Chief Information Security Officer for ISS Singapore

Reporting functionally to the Global CISO - Head of ISS in CACIB Paris, and hierarchically to the Head of ISAP, he/she is:

- CISO of Singapore Branch

- Head of APAC/ME ISS filière, that coordinates Information Security on the APAC/ME region.

He/She is in charge of assessing the Information System Security risks, and piloting necessary actions to remediate or reduce the risk, relying of local staff when it comes to ensuring local regulations are taken into account.

The Singapore CISO:

- Manages functionally the CISOs in APAC/ME countries when the function exists

- Manages functionally and coordinates the CLSi (Local Information Security Coordinator) in APAC/ME. Note that the global CLSi network is overseen by the CISO Deputy in ISS Paris, to ensure a global coordination and communication is done for all regional areas, and to set the common yearly roadmap.

His/Her main missions are:

- Contribute to the definition of the ISS strategy for the company and foster the implementation of this strategy on his perimeter

- Evaluate and manage risks to ensure the company is protected at an adequate level, and alert if need be

- Enforce IT security standards

- Contribute to the management of security incidents and vulnerabilities

- Monitor action plans

- Monitor employee and IT developers’ awareness program about information system security issues

- Coordinate the watch for his perimeter

- Review permanent controls level 2.1 for his domain of responsibility, and follow the reporting of these results to the Risk departments and ISS France

The ISS ASIA/ME filière:

- Participates to the ISS governance set by ISS France and CA group and organizes the governance the regional perimeter to take into account possible local regulations, and discuss their impact with ISS France

- Coordinates at a regional scale with other country CISO, ITSO and CLSi

- Builds and follow up security indicators for the region, aggregates all security cost for the ISS, and ensures a reporting is in place for executive management and ISS France

- Aggregates permanent controls level 2.1 for the region to have a consolidated view to share with ISS France

Position

IT Security Officer (ITSO)

IT Security Officer role is responsible for managing and supervising Information Technology Security matters for the Bank in Singapore and ensuring that the execution of Information Security activities are in alignment with Banks’ Security Policy and Standards. Person is also in charge of coordination of operational security of Information Systems, conducting Cyber Security Risk Assessment and ensuring effective management of IT Security initiatives in Singapore.

Main Responsibilities (not limited to)

• Information Systems in Singapore are in alignment with Groups’ Security Policies and Standards;
• Develop, contribute and establish local Security Policies, guidelines, standards and processes (as applicable) in conformance to Group’s Information System Security Policies, Governance Texts and local regulatory requirements.
• Conducting Information Security (Cyber) risk assessments to identify Cyber risks, develop and maintain adequate and comprehensive mitigation and deliver subsequent corrective actions when KPI results are unsatisfactory.
• Advising business teams, technology teams and leadership on implementing cyber security best practices for managing cyber and technology risks.
• Maintaining oversight on Key Cyber risk/IT Security indicators in scope;
• Maintaining oversight on the deployment of various Security Programs and projects running for the bank in the region.
• Coordinate studies on security requirements for implementing new IT Security solutions and provide consultation support on IT infrastructures and Applications teams
• Ensuring all Security related requests and derogations are reviewed and granted based on Security Risk Assessments;
• Ensuring the Vulnerabilities under the perimeter are managed and mitigated as per the defined Vulnerability Management Process;
• Assist and recommend the Local IT teams to define and implement remediation actions plans derived from audits or security reviews.
• Follow up on IT security related audit recommendation action plans falling under SG or other entities
• Maintain and Publish the Security Dashboard for Singapore for the Security KPIs;
• Supporting the IT Permanent Controls team and CLSi function on technical matters related to IT Security topics;
• Ensuring technical security projects for the region are properly taken into account and effectively delivered;
• Accompanying local IT teams in technical security topics where Security expertise and advices could be needed, to ensure proper implementation of standards and best practices;
• Acting as an entry point for all technical security related matters to assess the overall Information Systems Security;
• Raising operational security needs or constraints, or local constraints, proposing solutions and possible adaptations of standards in case they cannot cover a precise local requirement (for example due to a local regulation);
• Helping IT teams in deploying level 1 and level 2.1 controls required by ISS control plans.
• Should be able to take up additional responsibilities as needed for the operations or as assigned by the manager;
• Comply with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to, the Singapore Compliance manual and Compliance policies and procedures as issued from time to time; Financial Security requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer/Compliance Officer.
• Maintain appropriate knowledge to ensure to be fully qualified to undertake the role. Complete all mandatory training as required to attain and maintain competence.

