demonstrated successes in relationship management with multiple clients; oversight of program monitoring and evaluation; and documentation of results for USAID or other-donor funded programs;
Demonstrated successes in relationship management and collaboration with local partners;
Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in diverse team situations, build and maintain a cohesive team spirit, as well as mentor staff;
Past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming;
Demonstrated strategic planning, staff development and capacity building experience;
Strong written and verbal communication skills, and analytical capacity;
Experience working on civil society strengthening, social cohesion, reconciliation, social inclusion, conflict management, or peacebuilding;
Fluency in speaking, reading, and writing English and French required.

FHI 360 supports low- and middle-income countries to strengthen their provision of high quality, integrated health services, especially at the Primary Health Care (PHC) level. In particular, we are global leaders in supporting countries to integrate HIV and other health services into PHC systems, as the basis for sustainable epidemic control, and have supported over 30 countries on their HIV-PHC integration journey through global and bilateral projects.
We are seeking to further advance FHI 360’s work in this area by recruiting a Technical Director to provide leadership that pushes forward the frontiers of evidence and practice in achieving the integration of HIV into PHC systems. They will do this through the provision of technical advice, thought leadership, quality assurance, and capacity building of staff across FHI 360 and our partners in the field. The ideal candidate will have deep expertise in how to achieve integration at the systems level (e.g. incorporation of services into social health insurance packages, integration of externally funded workers into the government workforce, unifying data and supply chain systems), as well as at the service delivery level (e.g. how to integrate HIV care within primary facilities and at the community level). Broader experience with pandemic preparedness and response and PHC systems is also desired.

Job Summary:
The Chief of Party (COP) will provide overall vision, leadership, management, and technical direction for the entire program, to ensure an integrated vision among different components and actors and achieve programmatic results. S/he will serve as the project’s main point of contact for USAID/Bosnia and Herzegovina, local partners, and other program stakeholders. Further, the COP is expected to identify issues and risks related to program implementation in a timely manner, recommend appropriate program adjustment, and ensure smooth functioning among and between donor, grantees, partners, and other key stakeholders. S/he will supervise activity implementation and ensure that program activities meet the stated goals, objectives, and reporting requirements. Essential Job Functions: Duties and Responsibilities
Lead FHI 360’s project team and serve as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the award.
Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget.
Manage and supervise the work of personnel provided under the award including direct supervision of other members of the project’s Senior Management Team.
Serve as the primary point of contact for information on the progress and current status of all activities under the award.

Qualifications and Requirements
Bachelor’s degree in a directly relevant field from an accredited university, Master’s preferred.
10+ years of relevant experience, including at least 5 years of successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID and conducted in Bosnia and Herzegovina or other similar contexts, including the Western Balkan countries;
Prior experience as a Chief of Party or Deputy Chief of Party preferred;
Programming experience in the areas of peacebuilding, conflict mitigation, youth resilience, memorialization, reconciliation, countering dangerous speech, or other related areas;

Job Summary:
The Deputy Chief of Party will provide technical leadership on the Activity. They will, under the guidance of the Chief of Party and FHI 360 leadership, establish and continually refine technical frameworks, approaches, tools, and activities for that project. Family Health International (FHI 360) is seeking qualified candidates for the position of Chief of Party for an anticipated USAID-funded Health Systems Strengthening Activity in Burkina Faso. The activity aims to support the Transitional Government of Burkina Faso to strategically and comprehensively respond to the key challenges facing the country’s health sector.
The Chief of Party will be responsible for providing overall vision, leadership, and guidance to the project. They will provide support and direction for the provision of technical assistance and the management of subawards to local partners, including the development of capacity building and social accountability tools and tracking systems as needed. The COP will ensure the project is planned and executed with quality, accountability, and measurable impact. The COP will have or quickly develop a detailed understanding of the political dynamics in Burkina Faso and work collaboratively with the entities in place.

