Essential Duties & Responsibilities

• Attend calls with Asset Manager, HUD, borrower, and outside counsel on requests that require Lender consent. The Analyst will assist managing Borrower expectations on timing based on compiling initial package, HUD submission, and review time. 

• Respond to all internal and external inquiries in a timely, accurate and professional manner.

Managing large scale projects within and across the programme, following a clear project management methodology and report progress against defined actions Manage multi-disciplinary teams associated with the delivery of identified projects, ensuring work is defined and delivered on time and utilising people management skills to get the most out of team members. Coordinate the work of different workstreams within the project, ensuring the phasing of activity within the overall workplan and the compilation of both broad and detailed plans. Leidos is seeking an experienced Budget Execution Analyst for our client’s operational requirements on a mission focused program within a challenging, dynamic setting located in Virginia or Maryland area The Budget Execution Analyst shall support all aspects of developing, executing, and monitoring budgets for internal needs.

Primary Responsibilities: 

In-depth knowledge related to one or more of the designated:

• Development of fiscal spend plans, tracking of spending and execution, documenting financial commitments, obligations, and expense.

• Interfacing with various components related to travel expenses.

• Documenting financial commitments, obligations, and expense.

• Prepare and process transactions, ensuring payments are certified.

• Develop financial standard operating procedures.

• Record and track interagency agreements for facilitating Economy Act and other financial transactions.

Basic Qualifications:

• TS/SCI with CI Poly

• Demonstrated experience with budget execution activities.

• Demonstrated experience with budget analysis.

• Demonstrated experience with IPPBE processes.

• Experience with working in the Intelligence Community

• BA degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience or Associates and 14 years of prior relevant experience.

• Min 4 year working with or in the IC.

JOB SUMMARY:

STC’s Cost & Financial Planning & Analysis (FP&A) Analyst maintains and monitors cost and manufacturing accounting process and provides financial planning and analysis to support continued profit and productivity improvement for the business.

ESSENTIAL FUNCTIONS:

• Participate in the month-end close, including preparation of required journal entries, account reconciliations, and prepare month end operating review analysis package.
• Lead preparation of the monthly forecast and quarterly operating review. 
• Lead and coordinate inventory costing process.
• Coordinate and compile annual physical inventory including end of life and full absorption reserve balances.
• Participate in the annual strategic planning and budgeting processes including establishing assumptions, spreadsheet modeling, consolidation, analysis and presentation preparation.
• Prepare and present various daily and weekly operating metrics to monitor business performance.
• Analyze variances in sales, manufacturing, and general expenses ensuring alignment with budget, forecast, and prior year. 
• Analyze and propose improvements in working capital.
• Analyze and review bills of material to ensure accurate product costing.
• Prepare and review product cost estimates as requested by the Sales and Engineering Departments.
• Perform product line profitability analysis.
• Prepare ad-hoc financial analysis to support senior management decisions.
• Support integration into new parent company.

DESIRED SKILLS AND EXPERIENCE:

• Degree in Accounting or Finance and/or MBA required. 
• 5-7 years of accounting and experience, including cost, in a manufacturing environment.
• Experience in preparing, analyzing, and implementing accounting and reporting requirements.
• Excellent computer and technological skills, including high proficiency in Consolidation Systems, ERP, and Microsoft Office Applications preferred.
• Superior verbal and written communication skills.
• Works effectively in a team environment, within and outside of the Finance Department.
• Consistently operates at the highest level of integrity and is never willing to compromise with regards to ethical standards.
• Working knowledge of SQL a plus

WORKING CONDITIONS:

Work is normally performed on site in St. Albans, Vermont. Office work is performed in a climate-controlled office environment, but substantial time on the shop floor is required, which can be noisy and dusty, as well as hot during the summer. Proper safety equipment is provided by STC where necessary. Travel is anticipated to be a low percentage of time.

PHYSICAL DEMANDS:

Work involves standing and walking for moderate periods of time, with some duties performed from a seated position. There is potential for eyestrain from reading detailed materials and computer screens.  Deadlines, workloads during peak periods, and changing priorities may cause increased stress levels. Work may include occasional lifting and carrying objects or pushing/pulling carts weighing approximately 50 pounds, such as products, tools, gages, and equipment.  Work normally requires finger dexterity and eye-hand coordination to operate computer keyboards at a moderate skill level.  Repetitive motion injuries may occur.  The company will provide adaptive devices as needed.
