The Quality Control manager is responsible for the maintenance and improvement of operational service quality. Reporting directly to Singapore DGM, you will work cross-functionally with our various Business Units (BUs) including Freight, Cross-Border and Supply Chain Management to drive overall operational excellence.

Key responsibilities:

· Lead ongoing monitoring of key operational metrics and data reporting

· Drive performance improvement based on key operational metrics

· Develop and implement internal quality control standards

· Analyse existing operational flows and highlight potential process weaknesses

Product and Raw Materials Testing:

• Develop and qualify method of analysis (MOA) for QC lot release testing
• Perform analytical testing such as flow cytometry (FACS) and qPCR assay to support QC lot release.
• Perform stability testing of released final products as per protocol and timeline.
• Perform functional/comparability testing of raw materials such as plasmid, media, reagents and etc.
• Support assessment of certification/accreditation and services provided by external labs for QC lot release testing

Documents and Data Management

• Drafting and updating of relevant SOPs and specification documents for lab, equipment, test method, training and raw materials.
• Author and review technical protocols and test reports, develop guidelines and standard practices for data documentation and analysis.
• Review test results, document data and produce trends in an efficient, organised and presentable manner to facilitate discussions, and to support business and performance metrics reporting.

Deviations and Audit Management

• Assist OOS/test deviations initiation, investigations, root cause analysis and CAPA implementation for product defects and quality lapses.
• Support internal and external audits/inspections.

Equipment and Lab Management

• Monitor and schedule equipment calibration and maintenance as per schedule and site master file.
• Perform lab housekeeping, equipment, inventory, lab cleaning and biohazard/waste management.
• Perform monitoring and procurement of lab inventory, for e.g. materials and cosumables.

Continuous Improvement

• Implement initiatives to encourage improvement of QC procedures, activities and workflows.
• Conduct routine literature review through established publication channels to ensure continual knowledge proficiency on both GMP and current technological trends relevant to CellVec activities.

Responsibilities:

• To assist to liaise and co-ordinate with LTA, authorities, Consultants and stakeholders.
• To ensure risk assessment and safe working procedure are properly executed on site.

Overall Job Purpose:

To independently define critical deliverables, plan, manage, control, approve and deliver engineering deliverables required for the assigned project effectively and efficiently according to specified technical requirements, timelines and budget, manage project resources and independently deal with and resolve all I&C related technical issues of the project, and provide guidance to the assigned team.

Responsibilities:

• Understands the specific technical requirements of the assigned project (may include Construction, Commissioning and Offshore assignment) and Industry Standard, Classification Society and Regulatory requirements.
• Plans and directs the running of application software such as AVEVA Instrumentation, reviews and approves the deliverables prepared by Engineers and reviewed by Senior Engineers.
• Directs Engineers and Senior Engineers in the team to develop engineering specifications (drawings, data sheets, etc) specific to the assigned project, reviews them and validates with the Project Manager and client before incorporating them in the RFQs.
• Independently evaluates all the bids received for I&C packages from various suppliers, performs a technical bid evaluation process, involves in cost estimation, ensures selected vendors meet technical/engineering and delivery requirements as stipulated in the project specifications and gives assessment to the Buyer who will follow up in the tender evaluation, price negotiation and award process.
• Reviews/checks draft drawings and documents from team members and ensures the timely provision of accurate documents and specifications to the successful vendors to enable the latter to execute their work and deliverables.
• Independently manages/develops solutions to technical/engineering and related problems by analyzing the issues/data, interpreting the analysis and evaluating various options/measures using experience, precedents and professional references.
• Reports any deviation from MODEC standard specification and practices, concept change to Department manager and seek his approval on the solution.
• Visit suppliers, checks and tests I&C items to ensure that they function as per specifications. Where necessary, works with the concerned suppliers/contractors to rectify the issues and ensures that they comply with the specifications and are ready on time.

• Responsible for capturing lessons learned in his/her functional area, entering in MIMS, closing out project related MIMS actions by the close out date.
• Guides/supervises junior Engineers and provides feedback to Department Manager for their performance.

Requirements:

• Bachelor in I&C Engineering or Master of Engineering.
• Minimum 12 years of relevant working experience in I&C engineering in oil and gas sector.
• Familiarity with FPSO/FSO and market practices in the oil and gas sector or minimum of 11 years of relevant working experience for Master degree holder.

Job Responsibilities

· Supports the Singapore Financial Controller and will be the main finance business partner to the assigned operational Business Units.

· Lead Business Line budgeting and forecasting processes for the Business Units assigned to the Business Controller.

· Lead the month-end financial closing process for internal management reporting.

· Ensure accuracy & timely submission of order books (work performed in the month) maintained by Business Units to determine accounting accruals (revenue/costing) for the proper accounting cut-off during the month-end closing.

Job Requirements
