This assignment is the Chief Health Information Management (CHIM), which is the highest-level professional position at the facility with responsibility for the management and direction of the health information management program. This assignment is only for the CHIM in VA Medical Centers for all categories (1a, 1b, and 1c) within the complexity level 1 as designated in the VHA Facility Complexity Level Model, with full program management and supervisory responsibility to direct professional MRAs, technical MRTs, and other support staff in health information management.
CHIMs in this assignment provide technical advice, planning, and evaluation about health information management issues impacting the overall program on a regular and recurring basis. Multi-division, integrated health care systems under the leadership of a single director are considered to be a single facility with one CHIM. A position with program responsibility over less than a single health care system does not have full program responsibility for the health information management program.
The CHIM establishes policies, procedures, responsibilities, and requirements for HIM-related matters, such as health record documentation, coding and clinical documentation improvement, release of information, file room/scanning, records management, transcription and medical speech recognition, as well as the overall management of health information and Veterans health records. They oversee development, implementation and adherence to HIM industry standards, policies, procedures, laws, regulations, and accrediting bodies. The CHIM is responsibility for all facets of the Health Information Management (HIM) program and processes. Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, The Joint Commission (TJC) standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agency standards. Creates and monitors systems to ensure accurate, timely, and complete health records, in accordance with VHA policy and TJC health information protocols. For example, the operator uses equipment that is fitted with a front-end loader to maneuver to a specific spot to transfer material from the ground into a dump truck. The equipment is used as a tool for the purpose of digging multiple graves and preparing grave sites for first and subsequent interments. Landscapes grave sites by clearing brush, tree stumps, and rocks and cleaning underdeveloped land. Adjusts attachments for proper level, angle, and depth, according to the work to be done and the type of equipment used. Work is generally done on flat or rolling terrain, at new or previously landscaped grave sites with simple terrain problems.
Operates backhoe in place to excavate earth composed of dirt, rock, sand, and/or clay from grave sites. Digs graves on level ground and hillsides above or below the frost line under widely varying conditions, subject to contact with mud, ice, snow, rock, hard-pan clay, and tree stumps. Uses equipment to dig ditches in occupied grave sites for the placement of French drains and to backfill and tamp grave sites following burials.

The incumbent, as a Cemetery Administration Specialist, will monitor committal services for compliance with the National Cemetery Administration (NCA) standards pertaining to the mission to "honor Veterans and their families with final resting places in National Shrines and with lasting tributes that commemorate their service and sacrifices to our Nation."