Accountabilities:
Serve as the project’s principal liaison with USAID and the Government and other key stakeholders including civil society, the private sector, universities, regulatory bodies, and health associations and build and maintain effective relationships with all key stakeholders.
The COP will work in synergy with other USAID efforts to support facility-level integrated health services delivery, community-based services, and HSS efforts to ensure comprehensive support to the health sector.
In addition to leading the team, the COP will be expected to operationalize the key elements of the Activity to ensure delivery against the expected results, including building on the gains of previous health system strengthening activities.
Oversee financial and administrative management of the program, ensuring budget discipline and compliance with FHI 360 policies and procedures and USAID rules and regulations.
Supervise the development and submission of program deliverables and provide accurate and timely reporting to USAID and key stakeholders on all program areas.
Oversee the establishment of effective and accurate project reporting, monitoring and evaluation, financial management, and personnel and procurement systems.
Ensure the achievement of high-quality results as committed in the work plans and M&E plan.
Provide onsite support and supervision to project teams and partners on a regular basis to ensure quality implementation of project activities.
Conduct performance assessments of direct supervisees, identifying and recommending areas for improvement and opportunities for professional development.
Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity.
Serve as a member of the FHI 360 Burkina Faso Senior Leadership Team and provide input and assistance to the management of the country program.
Create, promote and maintain a safe and equitable work environment for all personnel, including a harassment-and violence-free work culture, and systems for safeguarding project participants.
Education:
Bachelor’s degree or its international equivalent in public health, public administration, international development, or a related field.
Master’s degree preferred.
Project Management (PM) Certification preferred.
Experience:
Typically requires 12+ years of relevant experience in international development at a senior program management level, including 8+ years of line management experience.
Experience in managing complex activities involving coordination with multiple partner institutions strongly preferred.
Demonstrated success in managing USAID cooperative agreements, grants, and/or contracts and familiarity with USAID contracting rules and regulations.
Demonstrated experience with implementing health systems strengthening (HSS) programs – technical background in health, governance, or related programming a plus.
Demonstrated ability to develop and foster relationships with local government counterparts, local organizations, and donors. Experience at the district and regional level preferred.
Excellent communication (both oral and written), analytical, organizational , interpersonal, and cross-cultural skills.
Experience in Burkina Faso preferred.
Experience in fragile and conflict affected settings.
Proficiency in English is required.

Shifin ni Tagne will provide youth with the foundational skills needed to prepare them to become agile learners, able to adapt and learn new things in a rapidly changing environment. The project will provide youth, particularly adolescent girls and young women with disabilities, with the skills and knowledge to access sexual and reproductive (SRH) services and practice healthy behaviors. Additionally, Shifin ni Tagne will provide Malian youth with the relevant workforce readiness, vocational, and entrepreneurial skills to succeed as market actors in the agriculture and livestock value chains, vocational trades, sanitation and green jobs in their communities.
Job Summary:
The DCOP is responsible for supporting the COP in developing and maintaining the overall technical vision, strategy, and direction of the project; supporting design, delivery, and progress against the approved work plan; and reporting against the performance monitoring plan. The DCOP is versant in the barriers facing marginalized Malian youth in developing literacy, numeracy and life skills keeping them from engaging in safe livelihoods and participating productively in society. S/he will bring contextual knowledge of the learning needs of out-of-school youth and relevant youth service providers, entrepreneurship ecosystem actors, and reproductive health youth services providers. The DCOP will ensure that program components are evidence based, responsive to changing needs, incorporate Positive Youth Development guiding principles and the highest standards of Gender Equality, Safeguarding and Social Inclusion.
The DCOP will work collaboratively with consortium partners and provide technical assistance to strengthen their capacity. Required Qualifications:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in Mega Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. The Associate Director of Financial Management will be responsible for the overall financial management of the program and to provide leadership/mentorship to the Epic Finance team. Duties require broad conceptual judgment, strategic thinking, initiative to innovate and ability to deal with a wide range of finance issues in a high pace environment. Specific Responsibilities
Global Financial and Accounting Services (GFAS) Accounting
• Assume primary responsibility for reviewing the GFAS account promptly and accurately, including the review of bank statements, bank reconciliations, expense/advance reports, and GFAS reports.
• Ensure that the GFAS report is complete, individual transactions are properly documented and approved and all accounts are reconciled prior to submission to Headquarters.
• Work closely with the project finance staff to ensure final reconciliation of GFAS transactions and to resolve questions on the GFAS reports promptly.
• Work closely with the Director, Finance & Operations and COP to prepare cash flow and monthly projection of expenses for replenishment of field funds.
Financial Management of Sub-Awards

• Oversee the payroll calculation & allocation, ensuring that it is accurately allocated to the correct charge codes based on staff timesheets, Leave, and relevant terminal benefits are accurately accrued.
• Review expense reports submitted by office staff and consultants, provide feedback as necessary.
• Assure proper allocation of expenditures to appropriate charge codes and GL expense categories.
Budget
• Work closely with the Director, Finance & Operations and Chief of Party to prepare annual budgets.
• Control/monitor budget availability for each requisition.
• Maintain, review, analyze and track project budget on a regular basis; record actual costs against approved budget.
• Report any major variances (or projected deviations) to the COP and the regional office.
Administrative Management
