Main purpose of the job
The Global Procurement Lead for Risk Management (Non-commodity) designs and implements a global risk management framework with a focus on price volatility, supplier stability, and product/service availability. Role Purpose
To procure equipment and/or bulk materials (Top side materials) for Suriname and GdM, ensuring they are purchased within budget, required time frame and reasonable Quality, in accordance with all project specification requirements, and in accordance with required delivery schedules. 7. Review technical bid evaluation and clarification with Vendors.
8. Review Vendor quotation, prepare CBT and select Champion.
9. Organize the kick-off meeting and pre-inspection meeting with an inter-discipline collaboration; prepare interface list for package and client requirements.
10. Establish STC for purchasing.
11. Review EPCI Schedule related to the purchasing such as PO issue, Module Yard required date and Integration yard required date.
12. Establish Manning plan related to procurement organization.
13. Review shipment plan.
14. Review LL from the current EPCI works.
15. Review procurement system during EPCI stage such as SP-Mat..
16. Identify Planned carry over materials at Module yard.

EPCI works:
1. Follow up of all procurement issues for module engineering and close any outstanding issues as promptly as possible.

4. Witness critical factory acceptance tests (FATs) along with client / contractor’s requirements.

Title:
Principal Procurement SpecialistUnder limited direction, Executes cradle to grave purchasing activities (including bid, evaluate, award cycle, execution of agreements, execution of changes, price and schedule negotiations) for a specific category group across all projects.
• Negotiates favorable terms, volume discounts and long-term contracts with suppliers for the procurement of goods, services and supplies.
• Drive cost reduction initiatives in a specific Category/Project group.
• Understand, track, and forecast the key cost drivers and market factors for assigned Category/Project group.
• Identify corrective actions and measures in case of quality or schedule issues with suppliers
• Works closely with Engineering and the projects
• Assures that problems will reported timely to the projects and senior procurement management
• Help locate, analyze, and develop a consolidated supplier base to meet current and future Category/Project needs.
• Create and maintain mutually beneficial long-term partnerships with suppliers to foster feedback and continuous improvement
• Provide input to drive continuous improvement in all aspects of the procurement process, procedures and tools
• Conducts the orderly closeout of Procurement operations, including settlement of claims and back-charges, and resolving punch list items assigned to Procurement
• Lead price negotiations and for claim negotiations in their Category/Project Group.
Skills required for this job are typically acquired through the completion of an undergraduate degree and 7+ years of Procurement and Supply Chain Management experience in a global EPC company executing contracts in key industries, such as oil and gas, LNG, petrochemical, chemical, etc.
• Experience in purchasing or subcontracts, including bid, evaluate, award cycle, execution of agreements, execution of changes, price and schedule negotiations, and commercial strategy.
• Experience working in a PMC capacity
• Proven track record in cost reduction programs
• Excellent written and verbal communication and presentation skills in order to flow goals and directives and effectively communicate commercial solutions and concepts to procurement personnel and non-procurement personnel
• Ability to work in a complex schedule driven work environment
• Procurement experience in “lump-sum” business
• Experience with e-procurement tools, such as e-bidding or e-auctions
• Computer literacy as well as intermediate to advanced skills in MS Office products.
• Strong negotiation skills with a proven track record in cost reduction and control.
* Previous experience working on Saudi Aramco Projects is a plus

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $81,800.00 to $186,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. Reporting to the Manager, Procurement Operations of Indirect Global Procurement & Supply Management (GPSM), the Procurement Operations Support Lead, will accelerate the operationalization of CAE’s indirect procurement division to drive efficiencies across its global procurement landscape. Are you ready to:
Distill data into insights and effectively communicate findings and actionable recommendations with ease to both technical and non-technical stakeholders. Drive actionable recommendations to completion, either directly or through others, whilst providing feedback and progress to leadership, business & training center stakeholders alike.
Lead initiatives to migrate spend to compliant buying channels through a combination of catalogs, policy enforcement, training, and change management. Drive and enforce Purchase-to-Pay compliance management in line with business goals.
Improve and complement existing data and reports. Develop and optimize insight-driven reporting packages including key performance indicators (KPIs) aligned with operational business requirements. Collaborate with GPSM centralized Data & Analytics team to harmonize reporting models for further scale and automation.
Analyze buying patterns and behaviors across our global purchasing network with the aim of identifying savings/cashflow opportunities, optimizing demand and structurally de-risking behavior. Develop and carry-out implementation plan and execution.
Monitor salient opportunities via KPIs, as well as standard procurement KPIs – drive subsequent operational performance and efficiencies in line with SLAs, corporate Objectives & Key Results (OKR targets)
Leverages technologies and rethink processes to automate Non-Value Added (NVA) procurement and procurement adjacent, upstream, and downstream activities.
Aligned with leadership’s vision, accelerate the transformation of GPSM into a truly global center-led operation.
Influence stakeholder and buyer behavior to drive operational efficiencies and/or strategic initiatives.
Build and manage relationships with key stakeholders to support implementation of business strategies through advanced procurement initiatives.
Support purchasing team and support onboarding of new personnel and buyers.
Demonstrate a strategic business mindset and balance multiple stakeholder interests simultaneously.
Act as an ambassador of the GPSM function within the organization
Collaborate with Sourcing Managers and Business Units to ensure alignment and execution of category strategies.
Maintain & direct requesters to preferred supplier program or preferred source of supply.
Support both simple and complex P2P back-end testing in support of catalog setups and integrations.
Support business stakeholders when ad-hoc reports are required.
Participate in/Lead the development and maintenance of policies, procedures, tools, and templates.
Our ideal candidate has :
A good balance of strong analytical and soft skills
Bachelors in Commerce/Supply Chain (or equivalent) or Engineering
3 to 5 years of relevant experience
Expert in Excel and PowerPoint. Power BI & SQL an asset
Oracle and SAP Ariba knowledge is an asset
English required; French is an asset
