CLASS DESCRIPTION
The MOED is a community partner with the court-focused program Baltimore City District Court Re-Entry Project (DCREP). This program was founded by the Honorable Nicole Pastore who serves as the DCREP Coordinating Judge. DCREP is designed to simultaneously reduce criminal recidivism in Baltimore City while offering the participants a path to accessible training and employment opportunities. While helping participants acquire jobs with steady incomes to support their well-being, DCREP gives individuals, specifically those burdened by a criminal record, desperately needed access to jobs and education.
As a result of this community partnership, the MOED is seeking a Job Developer to assist justice-involved participants with securing unsubsidized employment. This position is supervised by the MOED Project Lead, who is responsible for ensuring alignment and coordination between MOED and DCREP and other Team members of the program.
ESSENTIAL FUNCTIONS
- Communicate with Probation Agents and Pre-Trial Agents regarding the progress of DCREP Participants
- Collaborate frequently with DCREP Coordinating Judge, the DCREP Coordinator, and other DCREP Team Members
- Promote DCREP in community outreach meetings that endorse the socially inclusive and politically non-partisan mission of DCREP
- Demonstrates ability to obtain labor market information.
- Utilizes local labor market information to target new businesses and employers.
- Identifies business employment and training needs required with changing labor market trends.
- Conducts job matching activities for jobseekers.
- Conducts job development for targeted populations.
- Produce monthly reports including: Number of business contacts, business contact information, industry information and, services provided, Number of job orders (received, filled), & Customer referral information
- Analyzes current marketing strategies, MOED strategic plans and uses various methodologies such as focus sessions, surveys, etc. to make ongoing recommendations to achieve and exceed marketing objectives.
- Markets business services utilizing all available resources to facilitate placement of training and/or job-ready candidates.
- Ensures placement goals are met each month.
- Represents MOED and/or provides participation at functions of trade organizations, professional societies, merchant associations, vendor open houses and community events. Maintain effective working relationships with businesses, MOED partners and other city agencies.
- Assists in the development and delivery of specialized sales presentations for employer services upon request, i.e. job fairs, mass recruitments, virtual pre-screening, workplace assessments, etc.
- Performs other duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS
An associate degree from an accredited college or two years of college course work. Educational experience may be substituted with valuable work experience (preferably two years of work experience with either case management, vocational rehabilitation, job development, or a related human service field).
ADDITIONAL REQUIREMENTS
Fully vaccinated against the Coronavirus (COVID-19). An applicant’s vaccination status is deemed satisfactory when two weeks have passed since the applicant’s received their complete number of vaccinations from the one of the approved providers (i.e., Moderna, Pzifer or Johnson & Johnson). This condition of employment is consistent with other state judiciary orders and with local, state, and federal requirements being adopted to control COVID-19 transmission rates and to safeguard the health of Judiciary personnel and the public. Religious and medical exemptions will be granted on a case-by-case basis.
Successfully pass a background check conducted by the Maryland Judiciary.

- Must be computer literate and familiar with word processing, spreadsheet, and database applications (i.e. MS Word, Excel, Access, Google doc, etc.)
