Your Role

We are seeking a Senior Program Officer, Credit Usage to lead this next phase of our work. In this role, you will work across the foundation and the industry to develop and lead a portfolio of investments that align to our new strategy, pushing the bounds of our thinking on how to solve seemingly intractable problems in this space. In addition, you will serve as the internal and external expert on productive credit, continuing to build the foundation’s role as a leader with a point of view in the industry.

This role reports to the Deputy Director, Usage, Gender, and Distribution. The role does not have people management responsibilities but does collaborate extensively with internal and external partners.

This role is a full-time position based either in Washington, DC, or London, UK.

What You'll Do

• Continue to iterate and improve upon the existing credit strategy in a way that balances innovation, learning, and scaling.

• Develop a portfolio of investments that aligns to the strategy and that result in measurable financial inclusion impact, especially for women.

• Collaborate across Inclusive Financial Systems (IFS) and other teams – especially Gender Equality and AgDev – to co-design investments aligned to each team’s strategies.

• Establish and manage an ambitious but achievable road map for all credit-related work.

• Set and meet or exceed clear, measurable critical metrics for the credit portfolio.

• Manage the portfolio of investments for on-time completion of targets and deliverables.

• Identify key portfolio risks, and develop, communicate, and implement mitigation strategies.

• Lead a process of systematic learning from successes and failures in the portfolio.

• Manage the annual budgets to avoid over/underspend while ensuring the highest impact return on investment.

• Continually hone your expertise in credit by monitoring emerging evidence, innovation, and trends

• Serve as a spokesperson and represent IFS’ interests as they relate to credit to achieve financial inclusion both internally with other teams and externally with partners, peers, and other collaborators.

• Work with foundation leadership as requested to address cross-cutting issues and improve functions and performance.

• Lead the preparation of materials for the annual planning process, strategy reviews, learning sessions, briefings, and submissions to the Global Growth & Opportunity President, CEO, and Co-Chairs, and other deliverables as required.

• Ability to travel ~30% domestically and internationally.

Your Experience

• Validated expertise in the design and/or delivery of innovative digital financial services, especially credit, ideally gained as an operator, investor, or other relevant role. A minimum of 12 years of experience is preferred.

• Practical experience working with the foundation’s target populations to achieve impact in the form of increased incomes and resilience; extensive operational experience gained in the field with our target populations, especially in Sub-Saharan Africa or South/Southeast Asia, is strongly preferred.

• Domain expertise in either agriculture supply chains and/or microenterprise is also preferred.

• Experience managing ambitious targets, preferably with full P&L responsibility.

• Ability to develop a coherent strategy and execute on it; results-oriented with an ability to prioritize, make trade-off decisions, focus, and get things done within a complex organizational structure.

• Demonstrated capacity to use data and evidence as a tool for problem solving.

• Experience building partnerships with cross-sectoral, cross-functional teams to tackle complex and multi-faceted problems.

• Exceptional communication skills – ability to translate complex ideas into a coherent message for diverse audiences. In addition to general communication skills, the ability to communicate in a local language in any of our focus countries is highly valued.

The salary range for this role is $166,300 to $249,500 USD.  We recognize high-wage market differences where our offices are located, in Seattle, WA & Washington, D.C.  The US range for this role in these locations is $181,200 to $271,800 USD.  As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint. Key Role:

Manage classified government contract programs and oversight of the day-to-day operations of a Special Access Program Facility (SAPF). Provide support in clearance processing, visit certifications, document control, and physical security for controlled areas associated with special access programs. Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $65,300.00 to $149,000.00 (annualized USD). Overview of the job

Post holders will undertake the full range of offender management tasks with offenders under supervision including assessment, sentence implementation and producing reports; utilising service procedures and practice directions to underpin professional judgement.

• Directly supervise ITM Assistant Directors and oversee all assigned employees through subordinate supervisors, including operational responsibility for work performed by contract employees.
• With the CIO, develop Criminal Division's IT goals, programs, and priorities by analyzing available and emerging technology and industry trends. Analyze resource requirements and develop approaches that will best support the IT and litigation goals of the Criminal Division.

