The Role

Job Summary: Provides for the security of Saint Francis Hospital patients, visitors, staff, equipment, supplies, facilities and hospital contents.

Minimum Education: High School Diploma or GED.

Licensure, Registration and/or Certification: CLEET certified peace officers, must obtain CLEET Armed Security Guard Certification within ninety days (90)of hire. All others, must obtain CLEET Armed Security Guard Certification within sixty days (60) of hire.

Provides back up to the officers in other areas of the hospital as appropriate to contain and resolve disruptions of normal activity. Responds to fire alarms on the secondary call and acts as directed by the Hospital Fire Marshal or the Stationary Engineers. Performs the function of Security Dispatcher when needed. Investigates unusual incidents, completes appropriate incident reports and submits completed reports to the Risk Management Department. Observes employees entering and leaving the hospital at shift change, provides escort service to parking lots when requested and provides escort service for persons transporting money or other valuables. We are looking for an experienced and dedicated licensing professional to join our busy team of licensing officers here at the Royal Borough of Windsor & Maidenhead.

This role will involve the enforcement of the full range of licensing legislation including the Licensing Act 2003, Gambling Act 2005 and legislation regulating the licensing of hackney carriage and private hire drivers, vehicles and operators.

You will be involved in the licensing processes, carry out inspections and operations to enforce the legislation as required, including outside of normal office hours, and participate in joint operations with other service units of the Council and external partners such as Thames Valley Police.

You will also investigate alleged offences under the legislation up to and including preparing prosecution reports and giving evidence in court, and prepare and present reports at licensing hearings.

About the role:
This position involves supporting students and staff at the University's main campus and off-site buildings, ensuring a safe environment throughout.

The role is very customer focused. You will be expected to perform well when dealing with emergencies, medical first aid response, alarm activations and many other reported incidents.

Principal Environmental Enforcement Officer

Main purpose of post

The Principal Environmental Enforcement Officer will support the Commercial Waste and Enforcement Manager in ensuring the delivery of an enforcement and commercial waste service which contribute to the effective management of the Lambeth environment and ensures compliance with the statutory provisions outlined within legislation such as the Environmental Protection Act 1990, Environment Act 1995, London Local Authorities Act 1990, Highways Act 1980 and Anti-social Behaviour, Regulation of Investigatory Powers Act 2000, Crime and Policing Act 2014 to resolve environmental crime issues on behalf of citizens and local communities.

To lead the environmental enforcement team and carry out environmental enforcement activity across the borough including (but not limited to), fly-tipping, littering, dog fouling, unlicensed street trading, commercial waste enforcement, enforcement of Public Spaces Protection Orders (PSPO).

Lead on the project management and delivery of commercial waste and environmental enforcement projects and support the development and implementation of aspects of the Council’s commercial waste and environmental enforcement strategy and policies.

Deputies for the Commercial Waste and Enforcement Manager in their absence, up to an additional 3 members of staff.

The post-holder will be required to utilise the relevant statutory provisions to respond to a
wide range of offending behaviour; working closely with other teams within Residential Services and the council in order to achieve the council’s objectives. The post holder will also be required to deliver planned activity outside of normal office hours (21 hours per month)

Utilise Council powers outlined within the Environmental Protection Act 1990, Environment Act 1995, London Local Authorities Act 1990, Highways Act 1980 and Anti-social Behaviour, Regulation of Investigatory Powers Act 2000, Crime and Policing Act 2014 to resolve environmental crime issues at on behalf of citizens and local communities.

2. Responsible for assisting the Commercial Waste and Enforcement Manager in the preparation of all necessary evidence and documentation to support the Council’s case when taking legal action for the recovery of commercial waste debts, or to investigate environmental crime on behalf of citizens and other stakeholders and utilise the full range of statutory powers to take robust enforcement action to tackle recurrent offending behaviour.

3. Lead and manage enforcement related projects liaising with Public Protection, Police, Highways Enforcement, CCTV, Contractors, Councillors, BIDs, Residents etc.

4. Work in partnership with internal departments, partner agencies and statutory bodies to deliver high profile enforcement and regulatory services; which challenge, deter and prevent various forms of environmental crime.

5. To manage enforcement ensuring business compliance with the Environmental Protection Act 1990 and subsequent legislation and ensuring effective enforcement of all related legislation through the appropriate use of regulatory practices and procedures.

6. Investigate environmental crime on behalf of citizens and other stakeholders and utilise the full range of statutory powers to take robust enforcement action to tackle recurrent offending behaviour.

7. To assist in the training of new Environmental Enforcement and Commercial Waste Officers monitoring performance and reporting back to the Environmental Enforcement and Commercial Waste Manager performance issues or concerns.

8. To monitor the health and safety of Environmental Enforcement and Commercial Waste Officers during patrols, ensuring any potential risks are immediately reported to the Environmental Enforcement and Commercial Waste Manager.

9. To effectively manage Complaints, Members Enquiries and FOI requests regarding Commercial Waste and Enforcement and providing analysis from complaints which feeds into service delivery improvement.

10. To collate, analyse and feedback Environmental Enforcement and Commercial Waste performance to managers.

Professional qualifications Q1 A degree level qualification (or equivalent) in a relevant discipline and evidence of continuing professional development, or experience (one year) and evidence of professional development where no degree is held.
Q2 The post holder must hold a full, manual UK driving licence, with no more than six points. This must be maintained throughout employment
Key Knowledge K1 Detail knowledge of the relevant legislative framework, including working knowledge of the provisions outlined within the Environmental Protection Act 1990, Environment Act 1995, Crime and Policing Act 2017, and subsequent amendments and additions.
K2 Sound working knowledge of the Police and Criminal Evidence Act, Criminal Procedure & Investigations Act 1996 and the Regulation of Investigatory Powers Act 2000.

Main purpose of post:
• To carry out environmental enforcement activity across the borough including (but not limited to), fly-tipping, littering, dog fouling, unlicensed street trading, commercial waste enforcement, enforcement of Public Spaces Protection Orders (PSPO).
• The post-holder will be required to utilise the relevant statutory provisions to respond to a wide range of offending behaviour; working closely with other teams within Community Safety and the council in order to achieve the council’s objectives. The post holder will also be required to deliver planned activity outside of normal office hours (21 hours per month).

Professional Qualifications:
