[What the role is]
We are a close-knit, high-performing, and multi-disciplinary research division in Singapore Public Service. We are expanding and are recruiting a Senior/Research Specialist to work with a range of research initiatives in Singapore’s social service sector. Specialising in longitudinal and birth cohort studies, our team conduct research in various areas ranging from family and child welfare; offending and rehabilitation; population studies; economic evaluation; quality of life, and organisational development and wellbeing.
The Senior/Research Specialist will perform a crucial role in managing data-related tasks, analyses, and the dissemination of findings.
We are looking for a team player who is self-driven and takes the initiative to engage with team members and multiple stakeholders; is creative and adaptive at operating in a dynamic, fast-paced environment; possess a growth mindset and is able to quickly learn and apply.

[What you will be working on]

Responsibilities
1. Contribute to the development and implementation research projects.
2. Extract, transform and load data from multiple-sources
3. Conduct data analysis to address queries from stakeholders.
4. Prepare and tailor research reports and publications for a range of stakeholders (e.g., academic experts, policy-makers, public).
5. Manage research team in training of research assistants and supervising the collection of longitudinal data
6. Undertake administrative tasks related to the research project.
7. Organise research-related networking and dissemination activities (e.g., seminars, workshops, communities of practice).

[What we are looking for]

Personal Competencies:
• Demonstrable experience in tailoring written communication to a diverse range of stakeholders

• Strong project management and organisational skills. These include:

For the senior research specialist position, at least three years of research experience is required.

The Release Train Engineer position will be require to perform the following services:

• Facilitate ART events and processes, and support our teams in delivering value.

• Communicate with stakeholders, escalate impediments, help manage risk, and

drive relentless improvement.

• facilitate Agile Release Train (ART) practices and Program Increment (PI)

execution

• support the adaptation of SAFe® to the AEC’s needs, standardising and

documenting practices.

• Utilise relationship management skills to form and maintain positive working

relationships across the Program

• Perform additional responsibilities in line with this position

The major duties of the Training Instructor include, but are not limited to, the following:

• Provides high quality training to law enforcement personnel; instills technical and analytical knowledge, skills, and attitudes needed for the highest possible proficiency in the law enforcement field.

• Serves as a member of the Forest Service Research Executive Team, and as such is responsible for providing national leadership to comprehensive scientific programs.
• Both nationally and internationally there is a strong and increasingly public interest and demand to manage forests and rangelands on a sustainable basis.
• Serves as the principal consultant and expert advisor to the Chief of the Forest Service, Deputy Chiefs, Station Directors, and Regional Foresters on the silvical and ecological components of forest and rangeland management.
• Determines the relative emphasis that should be placed on basic and applied phases of research to provide an adequate knowledge base for Federal, State, Tribal, and private forestry, and range programs.
• Reviews Forest Service Research and Development Stations in terms of local, national, and international needs, makes recommendations, and strongly influences the implementation of any needed changes, modifications, or adjustments.

The selectee will serve as a Clinical Research Psychologist in the Office of Strategic Intelligence and Information, National Threat Assessment Center Division. Typical work assignments include:

• Serves as a consultant in the areas of psychology, mental health, threat assessment, and the behavioral sciences in support of the US Secret Service intelligence mission.  Consults on the risk intelligence subjects may pose to persons protected by the US Secret Service; recommends specific investigative and management techniques to better evaluate and mitigate risk; and provides guidance on best practices for interviewing intelligence subjects.  As required, may perform and/or participate in interviews with intelligence subjects.

• Develops and/or participates in research projects in order to advance the agency’s understanding of the area of intelligence, while using a variety of statistical techniques.  Identifies and defines advances in research, technologies, and strategies, assessing their impact on the agency’s mission and advises on the implementation of such advances to support operational activities.  Maintains professional and collaborative relationships with peers throughout the academic and professional world for the purpose of developing policies and procedures, promoting information sharing, participating in operational partnerships, and engaging in collaboration.

• Provides training and guidance to agency headquarters and field office personnel on mental health risk assessment and how research and clinical best practices impact the agency’s understanding of protective intelligence subjects and whether the subjects pose risks to US Secret Service protective interests.  Develops and conducts training for US Secret Service personnel and representatives from Federal, state, and local law enforcement agencies, as well as community partners.  Develops innovative training modules and simulated training activities to reinforce key concepts in protective intelligence, psychology, violence prevention, and crisis intervention.

• Represents the US Secret Service at conferences and meetings with senior level government officials, representatives of State and local governments, officials from private and public organizations, and academic institutions, and makes presentations at professional conferences.  Prepares reports and delivers presentations and briefings regarding findings.

• Designs and executes operational research projects and activities on the thinking and behavior of persons who pose or potentially pose threats to US Secret Service protected interests, and other topics in support of the US Secret Service intelligence mission.  Performs continuing reviews of the professional/academic/trade literature in order to ensure familiarity with current practices and research findings in subject areas relating to the US Secret Service protective intelligence mission, including behavioral analysis, threat assessment, violence risk assessment, mental illness and personality constructs, and the mitigation and management of threatening behavior.

NCSS, a statutory board under the Ministry of Social and Family Development (MSF), is a membership body for more than 500 Social Service Agencies (SSAs). These SSAs provide social assistance and support a range of service user groups, including children, youth, elderly, families, people with disabilities, and people requiring mental health assistance. NCSS’s mandate is to support SSAs in strengthening their organisational capabilities so that they are effective in delivering quality, innovative and sustainable solutions to address social needs.
The job holder will working in the Evaluation Team within the Translational Social Research Division, focusing on research related to SSAs’ organisation health. The individual will work extensively with various teams in NCSS that develop and implement schemes and initiatives to drive capability-building of SSAs and the sector, in areas such as digitalisation, manpower and volunteer management.
The individual will advise and provide support in the area of data analysis, visualisation, as well as data collection/research methods, to enable data-driven decisions in planning for sector development.

Analyse and Generate Insights on the Organisational Health of SSAs

1. Conduct in-depth analysis on the organisational health of SSAs to articulate the impact of organisational capability-building efforts on service outcomes for service users, and inform capability-building strategies for the sector. 

This entails

a. Maintaining, updating and enhancing dashboard on organisational health of the sector, incorporating relevant data sets  

b. Advising on updates to organisational health frameworks, survey and self-assessment methodology of self assessment tools

c. Sense-making and identifying the relationship between service user outcomes, capability building efforts and organisational health data

Analyse and Generate Insights on Manpower in the social service sector

2. Work with NCSS teams to analyse workforce trends to guide decision-making and strategic planning, and develop relevant metrics and dashboards to monitor performance; including

a. Identifying and assessing key sectoral manpower challenges and needs, uncover insights on attraction and retention of segments of the sector workforce, including Social Service Professionals in management roles

b. Developing meaningful sector level indicators, working with demographics, compensation and other data types  

c. Monitoring and reporting key statistics

d. Collaborating with internal and external stakeholders for analysis and reporting needs

e. Leveraging market benchmarking data to influence and optimise decision making.

Strengthen In-house Research and Evaluation expertise

3.   Support NCSS research and evaluation projects on sector and SSA needs, by

a.       Providing feedback on surveys administered by teams and provide support in analysing the findings

b.       Advising on the design and implementation of research studies

c.       Advising on the impact evaluation of capability-building schemes to assess impact, identify learnings and inform forward plans.