• With the CIO, develop Criminal Division's IT goals, programs, and priorities by analyzing available and emerging technology and industry trends. Analyze resource requirements and develop approaches that will best support the IT and litigation goals of the Criminal Division.
• As a technical authority, consult, collaborate with and advise on a wide range of information technology, cybersecurity and enterprise architecture programs, planning, and agency/federal sector wide initiatives.
• Interface with senior executive service (SES) Criminal Division leadership to present and propose novel and progressive solutions to critical IT issues.
• Provide broad oversight to Criminal Division's e-discovery and e-litigation services.
• Partner with other IT managers to bring state-of-the-art and emerging trends in e-litigation to the Criminal Division.
• Develop and foster relationships with IT peers at other DOJ components to improve collaboration and the efficiency of sharing information for joint litigation and investigations.
• Plan, implement, and oversee the Criminal Division's enterprise level IT infrastructure, including engineering and technical support activities.
• Manage IT projects with high complexity or risk, such as agency-wide system integrations that include large­ scale enterprise resource planning.
• Develop and implement project management procedures, tools, templates, activities and infrastructure to be used throughout ITM and foster an environment where project management principles are practiced and followed.
• Establish high level process design requirements, work to eliminate inefficient and redundant processes, and optimize the use of organizational assets.
• Oversee and lead the development of policies, guidelines and standards for the planning, development, integration, implementation, and evaluation of IT systems and subsystems that meet overall information needs of the Criminal Division.
• Produce and provide key performance indicators and/or standards for all ongoing operations and maintenance activities across the Enterprise IT landscape, including direction for the automation of this reporting to executive leadership.
• Develop budget and resource requirements for ITM, provide necessary justifications, and ensure best use of scarce resources by promoting accountability and efficiency.
• Oversee management of customer support within the Criminal Division, a function chiefly carried out by the ITM Service Desk (ITSD) team.

• Provides oversight of many programs and sports diplomacy initiatives, including Sports Envoys, Sports Visitors, the Programming Initiative, the Global Sports Mentoring Programs to empower women and promote inclusion for people with disabilities.

Serves at the Deputy Assistant Director for the Reentry Services Division (RSD) in the Federal Bureau of Prisons (BOP), an organization charged with the care, custody, and corrections of offenders and staffed by professional, technical, administrative, supervisory, and managerial employees housed in Federal correctional facilities.

Provides direction for the BOP's National Reentry Affairs efforts, including strategy development, staffing and resource recommendations, and oversight of outreach efforts at the national level which includes collaboration with other Department of Justice (DOJ) entities, U.S. Probation and the Federal Courts, as well as numerous other federal, state, and local agencies.

Prepares position papers, reviews research, and advises the AD regarding strategies to facilitate successful reintegration of offenders into the community, to include home confinement and others community placement strategies.

Assist in the development and issuance of service-wide policy guidelines for the implementation and operation of the assigned functions and programs throughout the BOP, and for providing advice and technical assistance to regional staff and, through them, to institution managers.

Responsible for correspondence generated in response to public, congressional, and intra-governmental concerns for the AD.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

MAJOR DUTIES AND RESPONSIBILITIES:
Provides leadership, expertise, and strategic direction for the facility's Research Compliance Program.

Assists oversight bodies such as the VA Office of Research Oversight in policy and research compliance development through national committee or workgroup service such as the Field Advisory Committee.

Serves as the primary resource for developing local regulations, policies, memoranda, alerts, and other requirements based on the interpretation of a variety of VA regulations, Office of Research and Development (ORD) policy statements, manual handbooks and directives that affect the administrative aspects of Research Compliance.

Ensures that relevant regulatory and policy updates are disseminated to research administrators, research oversight committees, research investigators, other research personnel, and facility leadership in a timely manner.

Works with research personnel on a day-to-day basis to maintain current and open communication regarding research compliance issues. Ensures that Truman VA staff conform and comply with all Human Research Protection Program (HRPP), Institutional Animal Care and Use Program, and safety and security policy requirements established by the VA, NIH, FDA, AAALAC, NRC, USDA, and DOD as well as local policy from the Truman VA and Research Service.