Candidate Profile

• Must have a minimum 10 years of relevant experience in IT Security domain;
• Must be a bachelors/masters/engineering graduate or equivalent technical degree in Information Technology or Computer Science;
• Must have knowledge of different domains of Information Security;
• Must have prior hands-on experience in governance, managing and operating the Information System Security;
• Should have experience in working in first and second line of Cyber defense;
• Must have experience in conducting Cybersecurity Risk Assessments, security reviews of IT Projects;
• Must have experience in Security Exceptions management
• Ability to apply risk based approach while working on assigned responsibilities;
• Experience in defining, implementing, and enforcing enterprise-level Information Security Policies
• Excellent in analytical, communication and documentation skills;
• Must have strong understanding of ITIL processes and comfortable working in process oriented environment;
• Should have time management skills and able to manage work in fast moving environment;

Work Schedule

• Work Hours: 8.45a.m. to 6. 30p.m (Monday to Friday) with one-hour lunch break.

Purpose of job:

Assist STB’s Compliance and Enforcement (C&E) officers in carrying out compliance checks on

tourist guiding activities, travel agents, and hotels.

• Conduct ground checks on unlicensed tourist guiding activities at various places of interest and attractions, which deployment may include evenings, weekends, and public holidays.
• Conduct compliance checks on licensed tourist guides at various places of interest and attractions.
• Engage tourist guides during the ground checks to raise their awareness on correct conduct and practices on tourist guiding.
• Observe and spot any breaches or violations of tourist guide licensing regulations and/or other misconduct by tourist guides.
• At the end of the shift, to record and put up a report,

1. Listing all the locations and places of interest checked during the shift, and the date and time of the checks; and
2. Detailing any observations which require further investigations by STB Investigation Officer.

Travel Agents

• Assist C&E officers conducting checks on travel agents. Hotels
• Conduct compliance checks on licensed hotels and hostels.

1. Complete compliance checklist for each check conducted and submit at the end of the shift, detailing any observations which may require further investigations.

• Conduct compliance checks on premises that may be operating without a hotel licence.
• Conduct ad-hoc checks on hotels.

Others

The enforcement officers (EO) will be deployed minimally 16 days a month, typically 4 days a week including weekdays and weekends according to a deployment roster. The working hours for the EOs are generally from 9.30am to 6.30pm or 11.30am to 8.30pm. There may be occasional ad-hoc deployment outside of the deployment roster. The deployment roster for the month will be provided one week before the start of the month.

Job Description

To support the Head of Governance, Risk and Compliance by embedding and maturing the Information Security and Information Technology capabilities, and posture. The candidate is primarily responsible for defining, creating and monitoring of policies, frameworks, controls and related standards in alignment with legislation, regulatory compliance and to support strategy delivery. The Information Security Officer (ISO) will support enablement and embedding of the Information Security Assessment Centre. They will provide information security risk management and cybersecurity expertise to the business segments. Governance

• Develop and maintain Information Security and IT Risk Policies, supporting controls catalogue and related standards across the group to manage / mitigate associated risks.

• Manage the capability maturity assessments of various IS and IT capabilities per the frameworks adopted (NIST CSF, COBIT, ITIL) bi-annually drive ownership of the improvement plan to achieve agreed targets and to manage associated risks.

• Provide feedback to senior leadership teams (Steering committees, IT leadership forums).

Regulatory

Compliance

• Ensure compliance with Old Mutual’s Information Security and IT requirements set out in policies, the controls catalogue, related standards, regulatory requirements, and industry guidelines.
• Achieve agreed policy compliance targets for the Information Security and IT risk policies.

Leadership

• Collaborate / partner with various stakeholders at different levels across the organisation (IT, Audit, Business Units, Project teams, etc.) to obtain buy-in, ensure alignment and achieve deliverables.
• Manage and lead an internal team of professionals, third party service providers to achieve the agreed objectives per Old Mutual’s values, timelines, and budget.

