The General Counsel's Office (GCO) is a component of EOUSA in the Department of Justice and is responsible for providing a full range of legal advice and services to the 94 United States Attorneys' Offices (USAOs) throughout the United States, Guam, Puerto Rico, and the Virgin Islands. This position is located under Network Operations and Services (NOS) of the Office of the Chief Information Officer (OCIO), within the Executive Office for United States Attorneys (EOUSA). OCIO is responsible for all United States Attorneys' information technology (IT) operations throughout the 94 United States Attorney Offices (USAOs). This position will be located either Washington DC, or Columbia, SC.
The NOS is established to provide engineering and management of the USAO enterprise LAN/WAN/WLAN, 24/7/365 operations, maintenance, monitoring, and Tier 2 Information Technology Service Desk capabilities to the United States Attorney's Virtual Office Network (USAVON) to deliver information anytime, anywhere, and in any manner needed by U.S. Attorney personnel. Duties include:
- Serve as the NOS Information System Security Officer (ISSO) and the Quality Control (QC) Program Manager who is responsible for isolating and defining unprecedented conditions, resolving critical cybersecurity issues and defining and establishing a quality control program, guidelines, processes and procedures for the EOUSA OCIO organization.
-Develop and establish a QC Plan including quality goals, criteria, assessment and validation methods by which tickets and quality service call recordings will be reviewed against for quality, accuracy and remediation.
-Initiate, develop, implement, and evaluate the security programs of OCIO NOS program areas, including the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities such as intrusion detection or access authentication programs.
- As the NOS Information System Security Officer (ISSO), serve as a principal contact for the coordination, implementation, and/or enforcement of information security policies.
- Make recommendations for operational policies, procedures, and criteria for interfacing with program systems resources, and coordinates with other EOUSA or Departmental components on the development of information security systems and application policies, guidelines, standards, requirements, and procedures.
- Conduct on-site and remote analyses of information systems standard security products and associated systems.
- Develop systems security contingency plans, and disaster recovery procedures.
- Manage testing and validation of the service desk to include services, infrastructure, processes, metrics, ticket resolution and closure rates and customer satisfaction based on business requirements.
- Serve as a Contract Officer Technical Representative (COTR) and performs corresponding duties in compliance with the Federal Acquisition Regulation (FAR) and Departmental and EOUSA procurement guidance and policy.
