MAJOR DUTIES AND RESPONSIBILITIES

Personally greets veterans /visitor, assists them in determining the exact nature of the request and whether the information requested can be released. • The duties in this position are primarily advisory and technical in nature. Incumbent is responsible for evaluating the adequacy of each completed authorization form. Screens each request for information to determine urgency and assures that most urgent requests are completed fist using established priority systems.
• Personally greets veterans/visitors and assists them in determining the exact nature of the request and whether the information requested can be released.
• Applies public laws, rules, regulations and exclusions governing confidentiality of the medical record, including the Privacy Act, Freedom of Information Act and 38 U.S.C. 7332governing the release of records containing information regarding the treatment of or referral for drug and/or alcohol abuse, Sickle Cell Anemia and infection with Human Immunodeficiency Virus (HIV).
• The incumbent processes all incoming requests to the facility for Release of Information(ROI) along with information required by the VA Regional Office through the Automated Medical Information Exchange (AMIE), referring only problem cases to the Supervisor.
• Evaluates validity of each request. Determines which information is to be released incompliance with existing laws (Privacy Act of 1974, Freedom of Information Act, and Health Insurance Portability and Accountability Act). Ensures that proper authorization exists before release is made. Processes the request to the requesting agency or individual. Inputs all requests into the ROI computer package for logging and tracking of these requests.
• Receives and directs callers and visitors. Receives and/or gives out forms and assists visitors and/or callers with the completion of forms or documents. Responds to questions from patients concerning services. Provides advisory and technical assistance to patients, administrative staff, and professional staff regarding release of information. Inquiries vary widely and information given requires explanation of office functions, describing specific requirements, providing basic instructions, or a similar degree of detail.
• Reviews paper and computerized health records (i.e., scanned notes, reports, special tests ,etc.) to identify material to be photocopied/printed/written to electronic media and released. Employee composes responses to routine requests for release of patient information.
• Replies to vague, incomplete, or ambiguous inquires by independently recognizing issues, topics or problems. Inquiries are usually presented by patients or third parties who are not sure what information they are looking for or do not know how to identify it by title. Finds alternative sources of information on which to base a reply when correspondent has provided sketchy or inaccurate information.

About the Role This position works within Health Information Services, alongside 26 other Health Information Managers and Clinical Coders. SVHM utilise a scanned medical record (InfoMedix - CPF) and coding is performed from the scanned medical record.

Classification of patient episodes using ICD-10-AM and AR-DRG classification in accordance with Australian Coding Standards and Victorian Guidelines
Participate in ensuring all internal and external coding reporting deadlines are achieved
Complete the cancer registration process for all relevant cancer patients at the time of coding
Participate in quality coding audits, including review of PICQ and RISQ flagged coding edits

Classifications for this position will range from JA7 - JB1 ($86,730 - $99,699 per annum pro rata) Your Contribution

Bachelor/Master's degree in Health Information Management or recognised Clinical Coding qualification
Eligibility for full registration with the Health Information Management Association of Australia (desirable)

Role:

The Environmental Health & Safety (EHS) / Facilities Manager is a dual role and will participate in the creation and sustainability of a comprehensive EHS program; along with ensuring manufacturing and building sustainability at Starline Singapore Regional Manufacturing Center.

Main Job Duties:

• Provide leadership to ensure site EHS management system compliance to safety legislations both for local (MOM, NEA, SCDF, SPF, etc.) and corporate requirements

• Working with all stakeholders on all safety aspects of work operations from planning, execution to acceptance.

• To ensure the establishment, maintenance, and continuous improvement of the Singapore site EHS management system, including sustainability of ISO14001 & ISO45001, Emergency Response Plan, and Site Security Program

• Chairperson for Safety Committee with members from different levels across the divisions and hold monthly meetings to address HSE related issues or improvement opportunities

• Liaison with local authorities for EHS compliance and partnership, including mandated report submission to local authorities, license/permit, certification/registration renewal etc.

• Promote positive EHS awareness, culture and practices thru role model demonstration, proactive communication, constant engagement, know-how sharing and program development and participation

• Driving implementation of Risk Work Plan management system

• Drive safety improvement initiatives to improve safety KPI

• Facilitate accident/ incident investigation, ensure on-time reporting to local authority (if applicable) and Group EHS, and evaluate the effectiveness of implemented actions

• Support any EHS reporting requirements ie. monthly site EHS statistic reporting. Work closely with Group EHS to implement any EHS initiatives and programs

• Establish and communicates workplace safety and health related topics and trainings to employees and contractors

• Ensure proper maintenance of building and facilities. Take lead to solve facility issues including liaising with stakeholders and meeting contractors.

• Oversee the development and maintenance of a Job Safety Analysis (JSA) program, Safe Systems of Work (SSOW), Emergency Action Plan and Risk Management Program

• Conduct activities related to environmental compliance, reporting, regulatory permitting, hazardous waste handling, and waste reduction/recycling programs

• Oversee maintenance of all safety records, including SDS database and OSHA 300 log, and monitor trends related to employee work-related injuries

• Review all legally required documents for all maintenance/ad hoc/retrofit/A&A work within the premises - this includes Risk Assessment, Safe Work Procedures, permit to work, workers and equipment certifications and licenses.

• Ensure contractors' EHS performance while performing work on-site by inspections e.g., on-site checking during high-risk work such as lifting operations, confined space entry

• Oversee coordination of monthly safety meetings reporting of safety metrics, and departmental safety audits

• Oversee the development and maintenance of a Total Predictive Maintenance (TPM) program

• Assist production in troubleshooting complex machinery failures

• Develop and manage budgets for both departments

• Maintain high employee morale

• Mentor and coach department employees

• Models high standards of conduct and leadership

• Additional duties as required by management

Skills/Knowledge/Abilities:

• Ability to lead cross-functional teams with diverse backgrounds and skill sets

• Ability to host and present safety topics to large groups

• Demonstrate strong problem-solving troubleshooting skills

• Excellent communication skills both written and verbal including interpersonal skills

Personal Qualities/Behaviors:

• This position will have exposure to the manufacturing areas where, under certain areas, the use of personal protective equipment such as safety glasses and mandatory hearing protection are required

• Ability to stand, bend and walk for extended periods of time

• Able to lift and carry up to 15kg occasionally

• This position will be exposed to heights over 3 meters off the ground

• This position will be exposed to confined spaces

Education:

• Bachelor’s degree in Environmental, Health & Safety/ Science/ Chemical Engineering or equivalent.

• At least 5 years relevant work experience - preferably in the manufacturing process industries

• Possess relevant certifications such as WSHO Certification, ISO 140001 & ISO450001 Lead/Internal Auditor, Fire Safety Manager Certification

• Qualified/Registered WSH Officer with Ministry of Manpower (MOM) will be an added advantage