Business Segment Risk Embedment and Oversight

• To lead and shape the Information/Cybersecurity initiatives and support business segments in the implementation and execution of the Information/Cybersecurity framework, policies, and reporting of all segment specific Information/Cybersecurity elements.
• Act as a primary interface between business segments and the CISO Office.
• Participate in design reviews and identify potential mitigation strategies for security risks.
• Review and/or analyse business impact and exposure based on emerging security threats.
• Assists with the strategic planning and tactical execution of information security controls.
• Work closely with architects, functional area specialists, and security staff to ensure adequate security solutions are in place throughout all IT systems and platforms to mitigate identified risks sufficiently, and to meet business objectives and regulatory requirements.
• Facilitates and co-ordinates the integration of the business -related security risk requirements into the broader governance structures, by initiating relevant discussions, and ensuring the evidencing of key risk-related decisions.
• Tracks and reports risk management trends, opportunities and remediation monthly, and provides updates to the business segments and the CISO Office
• Ensure delivery of the IT/IS service catalogue and business demand management through the central ITSM, GRC and IRM capabilities, and produce monthly reporting insights that inform continuous improvement initiatives for the CISO Office.
• Manage stakeholders at all levels, ensuring strong relationships are built and maintained. Instil confidence across the business that information security risks are identified and mitigated

Requirements:

• Relevant tertiary qualification (Degree / Honours) in Information Technology, IT Auditing, IT Risk, IT or Operational Compliance, IT Governance or equivalent.
• 6 – 8 years of experience in Information Technology, Information/Cyber Security, IT Auditing, IT or Operational Risk, IT Compliance, or IT Governance.
• 2 – 4 years managerial / leadership experience.
• Strong understanding of IT Governance frameworks, methodologies, and related standards.
• At least two relevant industry certifications: ISO27001/27002, COBIT 5/2019, CISM, CRISC, CGEIT, CGRC etc.
• Cloud Certifications an advantage: AWS Cloud Practitioner, AWS Certified Security – Specialty or related.
• Agile training and knowledge of Agile Frameworks.
• Strong analytical & problem-solving skills and facilitation, negotiation, conflict resolution skills.

Responsibilities

• Reporting to Regional Manager, Head of Health, Safety, Security and Environment
• Manage & Support all aspects of Health, Safety, Security and Environmental (HSSE) management in the Business Unit through the life of projects from initiation, business development, construction and operation.
• To support in the development of Management system, including development of procedures and maintaining the system.
• Develop the internal audit plan and liaise with external auditors.
• Manage and support the HSSE fronts for Engie entities such Factory, Lab, RED, Impact, etc.
• Manage, organize and supervise all HSSE matters before and during the construction of various projects at SEA level:
• Develop, implement and maintain the HSSE policies, guidelines, practices, objectives, management systems and tools to reflect these requirements and ensure they are implemented;
• Establish HSSE plan specific to each project taking into account ENGIE, local regulation, Customer and Contractors plans;
• Hand over HSSE plan from construction to Operations upon Testing & Commissioning
• Organize, interface with entities HSSE professionals & provide support and improve HSSE performance, including providing on-ground support to entities as required and ensure strong sharing of best practices and lessons learnt.
• Plan, manage & conduct ISO 14001, OHSAS 18001 internal audits, external audits.
• Plan and organize HSE related activities or events to promote and educate staff on good safety culture and good work practices with a special focus for projects.
• Review and identify HSE related training requirements for various category of staff to meet the mandatory requirement and also to meet the job requirement.
• Develop & execute in house training material/video, organize and conduct in house training and maintain training record.
• Prepare or review publication materials to educate the workforce
• Conduct HSE inspection and Incident investigation when necessary related to projects and support entities.
• Review legal requirements on HSE aspect & ensure compliance.

Requirements

• Degree/Diploma in Engineering/Occupational Safety/Health or equivalent
• At least 10 years relevant working experience, preferably in construction industry
• Must be a registered Workplace Safety Officer with Ministry of Manpower and Environmental Control Office with National Environmental Agency
• Possess ISO 14001 & ISO 45001 Internal auditor certification an advantage
• Ability to interact professionally with all organizational levels while maintaining string ethics and professionalism.
• Excellent problem-solving, organizational, analytical and critical thinking skills
• Excellent leadership skills and ability to drive and influence change management.

• Develop the strategy to ensure “Security by design” for products and services.

Job Profile Summary

The purpose of the job is to serve as a first responder who provides emergency and non-emergency public safety services to the Broward College community. Responsible for fostering a safe and secure environment and acting as a deterrent to crime and unsafe behaviors through a variety of proactive patrol techniques/strategies and crime prevention/awareness measures. Responsible for enforcing local, state, and federal laws, and college policies and procedures. Investigates, responds to, and documents crimes, disturbances, and other public safety-related incidents occurring at Broward College.
Performs related work as directed.
The Public Safety Officer must be able to successfully complete the Public Safety Academy when scheduled to attend, usually within the first six months of their initial hire date as a Public Safety Officer.
The Public Safety Officer must certify in the use of and carry any and all intermediate weapons and other public safety equipment required by the College within the first six months of their initial hire date as a Public Safety Officer.

Minimum Education:
