What you will be working on

• Strategise and develop talent attraction initiatives to help Singapore position itself to capture opportunities in the digital economy
• Lead in the development and provision of data-driven reporting on key ICT and media manpower indicators. This will aid in policymaking, operational excellence and overall customer and user satisfaction
• Integrate tech and media talent strategies across Singapore, covering educational institutions, CET/adult learning, global/foreign manpower, scholarships, etc.
• Prospect for and generate partnerships with industry and institutions to train and place locals into tech and media jobs, both locally and abroad
• Work with companies and government agencies to pursue tech and media talent policies and develop innovative projects
• Interface with key decision makers and stakeholders to advance IMDA’s talent programmes and agenda (e.g. to advocate for policy changes; to secure resources/support, etc.)
• Lead cross-functional teams in projects to enhance tech and media talent development, and jobs/skills for Singapore

What we are looking for

• 10 to 15 years of relevant experience in Public Policy / Strategy / Data
• Proven track record of leading multi-functional teams and projects
• Experience in a public sector organisation or the tech industry in industry development and manpower policy & planning would be advantageous
• Possess strong analytical skills, understand data, and able to thrive in a fast-paced environment

As the Executive Director Chief Human Capital Officers Council, you will be part of the Office of the Director. You will work closely with agency Chief Human Capital Officers, senior OPM staff and other agency and administration leaders. The incumbent will report to the OPM Director who serves as chair of the CHCO Council and is the lead human resources officer for the federal government. If selected, you will be responsible for:

• Providing strategic direction and overseeing the activities of the CHCO Council to include setting goals, key milestones and measures of success, and monitoring and evaluating outcomes.
• Serving as principal liaison for the OPM Director with CHCO Council members, other
  cross-agency councils, key Federal officials, as well as external partners, on human capital
  issues.
• Building and maintaining strong relationships with executive human resources leaders from
  across the federal government to understand their talent priorities.
• Regularly convening CHCO Council members and OPM subject matter experts to identify
  best practices and creative solutions to common challenges. Leveraging the
  CHCOs as strategic partners in OPM's development and coordination of human capital
