Crédit Agricole Corporate and Investment Banking (Crédit Agricole CIB) is the corporate and investment banking arm of Crédit Agricole Group, world’s 10th largest bank by total assets.
Our Singapore center (“ISAP” or “Information Systems Asia Pacific”), with approximately 1,600 employees, is a major division at the heart of the Crédit Agricole CIB Singapore branch. It is the second platform in size for IT development and support, after that of Paris, serving all the activities of Crédit Agricole CIB's business lines. ISAP also hosts a global KYC platform processing data from CACIB customers around the world.
We work daily with all entities in Credit Agricole CIB network, particularly those in the Asia Pacific - Middle East region. The key roles and missions of ISAP are:
- Imagining and preparing the Bank's future information systems in order to meet the needs of internal users and serve CACIB large corporate and financial institutions, as well as providing the tools necessary for the management of the bank to control its risks and monitor its commercial and financial performance,
- Partnering and supporting core banking flagships and transverse areas in their large scale development projects,
- Providing premium in-house Banking applications

Position
The COO Office supports ISAP in developing and steering the overall strategy and agenda for Sourcing (Talent Acquisition; Personnel administration; Outsourcing), Finance, Permanent control, General administration, Procurement and Communication.
This involves working with IT departments (Application development & Support, IT Infrastructure) and several stakeholders within CACIB ISAP to contribute to strategic transformation initiatives in a challenging and multicultural environment.
The head of IT sourcing is responsible for elaborating the ISAP IT capacity strategy – including structural and salary trajectory forecasting integrating multiple criteria – in collaboration with the Executive & Strategic committee and implementing it by leveraging on a talented squad:
- Talent acquisition (TA) team (internal sourcing; recruitment coordination)
- Personnel administration and application support
Embedded into the global CACIB IT strategy, ISAP also support the IT’s offshore and outsourcing strategy over its lifecycle (definition, plan, implementation, follow-up) through Quality Monitoring, Supplier Management and Risk Management.
The head of sourcing will also manage the Sourcing global coordination team acting as a main participant into the global IT outsourcing risk framework, in the global sourcing definition and transformation project.
This position reports directly into the CACIB ISAP COO with a strong exposure both to the local executive committee and Paris Headquarters.
Main Responsibilities
Manage local sourcing function and lead transformation
- Develop and lead a comprehensive TA strategy, manage resources, and drive smooth execution of hiringactivities against pre-defined SLAs and KPIs. Focus on delivering an exceptional candidate experienceat every touchpoint during the recruitment proces
- Foster a high-performance culture, motivate team members, and promote professional development.Mentor the TA leadership team to set goals and define performance metrics. Coach team members toensure continuous improvement and individual growth
- Drive the implementation of best practices in talent acquisition to attract diverse, high-quality candidates.Collaborate with stakeholders to understand talent needs and develop effective recruitment strategies
- Utilize data-driven insights and metrics to assess the effectiveness of talent acquisition strategies andmake data-informed decisions. Develop and maintain recruitment analytics dashboards to track keyperformance indicators, recruitment costs, and time-to-fill metrics
Act as the main Personnel Administration Business Partner (external staff)
- Administers contracts operations processes in the areas of on-boarding & off-boarding, work passmanagement, data management, benefits administration and employee life cycle management incollaboration with our staffing partners
- Ensure accuracy and control of engagements through high quality professional fees invoice processing
- Ensure the maintenance of contractors’ files, ensuring accuracy, compliance and confidentiality
- Manage training applications
- Manage staff related application support (Time tracking; Leave management…)
- Prepares reporting at regular interval or on ad hoc basis (Sourcing mix; Compensation status; StaffAttrition…)
- Ensure the best staff experience from an administration & information standpoint
Outsourcing Sourcing control
- Work closely with our offshore providers and local activity managers to follow-up the sourcing controlplan
- Supervise the collection and analysis of provider’s data to assess their compliance to CA-CIB normsand standards; Control that outsourced structures respect the mandatory processes
- Participate in the offshore transformation roadmap
- Participate in governance meetings to monitor the risks and assess the quality of the collaborationbetween onshore and offshore
- Define, promote and enforce operating guidelines and best practices
Qualifications and Profile
- Good understanding and practical application of Talent Acquisition trends as well as local employment law
- Proven track record of leading and managing teams of professionals and leaders
- Proven track record in working with Senior Leaders and demonstrated ability to challenge whilst maintaining a constructive relationship at all levels
- Proven track record of Risk control management
- Analytical & result-oriented minded with problem solving ability
- Excellent communication skills (written and verbal), Collaborative, agile and resourceful
- Comfortable in operating in a fast-paced and constantly changing environment
- Strong mindset for continuous improvement and service excellence
- Autonomy, adaptability and willingness to learn
- Bachelor’s degree in Management from a top school or university
- Proficiency in MS Office, Strong Powerpoint, MS Excel (VBA/Automation experience would be a plus), Power BI
- Experience with Applicant Tracking System and HR Information system
