The post holder will assist the Head of Financial Management in the preparation of the annual financial plans in respect of preparation of the Annual Budget setting Policy and the interpretation of national planning guidance ensuring a clear link between Income and Expenditure budgets, Waste Reduction Programmes, workforce and modelled activity The post holder will be expected to identify policy opportunities and improvements in their team and the finance department and lead the delivery of these with senior finance colleagues. The post holder will provide technical support to the Groups in the preparation of organisational business cases, providing support to the Strategic Project Accountant in the preparation of financial models supporting strategic business cases. The post holder will be expected to develop mechanisms for maintaining audit trails to underpin the planning process and to work with internal audit to support analysis of financial planning processes. Take responsibility for the population of national financial planning templates as required by NHS England and Improvement and support the completion of NHS England and Improvement information requests. The post holder will take the lead in the production and maintenance of the Long-Term Financial Model (LTFM). This will include both the preparation and communication of assumptions and strategic developments as well ensuring the alignment of the financial plan and their impact upon the Financial Statements and Single Oversight Framework. 1. Provide financial expertise, advice, and assistance to all budget managers, actively supporting the achievement of the BSPSs strategic objectives. This includes providing advice to managers on the best use of resources and proposing/developing/improving processes and policies which impact on areas beyond their own area of activity. 2. Manage the preparation of monthly financial and performance management reports to the Senior Teams, with responsibility to ensure all financial data is accurate. This frequently requires prolonged concentration to ensure that reports are produced within the timetable stipulated. 3. Monitor the Specialities performance against targets, giving robust explanations of variances on finance and activity and the possible effects of operational issues (for example- pay, non-pay & income). 4. Regularly meet and present financial information to support budget managers/GMs on financial issues. Negotiate, persuade, and recommend appropriate action to be taken. 5. Contribute fully to the planning processes of the Business Units. This includes the annual business and financial planning round, ensuring all budget managers are involved in the process and are engaged with their budget. 6. Initiate budget reviews in line with operational changes, engaging with budget holders in the process. For example, adjusting budgets to reflect transfer of services to another speciality or activity, or assessing the affordability of proposed alterations to staff skill mix. 7. Support the development of individual business cases by providing costing information and complex financial analysis. This may involve comparing a range of options and advising which option provides the best outcome. Support the successful implementation of plans once approved, ensuring value for money. 8. Support the BSA and Budget Holders in co-ordinating Cost Improvement Plans (CIPs) and service improvements in Specialities. This includes identifying potential savings, quantifying the financial benefit, ensuring value for money, and identifying methods of increasing market share of the services. 9. Interpret performance and prepare schedules detailing CIP achievements and help to find mitigations where needed 10. Provide financial training to non-finance managers, to develop financial management skills within the specialities of BSPS network. This includes technical competencies (such as interpreting financial reports) as well as explaining the implications of wider financial policies (such as cost per test and BSPS SFIs/Establishment Control Policies and Procedures). 11. Support the BSA in ensuring that Budget Holders of specialities are monitoring their financial performance by identifying business risks and agreeing and then monitoring corrective action to reduce the risks with key operational staff where required. 12. Provide detailed costs, complex financial analysis and other relevant information to the budget GMs and Business Office team where needed. 13. Assist in the development of the Finance Function, including the development of financial management skills and competencies within the finance team and the other areas. 14. Continually identify and implement improvements to the finance functions, systems and processes are carried out properly 15. Maintain effective working relationships with senior management, BSPS finance function, as well partner Trusts, the BSPS Executive, and external auditors. 16. Give and receive highly complex information and adhere to BSPS rules and procedures concerning confidentiality when dealing with sensitive and contentious issues. For example. Explaining the link between clinical activity and costs. Understanding NHS contracts and Non-NHS contracts (MSC Contracts), understand and interpret commissioning rules. 17. Co-ordinate, monitor and review own activities and support the team to optimise the use of resources, ensuring that the activities of the section are completed in a professional manner and within an agreed timetable. This includes cross cover to other teams within Business Support if required. 18. Deputise for the BSA regularly. Design, create and maintain an appropriate suite of management reports to be distributed to relevant budget holders, requiring visionary expertise in the creation of innovative reporting hierarchies and formats. This will be demonstrated with an extremely high level of comprehension of the interpretation of such information by non-financial managers. Maintain appropriate ledger hierarchies in accordance with the organisational structure and in order to establish an environment of strong financial control. Support individual budget holders in the analysis, maintenance and control of budgets ensuring that new appointments/developments are within agreed establishment, with recurrent funding identified. The post holder will be proactive in investigating budgetary variances. Take a lead role in the process of setting and monitoring annual budgets for Corporate Services, liaising with budget holders to consider underlying income and expenditure run-rates, the impact of recurrent and non-recurrent elements, activity and contract changes, CIP targets, cost pressures and other factors. Maintain adequate controls to ensure financial information on ledger systems is validated to source data