Job Description

The Department of Political Science at the National University of Singapore invites applications for the position of Head of Department at the rank of full professor or higher (endowed chair professor). The new Centre for Investor Protection aims to undertake independent research, public education and related activities to promote the improvement of investor protection in Singapore and beyond. Projects conducted by the centre should have significant implications for policy and practices relating to investor protection. The key types of research and activities to be conducted are:

(c) Public education seminars and workshops
(d) Other activities directly related to the centre’s purpose

The Research Manager will report to the centre Director and is responsible for overseeing and managing all aspects of the centre’s projects. This includes working with the centre Director and project leaders in designing and implementing research methodologies, analyzing data, providing actionable insights to key stakeholders; and overseeing and managing the writing and editing of case studies. The Research Manager will also be responsible for managing a team of researchers and student assistants and ensuring the successful execution of projects within established timelines and budgets.

As a Programme Manager at the Bioinformatics Institute within the Agency of Science, Technology and Research, you will play a crucial role in driving the success of our research programmes. Key Responsibilities:

1. Programme Ownership:
   • Take ownership of research programmes together with the scientific lead, overseeing the entire lifecycle from project formation to execution.
   • Collaborate with research teams in the early phases to assist in proposal scoping and development, funding acquisition, and project initiation.
2. Project Management:
   • Utilize strong project management skills to ensure projects are delivered on time, on target and within resources.
   • Develop and implement project plans, track progress, and proactively identify and mitigate risks, under framework agreements.
   • Work closely with scientific lead to pitch to management and gain required approvals for contract execution and funding.
   • Working with other project managers in the programme to coordinate execution and reporting.
   • Manage multiple programmes concurrently, each at different stages of development, with varying levels of attention required.
   • Prioritize and allocate resources efficiently to meet programme objectives
3. Stakeholder Management:
   • Engage with internal and external stakeholders to build strong relationships and ensure alignment with programme goals throughout programme lifecycle.
   • Effectively communicate project updates, milestones, and potential challenges to stakeholders.
4. Conflict Management:
   • Demonstrate strong conflict resolution skills to address issues promptly and maintain positive team dynamics.
   • Navigate challenges tactfully while keeping the focus on programme objectives.
5. Strategic Partnering and Business Development:
   • Work with the Business Development team to assemble Industrial Stakeholders and Performers across Research Institutes (RI"s) to build a cohesive team for the execution of the programme.
   • Supporting on Strategy and Business Development activities when called upon.

Qualifications:

• PhD or other advanced degree in bioinformatics, biomedical engineering, life sciences or relevant scientific or management field.
• Proven success in programme and project management, preferably in a research or academic setting. PMP certification is a preferred.
• Strong understanding of bioinformatics and life sciences.

Job Description

Perform a variety of research activities which include planning, organizing, and conducting research studies under the supervision of the Principal Investigator (http://www.digitalmedicinelab.org/):

• Apply statistics, machine learning, and deep learning to analyse various types of clinical data such as large-scale electronic health records, bio-signals, and/or medical images (MRI, CT, X-ray).
• Conceptualise new ideas and develop plans for independent research which could have a considerable influence and impact in medical informatics and health data science.
• Write high-quality technical/methodological research papers, present research outcomes and develop connections with local and international researchers for collaboration work.
• Provide guidance and mentorship to junior researchers and graduate students, and get involved in occasional educational/instructional activities.
• Perform other academic duties as required by the Principal Investigator.

Job Requirements

• PhD in Statistics / Biostatistics / Computing / Engineering / Epidemiology with good mathematical knowledge and extensive research experience in machine learning and statistics.
• Proven record of publications in reputable journals and/or good machine learning and data science conferences.
• Possess good programming skills in R and Python.
• Have interests in applying statistics and machine learning to solve real-world medical problems.
• Willing to conduct independent research as well as support team research activities.
• A strong team player with the ability to work harmoniously with a diverse workforce.

Roles & Responsibilities

· Collaborate with global and regional teams on projects and initiatives, ensuring market relevance and sensitivity towards cultural differences

· Ensure effective communication of annual learning and development plans to ensure strong level of awareness across the business and to identify suitable candidates for the training programs.

· Hands-on development, management and implementation of learning programs and initiatives at all levels of the business by partnering with the business and local L&D counterparts in the subsidiaries

· Undertake a Facilitator’s role to educate and ensure consistency and relevance of in-house initiatives and programs.

· Negotiate and liaise with internal experts/trainers and external training providers to design and deliver comprehensive in-house training programs, and commission agreed new or specialist courses and training programs from other providers, Colleges and Universities.

· Lead, improve and evaluate a comprehensive Onboarding program to meet the needs of all staff, including key legal requirements, according to the requirements of Company policy

· Ensure employees’ individual development plans (IDP) are completed with a follow up Action Plan in place and reviewed

· Guide the business to provide quality Career Discussion with the employees and in line with career development plans (CDP)

· Actively leverage the Learning Management System to ensure completion of administrative processes related to Learning and Development processes.

· Responsible for data management, budget management, vendor management and L&D governance

· Ensure adherence to company policy on approval and budget related matters

Skills & Qualifications

· Bachelor’s degree in Business Management or Human Resource Management

· Minimum 5 years in an MNC with experience in the L&D functions including Program Design and Delivery

· Savvy in working effectively with various stakeholders across varying nationality, cultures and seniority

· Exemplary communication, negotiation, influencing and presentation skills

· Warm personality with great energy and initiatives

· Creative, resourceful and meticulous and strong with powerpoint presentations

· Good with time management and prioritizing the urgent vs important deliverables
