Job Summary

Performs responsible office and field engineering duties within the Departments of Community Development and Public Works. Assignments and duties may include surveying, construction inspection, materials laboratory, water quality programs, bridge inspection, maintenance of Geographic Information Systems (GIS) and transportation management. Provides support for department engineers by performing calculations, information gathering, and record keeping. May act as a lead person in field surveying projects.

Qualifications

Education and Experience:

An AS in Engineering Technology (or equivalent experience) and 2-3 years experience in a position equivalent to Assistant Engineering Technician i.e. construction inspection, civil engineering role.  A Bachelors Degree in Civil Engineering or related field may be substituted for the required experience. 

Knowledge of: Basic engineering principles, practices, the techniques and equipment involved, physical and mathematical sciences, basic construction practices and safety requirements.

Ability to: Interpret construction plans and specifications, use a personal computer, interact with the public and/or contractors, operate basic surveying and test equipment, and perform technical research work on routine engineering problems.

Job Description

QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIREMENTS:

The qualifications and skill requirements for this position include:

• Bachelor’s degree from an accredited institution in Electrical Engineering or a Technical School degree in Electrical Engineering OR a minimum of five (5) years of proven work experience in the maintenance of broadcast studio, automation, transmitter, tower and satellite equipment;
• Proven experience in planning for and executing remote broadcasts to include training in computer programming; 
• Complete knowledge of broadcast and computer technology theory;
• Highly skilled in diagnostic procedures;
• Ability to install and complete repairs on all studio, transmitter, satellite, and computer equipment;
• Ability to design and wire studio facilities;
• Knowledge of the technical rules of the Federal Communications Commission (FCC);
• Knowledge in the techniques used in recording both small and large performance groups, both in a studio and remote environment;
• Self-starter with strong interpersonal, organizational, and supervisory skills;
• Ability to work independently with minimal supervision and be self-motivated;
• Ability to be “on call” 24 hours a day to deal with technical problems;
• The following is preferred:
  • Certification or affiliation with the Society of Broadcast Engineers (SBE);

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:                           

The essential functions and responsibilities for this position include, but are not limited to:

• Ensuring IRSC Public Media is in full compliance with the rules and regulations of both the FCC and the FAA;
• Ensuring the station operates without undue technical interruptions;
• Responsible for all matters relating to IRSC Public Media Tower Sites;
• Supervising the training of all new studio operations personnel;
• Carrying out other duties as assigned by the General Manager;
• Serving as the FCC’s “Designated Chief Operator” and will be responsible for maintaining all transmitter logs as well as full-filling all EAS requirements.  

SPECIFIC DUTIES AND RESPONSIBILITIES:

The specific duties and responsibilities for this position include, but are not limited to:

• Adopting and implementing a preventative maintenance schedule for all IRSC Public Media broadcast facilities and equipment;
• Evaluating, recommending for purchase, installing and maintaining all equipment relating to the radio stations, including automation systems;
• Designing, implementing, installing, and maintaining computer networks;
• Recruiting and administering all tower clients, to include negotiating proposed contract provisions, ensuring timely payment of tower rental fees;

PHYSICAL REQUIREMENTS:

Position Title:

Engineering Public Outreach Intern - Seasonal

Job Description:

Under the direction of the division Construction Program Manager, the intern will perform community outreach and log constituent requests. These requests will be catalogued within the City’s asset management database. The intern may also work alongside the Engineering Civic Engagement Specialist providing support as required by the Division. This job is designed to provide students with paid professional experience to further their education and training and is academically oriented for the student’s benefit. To qualify, students must be enrolled in an accredited school program related to the type of work they are expected to perform. Positions will terminate upon completion of the internship period. Incumbents may deal with sensitive information. Such data is expected to be maintained as private and shared only on a need-to-know basis with other city employees and elsewhere when authorized by the intern’s city supervisor.

TYPICAL DUTIES:

• Collects data and reviews research materials, determines accuracy and validity of sources and appropriateness for use.

• Assists with incoming constituent requests from phone, email and other Customer Resource Management (CRM) applications.

Job Summary

Clark County Public Works is looking for motivated professionals to manage multiple construction projects that improve the safety and quality of life for the people of Clark County.

This position coordinates with project teams of designers, real property professionals, surveyors, traffic engineers, permitting personnel and other essential teams to deliver complex and rewarding capital projects for the county. The position will be responsible for delivery of capital projects in Public Works including Transportation, Parks, Clean Water, Bridges, Pavement Preservation, and the County Railroad.

The position reports to the Construction Section Manager and works collaboratively with sections throughout Public Works and other county departments. It will also work closely with state and federal agencies, utility service providers, and businesses in coordinating project activities, along with working directly with the public and neighborhood associations.

Hybrid remote work schedule is available for this position, however, the candidate selected MUST reside in Oregon or Washington. No exceptions.

Examples of Duties

Duties may include but are not limited to the following:

• Plans, supervises, and coordinates the activities and operations of assigned capital improvements projects. Ensures the timely, accurate, and cost effective completion of projects.
• Coordinates work of professional and technical projects staff at each project phase, with an emphasis on teamwork and collaborative problem resolution.
• Ensures that all phases of projects proceed on schedule and that contractors, utilities and other organizations involved in projects, meet specifications. Reviews progress reports and authorizes payments.
• Reviews design plans and specifications for conformance to job requirements. Prepares, develops and checks complex specialized contract provisions and design agreements. Conducts pre-bid and pre-construction conferences detailing principle construction features and agreements.
• Monitors project progress and conducts meetings to resolve problems and ensure timely completion. Participates in meetings and designs and implements agreements throughout the stages of the projects.
• Utilizes computerized project management tracking systems and related programs in accomplishment of the work.
• Coordinates with other sections and departments on issues related to capital projects, grant and contract administration, or related.
• Directs investigations and develops resolutions of claims and complaints from contractors or property owners. Maintains office records of design, construction and other engineering activities, as required by County, State, and Federal regulations.
• Coordinates with the Survey Section Supervisor/County Surveyor to ensure accurate, complete and quality field survey data is collected and that information is acquired in a cost-effective, efficient manner. Assists in the preparation of complex property descriptions.
• Develops and maintains effective relations with the public. Represents Public Works on various committees; at neighborhood organization and community meetings; public hearings; before governmental bodies and in legal processes.
• Participates in the development, implementation and review of ongoing programs and existing methods - assessing job effectiveness and cost efficiencies.
• Participates in the mentoring of other project engineers.
• Participates in the formulation and updating of goals and objectives consistent with the mission of the Department.

Parsons is looking for an amazingly talented Engineering Manager (Landscape/ Public Realm) to join our team! In this role you will get to provide management and direction for one Engineering discipline or a major section within one of the larger disciplines. May be assigned to a large program exceeding $250 million in total installed cost as Manager of all Engineering disciplines.

• Reviews and approves discipline staffing budget estimates and staffing assignment schedules on each project.