and is representative of the income, cash and balance sheet position of the Trust and in accordance with agreed accounting Policies. Provide advice, support and challenge to non-financial budget holders in respect of business plans, development bids and around financial probity issues relating to extremely complex areas of operation. Contribute to medium term financial strategy by bringing intelligence from the operational managers. This will involve considerable tact and negotiating skills and require a level of understanding of non-financial pressures appertaining to the management of other departments. Produce a detailed monthly finance forecast position, to be included within monthly finance reporting, using a standard format and methodology, for inclusion in the Trust-wide monthly finance report. This will include an in depth use of financial modelling tools including; the general ledger, the human resources database and spreadsheets to provide a finely sensitive and accurate forecast of extremely complex areas of operation. Actively engage with the Trust CIP process, including but not limited to; challenging budget holders to identify robust cash releasing savings; providing financial due diligence by understanding, interpreting and calculating the level of savings to be made against each scheme; appropriately representing the CIP target and delivery amounts within the finance ledger; and reporting on the status of schemes within a standard template, to be included within a monthly finance report. Provide support, advice and challenge to operational budget holders, meeting with them on a regular basis. Such meetings will enable the post-holder to develop their knowledge and understanding of the clinical and non-clinical services provided, thereby increasing the value of the service provided to operational managers. Actively participate in the rolling programme of budget holder training within the Division, including delivering a standard presentation to new and existing budget holders. The Assistant Project Accountant will work within a three person project accounting team headed up by the Project Accountant. This post will report to the Deputy Project Accountant. The detailed duties and responsibilities under the leadership/guidance and support from the Project Accountant and Deputy Project Accountant are: Project Accounting Assist with the financial reporting of the Trusts capital programme, the production of the monthly project progress reports and circulation of monthly budget statements to project leads. Review and be responsible for prompt and accurate entry of transactions to the financial ledger to ensure that the financial position for capital projects is accurately reflected within the monthly reported position. Investigating and correcting where this is not the case. Review the financial ledger to ensure that the expenditure that is against capital projects is in line with accounting standards and Trust accounting policies. To work closely with the project leads to investigate, summarise and challenge any variances to plan or latest forecasts, identifying the causes. Provide information and support to project leads in response to particular queries or requirements. Assist and sometimes lead on the provision of information to support internal and external reports. Business Case Development Accurately record business case and capital budgetary approvals and ensure that they are uploaded onto the Finance system and each have a designated project lead responsible for delivery. Work with the team to develop and maintain an efficient capture and logging of business cases and investment decisions. Where willing, participate in the undertaking of financial appraisals (such as: Net Present Value calculations) to support the financial assessment of business proposals. Long Term Planning To work with the team in the co-ordination, development, management and reporting of multi-year capital plans in line Trust and System prioritisation frameworks and guidance. To support the team, where appropriate, in developing and maintaining a wider Trust wide financial reporting model which links in capital, revenue, activity and workforce. Asset Management Work closely with the capital accountant within the financial services team to share information on capital expenditure and the status of projects so that the capital accountant can maintain an accurate and up-to-date asset register. Provide the Capital Accountant with expenditure forecast to support the monitoring of the Trusts cash position and for calculating capital charge forecasts. Financial Governance Support the team in being able to provide a professional complex financial advice and support to Senior Managers, Budget Holders/Project Leads and Finance staff, including information on accounting treatment and governance processes. To promote and challenge to ensure that the Trusts Financial Policies including Trust Standing Financial Instructions and Standing Orders are adhered to, value for money secured and financial stability achieved. Escalating incidences where appropriate. Assist in responding to internal and external audit requirements and ensuring they are responded to in a timely manner. Professional Leadership & Management Responsibilities Responsible for prioritising own work. To provide timely support and advice to financial and non-financial staff on project accounting and capital, where appropriate and required. Work with the Deputy Project Accountant to agree Personal Objectives, and a Personal Development Plan and keep up to date professionally through mandatory continuing professional development and Trusts statutory training. Communications and Relationships The post holder will require excellent interpersonal and communication Communicate and provide financial and analytical information and support to a range of financial and non-financial stakeholders clearly. Build and maintain strong working relationships with key stakeholders at all levels of the Trust. Work closely as a Project Accounting team to ensure that a supportive, honest and compassionate culture is developed and maintained. To use negotiation, persuasion and persistence to ensure that the information required by project leads is provided. Other Duties The role requires the post-holder to plan, organise and manage their time effectively, establishing own priorities on a day to day basis with minimal management supervision, with some remote working, whilst working as part of a team. The post holder will be asked to attend some meetings for key Trust projects as and when appropriate. Support the Director of Finance and Director of Operational Finance in ad hoc duties as requested. Look to actively participate, contribute and suggest financial improvements undertaken across the team and department.
